Audience: IPBC; Program Review Committee; Deans/Unit Administrators; Budget Committee
Purpose: To provide evidence of progress on from previous year and to provide input into planning for subsequent years.
Instructions: If you have completed your unit plan last year, please update your timeline and answer the questions below. If you are updating/changing
your timeline, list the appropriate year in which revisions were made.
1A. Problem Statement: Summarize your original Program Review conclusions (or if this was done in last year’s unit plan, please update).
1B. Analysis: What was the basis for these new and/or continuing conclusions?
The OIR Spring 2009 Program review cited staff surveys that showed that most faculty and staff recognize the contributions that OIR makes to program
review and evaluation, and are satisfied with the services of the OIR. Still, OIR research could be made even more visible, accessible, and useful to more
faculty and staff. The Program Review also documented an increased demand for in-depth customized research projects in the last year, as a result of a
successful Program Review process and two active grants, Basic Skills and Title III, which use faculty inquiry groups (FIGs) and OIR research to improve
student learning and success. The Program Review concluded that increased support for a professional programmer and/or Research Analyst, as well as
permanent administrative support would insure that the OIR could continue to respond to the increased demand for its services.
This program review conclusion was also supported by the Visiting Accreditation Team:
The Fall 2009 Visiting Accreditation Team commended the OIR for doing “an excellent job of creating and promoting a culture of evidence to guide the
strategic planning process.”
This culture of evidence for strategic planning has been created by the OIR by focusing on research that supports and monitors the objectives of the Strategic
Plan. The OIR objectives support the 2009-11 Strategic Plan by providing the data and analysis that identifies, measures, and monitors the Strategic Planning
objectives. Any strategic planning goals, objectives, or activities that call for increasing student access, equity, success, persistence, or completion of
educational or vocational goals, or for evaluating or assessing student or community needs, satisfaction, or learning, effectiveness of courses and programs, or
course-taking patterns, all require measurable objectives that need to be identified, specified, measured, and monitored through the efforts of the IR Office. In
addition, anything related to developing and assessing student learning outcomes involves the Institutional Research Office. Therefore, increasing the
efficiency of the IR Office will contribute to most of the goals/objectives in the strategic plan.
In addition, the Accreditation Team commended the OIR for being “highly responsive to faculty and staff requests for a variety of research and analysis
related to program improvement.” The OIR has been able to be so responsive to faculty and staff research requests due to the dedication and expertise of the
full-time staff and their willingness to work overtime to complete requests, and in particular to the commitment of the Research Analyst to thoroughly and
accurately complete requests, develop his own programming expertise, and guide the student programmers to do their best work. However, this pace cannot
continue without jeopardizing other required and institutional priorities of the OIR, so more permanent programming support is needed.
