What We’ve Done So Far • Most committees have developed goals for the year • Most committees have reflected on their charters and membership • A committee self-evaluation process has been defined and communicated • PRBC charter has been revised • Note: we have “exempted” the Senates from this process to date Still to be Done • Formal revision of charters and approval through appropriate groups (Academic Senate and others) • Getting all shared governance groups in the game • Decisions on structure • Decisions on College Council • Revising our shared governance document, engaging the college, gaining required approvals Questions Raised to Date • Should COOL report to the Academic Senate? (Suggested by Curriculum) • Should Budget Committee purview expand beyond lottery and bond funds? • Where should the Budget Committee report—PRBC, College Council, President? • Should the Technology Committee have a role in technology funding decisions? • May we once again need a Marketing and Recruitment committee? The Big “Structure” Question Should we continue to have a College Council? If so, what is it’s charter? There are many options, but here are three basic models to consider President Administrative Staff Academic & Student Services Council Academic Fairness Committee Curriculum Committee COOL Academic Senate Student Senate Basic Skills Committee SLOAC College Council PRBC Technology Facilities Safety & Health Marketing Classified Senate Faculty Prioritization Committee Staff Development Foundation Budget Student Disciplinary Committee Student Grievance Committee CEMC Division Meetings Option #1: Current Structure • Purple = not currently functioning • Green = committees not on current governance chart • Senates “report” both to President and College Council FA and SEIU 790 What Does Hierarchy Mean in a Shared Governance Structure? OR Power and authority? Integration and glue? “Integrating” the College President PRBC Planning/resources PROGRAM REVIEW Student “programs” Admin/ Operations Functions Disciplines/ Divisions/ Areas Committees/ Senates B a r g a i n i n g U n i t s President Administrative Staff Academic Senate Student Senate PRBC Academic & Student Services Council Curriculum Committee Budget Academic Fairness Committee Basic Skills Committee Technology Student Disciplinary Committee SLOAC Facilities Student Grievance Committee COOL Staff Development CEMC Faculty Prioritization Safety & Health Matriculation Committee Classified Senate Foundation FA and SEIU 790 Option #2 • College Council disbands • Tech, Facilities, Staff Development, Faculty Prioritization and new Matriculation Committee are now “integrated” by PRBC • Foundation and unions “report” directly to President • Where does Safety & Health fit? “Integrating” the College President Governance integration COLLEGE COUNCIL PRBC Planning/resources PROGRAM REVIEW Student “programs” Admin/ Operations Functions Disciplines/ Divisions/ Areas Committees/ Senates B a r g a i n i n g U n i t s Option #3: College Council Remains with a More Focused Charter • Major policy/procedure recommendations. Examples might be mandatory matriculation, or a new smoking policy, or increases in student fees • Steering Committee for Accreditation • Steering Committee for College Master Plan • Shared governance structure and effectiveness • Community involvement/outreach? College Council Membership • TBD, but a starting point would be: – The President as chair – 3 VP’s – 3 Senate Presidents – Chair of PRBC Let’s put on our thinking hats! Next Up on our Agenda • Updating our shared (or is it participatory?) governance document: – Update all charters – Do we stay with “everyone governs the college” language? – Add the concepts of policy vs. governance vs. integration vs. operational committees – Add language on self-evaluation and continuous improvement • Vetting it with the college, and then the BOT
