MEMORANDUM OF UNDERSTANDING

UNITED STATES DEPARTMENT OF AGRICULTURE
FOREST SERVICE
ROCKY MOUNTAIN RESEARCH STATION
PACIFIC NORTHWEST RESEARCH STATION
PACIFIC SOUTHWEST RESEARCH STATION
AND
WESTERN EXTENSION FORESTRY PROGRAMS
(WCC-FORESTRY)
Title: Making Science Useful
This MEMORANDUM OF UNDERSTANDING is hereby made and entered into by and
between the Western Extension Forestry, hereinafter referred to as Cooperator, and the United
States Department of Agriculture Forest Service, Rocky Mountain Research Station, Pacific
Northwest Research Station and the Pacific Southwest Research Station, hereinafter referred to as
Forest Service.
A. PURPOSE:
Our shared purpose is to get the results of credible non-biased research into the hands of many
clientele groups, some of which overlap. As a result, there are opportunities for us to work
together to create a compatible process for achieving this purpose. In accomplishing this, we will
provide better service to clients; accomplish better land management across all ownerships; and
use public resources more efficiently and effectively.
B. STATEMENT OF MUTUAL BENEFIT AND INTERESTS:
Strive to coordinate our research, development, and application by sharing priorities and visions.
Current examples of shared priorities include forest health, fire, fragmentation, and restoration.
Facilitate communication between FSR&D and Extension Forestry (EF) through mechanisms
such as discussions at WCC meetings, conferences, workshops, etc.
Recognize the many valuable existing partnerships between FSR&D and EF, and promote
creation of new partnerships.
Share results of clientele and impact assessments relating to this agreement.
C. THE FOREST SERVICE SHALL:
Provide Extension Forestry access to FSR&D generated scientific information and technology.

D. THE COOPERATOR SHALL:
Ensure to the extent possible that (EF) Specialists and Agents interpret, utilize, and disseminate
Forest Service R&D (FSR&D) research as appropriate for conducting Extension educational
programs for diverse audiences. In doing so, EF will be increasing FSR&D outreach capacity.
Sources of information will be acknowledged by users.
E. IT IS MUTUALLY UNDERSTOOD AND AGREED BY AND BETWEEN THE PARTIES
THAT:
1. FREEDOM OF INFORMATION ACT (FOIA). Any information furnished to the Forest
Service under this instrument is subject to the Freedom of Information Act (5 U.S.C. 552).
2. PARTICIPATION IN SIMILAR ACTIVITIES. This instrument in no way restricts the
Forest Service or the Cooperator(s) from participating in similar activities with other public
or private agencies, organizations, and individuals.
3. COMMENCEMENT/EXPIRATION/TERMINATION. This MOU takes effect upon the
signature of the Forest Service and the Cooperator and shall remain in effect until
February 1, 2012. This MOU may be extended or amended upon written request of either
the Forest Service or Cooperator and the subsequent written concurrence of the other(s).
Either the Forest Service or Cooperator may terminate this MOU with a 60-day written notice
to the other(s).
4. MODIFICATION. Modifications within the scope of the instrument shall be made by mutual
consent of the parties, by the issuance of a written modification, signed and dated by all
parties, prior to any changes being performed.
5. RESPONSIBILITIES OF PARTIES. The Forest Service and the Cooperator and their
respective agencies and office will handle their own activities and utilize their own resources,
including the expenditure of their own funds, in pursuing these objectives. Each party will
carry out its separate activities in a coordinated and mutually beneficial manner.

7. NON-FUND OBLIGATING DOCUMENT. Nothing in this MOU shall obligate either the
Forest Service or the Cooperator to obligate or transfer any funds. Specific work projects or
activities that involve the transfer of funds, services, or property among the various agencies
and offices of the Forest Service and the Cooperator will require execution of separate
agreements and be contingent upon the availability of appropriated funds. Such activities
must be independently authorized by appropriate statutory authority. This MOU does not
provide such authority. Negotiation, execution, and administration of each such agreement
must comply with all applicable statutes and regulations.
8. ESTABLISHMENT OF RESPONSIBILITY. This MOU is not intended to, and does not
create, any right, benefit, or trust responsibility, substantive or procedural, enforceable at law
or equity, by a party against the United States, its agencies, its officers, or any person.
9. AUTHORIZED REPRESENTATIVES. By signature below, the cooperator certifies that the
individuals listed in this document as representatives of the cooperator are authorized to act in
their respective areas for matters related to this agreement.

APPENDIX
EF/FSR&D MOU:
Short Term Goals (1-3 years):
1. Create a document/web page/etc. describing each organization (FSR&D and EF), and
highlighting existing partnerships.
2. Have the two groups (FSR&D and EF) come together (possibly at the next WCC
meeting) to start the networking & awareness building process.
3. Investigate the potential for creation of a Western Forest Science Application Virtual
Center.
4. Investigate ways in which activities under this MOU can help focus efforts and resources
on shared priorities as mentioned above.
Long Term Goals (4-10 years):
1. Assess the MOU’s success and impacts.
2. Investigate the expansion of these concepts to other entities involved in forestry research
and education.
