What is truly needed is clerical support and faculty senate needs to put this together. President Dockter does know of a couple people that might be interested. Suggestion made that President Dockter should first talk to VP Thompson to clarify what the catalog committees charge is and what the plan is regarding this committee. Need clarification from Kim Morrison is she requesting to have people on the committee to do whatever the charge is and in addition need classified professional support to do the work or is it the work of the committee to do all the work. This does not need to be a committee, but a person who put all the information together in a draft document and then faculty/divisions are responsible to review. President Dockter to speak to VP Thompson regarding the Student Senate of Chabot College 2.23.16cmh Minutes were not approved and tabled for approval next meeting due to lack of quorum. REPORTS Adjunct Faculty Lisa Ulibarri FA rep Jeff Drouin Letter submitted from General Counseling was read regarding timeliness of administration hiring and selection of faculty to serve on hiring committees. (Letter attached to minutes) Approval of the minutes- Jan 28,2016 Language Arts Michael Langdon(sp 2016) Library Kim Morrison GENERAL FUNCTIONS 2 Catalog Committee/Clerical Support. Suggestion to have a Google doc be sent to faculty with a list of committees to get the interest and who to contact. There is a need for a process to notify faculty of what committees are available to service on and who is interested. President Dockter to send out email for representative for EEO. Chancellor’s Council update – President Dockter shared that a question was asked regarding the process for administrative evaluations and is it true that the administrator being evaluated picks who evaluates them? How often does an administrator get evaluated? Suggestion to have Faculty Senate ask their divisions their thoughts about the process of administrator’s evaluations. Gather formal feedback and concerns about the administrations evaluation and present at a board meeting sharing our concerns and have possible solutions. President Dockter to ask HR for the procedures and timelines on administrator’s evaluations and for HR to be better at posting the policies. IEPI visit will be on March 24th, the focus to be on linking planning and budget and shared governance. The visit is from 8:30 – 3:00. Suggestion to have IEPI visitors meet with workgroup from 2:00-3:00 and then have senate meeting from 3:00-4:30. President Dockter to send email to IEPI group with the draft of the shared governance document stating that President’s office and Faculty Senate have reviewed and will be sent out campus wide for review. Next workgroup meeting work on framework of basic flow and why, general function and members. Workgroup to meet on Tuesday, February 16th at 2:00-4:00 in room 2005. Shared Governance update - Mike Sherburne Schedule is fine Final document out by end of the semester Concerns on hiring procedures – Donna Gibson 2.23.16cmh Faculty Hiring Prioritization process – The process is not working and needs to be looked at and changed before next fall. Issues: o When mid-year hiring was taking place, they invoked an emergency hiring clause, it needs to be made very clear what does emergency hiring mean? o What is the timeline which decisions are made and held to? At what point is a decision made and you stick with that decision. 3 o There are still possible concerns with the makeup and function of level two of the process and we would like to have discussion and possible modifications of this part of the process. Hiring Procedures o There has been a recent situation in the Science/Math division with a hiring committee. Although our division has not had a chance to formulate a cohesive statement about the situation, there is much concern in clarifying the process. o Level one committee felt they did a good job doing the quantitative evaluation and sent candidate’s forward and then were told their process was not quantitative enough. Committee was told there was a glitch in the process. o Level one committee did a lot of work and are frustrated. o Policy says you need a rubric. o Policies and procedures need to be looked at and changed. o Requesting more investigation on this issue. Student cross concurrent enrollment Issue 2.23.16cmh Vice President Ho spoke about a student who tried to cross concurrent enroll at UC Berkeley, application was denied on the Chabot side. There is a policy on Admissions and Records website that details the type of concurrent enrollment courses for UC Berkeley that differ for Cal State East Bay and others. To change this policy it is up to Faculty Senate, suggestion is to not have a committee but in this situation it is better to have someone who has interest in this to come up with the solution, start out with a point person for example a counselor and then have interested persons make comments and then it comes to senate to review and approve directly. Policies are department/division specific. Vice President Ho will write up a summary of the issue and send out for review, incorporate input and bring to senate, this will be a test to see if this process will work, without having a Academic/Student Services Committee. *President Dockter raised a concern as to how does Faculty Senators get time at division meetings to report out? *Communication problem among district and campus wide. *New Faculty Orientation there needs to be a larger presents of Faculty Senators and there should be an explanation as to what Faculty Senate is, does and what committees are available. Need to get information out to part-time faculty as to who and where they 4 share their concerns. 4.0 DISCUSSION ITEMS Hiring procedure for Faculty, Classified and Administrators Response to letter(suggestion) – Academic Senate is devising a method by which nominations for faculty to service on dean hiring committees will be looked at and will come up with a process. State names were recommended by senate and what happens after that is out of senate’s hands. 5.0 Request to Announce postings are not being reviewed by a committee, there needs to be a committee looking at the announcements seeing how it is worded, what is needed by the candidate, the description and supplemental questions need to be reviewed. Draft a timeline of sequences of events as to what and when it needs to be done. Would like to look at classified prioritization document. Administrative hiring policy needs to be changed to require faculty on level two committee.
