A Texas Tech Officer detained a student on the 1st floor of the Flint Avenue
Parking Garage. The student was issued a Lubbock County citation for
possession of drug paraphernalia and possession alcohol by a minor. The
student was also charged with possession of a miscellaneous substance
(synthetic marijuana). See offense report #13-1249.
