Standards Activities Report
4.1
Introduction:
This item was introduced by Mark Phillips (MPh), RSSB’s Director of
Research and Standards. Its purpose was to provide a report on
standards activities over the last six months, as well as the
achievements against the strategic issues that were set out in the
Industry Standards Co-ordination Committee (ISCC) Strategic Plan 2014
– 2019, Issue 2 which was approved by ISCC on 21 January 2015.
As a new report, MPh asked for feedback on its usefulness.

ISCC comments/observations:
a)
Comment: Regarding the update paper at the back, what is the
currency of the update?
Response: The tracked updates are the changes but other
elements need to be reviewed to check consistency.
b)
Question: The paper talks about taking opportunities to discuss
topical issues and mentions the RIA signalling group - why just
target the signallers?
Response: That is not intentional – it was a specific action but is
worded a bit too narrowly.
Decisions:
a) ISCC NOTED the progress against key activities for issue two of the
Strategic Plan for 2015 – 2016.
b)
NOTED that future progress updates on ISCC’s strategic plan will be
provided as part of the update on the implementation of the
Strategy for Standards.

Open TSI Issues
5.1
Introduction:
This item was introduced by Vaibhav Puri (VP). Its purpose was to set
out the outstanding open issues logged by RSSB in the Technical
Specifications for Interoperability (TSI) Application issues log, together
with an update on activity against them.

Response: Crossrail may be the most appropriate one.

Comment: Switches and crossings on the West Coast was
authorised recently. ORR offered to check whether the
recommended solution was applied and whether it worked.

Comment: ORR raised a new issue for the TSI issues log regarding
potential very narrow interpretation of Traffic Codes being used to
rule projects out of scope. BE agreed to draft a new entry for the

Question: At the top of page 2, para a); what are the timescales for
having a final set of National Technical Rules (NTRs) for European
Rail Traffic Management System (ERTMS)?
Response: The chairman of the Control Command and Signalling
RSSB/VP
Standards Committee (CCS SC) provided some indication in his last
presentation. RSSB agreed to confirm timescales and whether the
work will be broken down by on-board and trackside; making clear
which is rolling stock and which is trackside.
e)
Question: As all projects have a lessons learned session, could RSSB
be involved to learn lessons on how well the standards worked for
the project and issues associated with deviations?
Response: RSSB agreed to discuss with the ROSCOs, NoBos and NR RSSB/MPh
how best to coordinate this.
f)
Question: Is the national procedure mentioned an NTR, NSR, or
something else?
Response: It is just guidance. The ERA called on member states to
produce a national procedure. DfT has endorsed it as has the ORR.
It is published on the RSSB website. It is an interpretation of the
ERA’s technical opinion.

ENDORSED the recommendation that issues related to the INF TSI
where work arounds have been proposed, should remain open
until evidence is available from the industry/projects that solutions
have been used and work.

ORR offered to check whether the recommended solutions
suggested in the TSI issues log were applied and whether they
worked.

How best to deal with issues in implementing TSIs
6.1
Introduction:
This item was removed from the agenda and it was agreed that it is no
longer needed as it has been overtaken by events.
7
OPE TSI Implementation Plan
7.1
Introduction:
This item was introduced by Gary Portsmouth (GPo), RSSB’s
Professional Head of Operations. Its purpose was to advise the Industry
Standards Coordination Committee (ISCC) of the approach that has
been adopted to develop a National Implementation Plan for the
Operation and Traffic Management Technical Specification for
Interoperability (OPE TSI).
7.2
ISCC comments/observations:
a)
Question: According to Article 3, there is a need to notify open
points in the OPE TSI by 01 January 2016. What is the position with
this?
Response: None have been identified for GB, but the development
of the implementation plan will enable issues to be identified.
b)
Question: Regarding point 2.2, does this mean the network is fully
compliant?
Response: It acknowledges that compliance with the OPE TSI is a
transitional process that will only be achieved once the structural
sub-systems are fully compliant.
c)
Question: Does it link with the other TSI implementation plans?
Response: The development of the implementation plan involves a
critical review of each clause of the OPE TSI to determine potential
issues, which includes the interfaces defined between TSIs.
d)
Comment: The implementation plan will be used to inform the
next issue of RSSB’s guidance note on the OPE TSI. It will also
underpin the Traffic Operation and Management Standards
Committee (TOM SC) strategic direction to support GB
representatives who are active within the European arena.
e)
Comment: Should this committee also endorse the plan?
Response: ISCC is asked to endorse the approach, not the actual
plan.

Question: There is a working party starting in January 2016 looking
to further develop the OPE TSI. Is it likely to affect the plan?
Response: The commission will remit the working group to review
Annexes A and C of the OPE TSI. It is possible that GPo will be
involved in that work and will monitor/influence related outcomes.

ENE TSI Implementation Plan and projects at an advanced stage
8.1
Introduction:
This item was introduced by Ian Jones from the DfT. Its purpose was to:

Update ISCC on progress with the ENE TSI implementation plan.
b)
Advise ISCC of the draft list of projects at an advanced stage of
development. Under article 9 (3) of the 2008 Interoperability
Directive, Member States are required to submit this within one
year of the entry into force of the TSI.
ISCC comments/observations:
a) Comment: Can the European Commission reactively object to the
list of projects submitted?
Response: When asked at ERA, the DfT was told that some
checking is done and they could challenge the list, but it is unlikely.
b)
Question: In respect of the list of projects at an advanced stage,
although it relates to the current TSIs, the CR and HS TSIs have
been in existence for some time. Presumably it is not possible to
seek a derogation against something in the new TSIs that was also
in the previous ones?
Response: That is correct.
c)
Comment: Regarding item 8a, on page 5: the second line in the
table of rolling stock mentions six rebuilt (upgraded) Class 73/9
locomotives. Are they really an upgrade under interoperability?
Response: It is a complete refurbishment of a locomotive – beyond
the scope of what happened when HST power cars were reengined.
d)
Comment: What about implementation plans for the other TSIs?
Response: The plan for the Infrastructure (INF) TSI needs to be
done by the end of the year. It is likely to be even more high level
than this plan.
e)
Comment: A number of rolling stock projects appear to be missing
from the list.
Response: If anyone is aware of any that are yet to get
authorisation, and have compliance issues, please let DfT know.

Infrastructure Standards Committee Chairman’s presentation
9.1
Introduction:
This item was presented by Bridget Eickhoff, Chairman of the
Infrastructure Standards Committee (INS SC). Its purpose was to update
ISCC on the work of the INS SC over the past six months.
9.2
ISCC comments/observations:
a) Question: At one point there was a plan to produce a passenger
rolling stock gauging strategy. What happened to that?
Response: The Passenger Train Interface (PTI) strategy was
developed as part of this. There are two passenger rolling stock
gauges in the documents being published in December 2015.
There is no obligation to use them but there are advantages in
doing so.
Comment: Part of what was originally termed as the
interoperability Route Utilisation Strategy (RUS), and now known
as an Interoperability network study, was to develop such a
strategy. The scope and extent of this work is unclear at the
moment as NR were intending to hold further meetings/workshops
to inform this. This has not yet happened.
b)
Question: If/when they are developed, they will be voluntary?
Response: The gauges are in the Railway Group Standards (RGS),
but there is no requirement to build to a specific gauge.
c)
Comment: NR is going to publish route information in the sectional
appendix.
d)
Question: What is the progress with the register of infrastructure
(RINF)?
Response: It is about 80% complete for historic infrastructure.

Comment: The DfT suggested asking Jason Saxon to present to
ISCC on the process for populating the RINF. This was agreed.

Comment: In some areas the RINF will never provide enough
information. For example it assumes a set of nested gauges, which
GB does not have.

Comment, it was noted that DfT is still unable to provide an
observer for INS SC. MPh to discuss DfT representation at SCs with
Robin Groth.

Rolling Stock Standards Committee Chairman’s presentation
10.1
Introduction:
This item was presented by Hugh O’Neill, Chairman of the Rolling Stock
Standards Committee (RST SC). Its purpose was to update ISCC on the
work of the RST SC over the last six months.
10.2
ISCC comments/observations:
a) Question: When are related changes to GM/RT2453 (ie publication
of RIS-2700-RST) going to happen?
b)
Question: An EAC will be required to register vehicles in the RSL. Is
that EAC just a mechanism for registering data or is it a declaration
of compliance? Related to that, when is the EAC issued?
Response: HO’N agreed to report back on these questions.
Post meeting note:
The EAC is required by the existing GM/RT2453 as a data
registration document. It will be replaced by the SVC (statement of
vehicle configuration) as a result of technical note TN050 being
published. Specific references to Engineering Acceptance
Certificates (EACs) in sections 3.2, 3.4 and the definitions are being
removed and replaced with the ‘Statement of Vehicle
Configuration’ to align with the withdrawal of GM/RT2000 in June
2016.
The mechanism for declaration of compliance to applicable NTRs
and NSRs (and any deviations to these) is the ‘Statement of
Attestation’ defined in RIS-2700-RST.
The next step will be a full upgrade to GM/RT2453 to align it with
Commission decision 2007/756/EC (national vehicle register), the
emerging requirements for ERATV and the R2 project.

Comment: It is understood that RSSB is undertaking a review of the
Sheffield tram-train project, and in particular the related deviations
granted. Is this a review of the tram-train principles; the suite of
deviations in general to see how they fit/relate to each together;
or is it a check that the CSM RA has been properly applied?
Response: HO’N agreed to report back on the extent of RSSB’s
interest in the review of deviations for the tram-train project.

Comment: Regarding RIS-2700-RST, there were a lot of comments
as a result of the workshops which were organised after the
original consultation. How have those comments been taken into
account and is there clear traceability of actions and responses to
those workshop responses? Also, how will they be shared with the
attendees and SCs?
Response: The draft has been finalised for approval by Standards
Committee. The final draft will be available on the Consultation
and Stakeholder Register ahead of publication. MM agreed to
send a link.

Response: HO’N agreed to let ISCC know how workshop comments RSSB/HO’N
were managed and dealt with in relation to general consultation
comments received during the formal consultation.
e)
Comment: Having reviewed the revised RIS-2700-RST, it does not
answer the question about the EAC.
f)
Question: Regarding the removal from standards of the
requirement for yellow front ends, when this was first announced
there was quite a fuss about it. Has this died down now?
Response: There has been lots of consultation with the relevant
groups and they have accepted the position. Yellow front ends are
not banned, they are just not imposed as a National Rule any
longer where vehicles are fitted with TSI-compliant headlights.
g)
Comment: The RSL needs to be amended anyway, so perhaps the
opportunity could be taken to remove the need for an EAC.
h)
Comment: Regarding the tram-train project, they are seeking
deviations from RST SC but have submitted their authorisation
DfT/IJ
strategy to Network Rail Assurance Panel (NRAP). Who is acting as
the integrating authority?
Response: In respect of both the infrastructure and the vehicles, it
is a project excluded from interoperability. Ultimately the Railway
Undertaking is responsible for ensuring that the vehicles are
compatible and safely integrated with the infrastructure, and the
Infrastructure Manager is responsible for ensuring that the
infrastructure is compatible and safely integrated with the vehicles
that operate on it.

Comment: The IM and the RU are working together on a collective
CSM RA application to ensure safe integration from both sides and
an Assessment Body (ASBO) has also been appointed to
independently assess the robust application of CSM RA. DfT
agreed to come back to ISCC on how this is being managed and to
clarify its role as the body that is funding the work in general.

11.1
AOB item 1: Damage to vehicles from trackside equipment
The ROSCO community is very concerned about damage to vehicles
from poorly designed and/or maintained trackside equipment. There
have been a couple of very badly damaged vehicles but the main
concern is the risk of a serious accident as a result.
Virgin Trains has raised the issue with the ORR. NR agreed to find out
what is being done and report back to ISCC.

will form a key part of the strategy that’s being developed, but we’ll also be looking at other potential
