Thank you. 1 Student Outcome Assessment Report (Format A) School of Social Work College of Liberal Arts and Social Sciences June 2004 Introduction Schoolof Social Work provides two programs accredited by the Council of Social Work Education-Baccalaureate Social Work Program and Joint Master of Social Work Program. The latter program is implementedjointly by Cleveland State University and the University of Akron. Program goals for each program are consistent with the ones contained in self-study documents submitted as a part of program accreditationprocess. Baccalaureate Social Work Program A, Goals (extractedfrom Self Study Report, VolumeI , April 2002): 1. Enhance and maintain a coherent integrated curriculum with an interdisciplinary liberal arts perspective that supportsthe professional foundation ensuring that students have an ample opportunityto gain social work knowledge, skills, values and ethics to become competent beginning generalist social work practitioners with systems of all sizes, types, and prepare graduateswho have a commitment to life-long learning. 2. Support a pro-active position in advocating for social, economic and environmental policy development that ensures that promotion of social and economicjustice and facilitate the responsiveness of the institutionalresource systems in meeting the health and humane services needs of the citizens of Northeast Ohio within the context of the global society, which focus the curriculum content with emphasis on the students professional growth and development. 3. Establish linkages with human service agencies and programs, health institutions, churches, governmental entities, and neighborhood groups to create a quality of life that is inclusively protective of all population at the local, national and internationallevels, which will provide curriculum contentreflecting organizationalbehavior and the dynamics of change. 4. Maintain core courses and other learning experiences, reflecting the state of the human service delivery system, as part of the curriculum to provide opportunities for non-social students and members of the local community who want to increase their understanding of social problems, human needs, and the professional social work response to them, as well as satisfjr requirements for licensure hours. These goals were developed through a series of ficulty retreats to produce the Self Study for the preparation for the reaflkmation of the program’s accredited status. These goals have been modified since the last accreditationcycle in 1995. Modificationswere made on the basis of Sndings fkom course evaluations, graduate surveys, field education evaluation, alumni evaluations and employer evaluations. B. Outcomes (Extractedfrom the Serf Study, April 2002): The following outcomes are expected for students in the program. 1. Utilize criticalthinking and analytical skills within the context of professional social work practice to analyze conditions that cause systems to k c t i o n effectively, as well as malfunction (Goals 1,2 & 5). 2. Ensure that cultural integrity of individuals, hnilies, groups, organizations,and communitiesare valued, respected and maintained when completing assessments, determining and implementing interventionstrategies in the provision of services with diverse populations (Goals 1 & 2). 3. Understand the dynamics and consequences of social and economic injustice and address all forms and mechanisms of human oppression and discrimination, and take appropriate initiativesto identifl and initiate strategies for change (Goals 1 & 3)- How were they developed? Mo was involved? Have they been modifid based on assessment information ? Once the program goals were identified, the faculty held a series of retreats in which faculty members in four sequences-theories, policy, research and field education-met separately developed program objectives that should be accomplished under the six goals. Subsequently, the total faculty finalized program objectives that were inclusive of objectives developed by the four sequence groups. Participated in these activitieswere hll-time and part-time Page 3 faculty members, and members of the Visiting and Field Education Committees that includes field education instructors and other community constituencies. This process of self assessment is on-going and regularly revisited. These 13 objectives have been in place since April 2002 and will undergo minor revisions until the next self study cycle for the reaffirmationby the Council of Social Work Education in 20 10. C. Research: what direct and indirect evidence have you gathered indicating that you are accomplishingyour goals? What testing instruments, methods, and processes do you use to collect assessment data? Have these instruments been modified since theirfirst use? Direct evidence: 1. During the final two semesters prior to the graduation, students are placed in a community-based social service agency and receive supervisionof a field instructor who is a practicing social worker with MSW. With the help of the student’s faculty field liaison,the field instructor evaluates the student’s performance based on the practice objectives established at the beginning of each semester. If students receive a passing grade in both of the two semesters,the objectives have been achieved. The School expects at least 95 percent of the seniors successfully complete two semesters of field practicum. 2. The School monitors the graduating Students’passing of the State Board examinationfor social workers (Licensed Social Worker). The School expects that at least 95 percent of the graduates pass the licensure examinationwithin 2 takes, to conclude that the objectives 1 through 3. 3. More objective indicators of student outcomeshave been sought, and the faculty has decided to adopt the BaccalaureateEducation Assessment Package @EM)recommended by the Council of Sock1Work Education, beginning Fall semester 2004. Indirect evidence: 1. The School administers a survey ofalumni every three years, soliciting their assessment of the level of adequacy of their social work knowledge and skills in their social work practice. Findings of the survey indirectlyassess the achievement of objectives 1 through 13. 2. The School distributes a survey to employers of our studentsevery three years, soliciting their feedback on the level of preparedness among our graduates. Findings of the survey indirectly assess the achievement of objectives 1 through 13. 3. The School conducts a survey of graduating students each semester to indicate the level of their preparedness for entry-level social work practice. Their feedback indirectly indicatesthe achievement of objectives 1 through 13. 4. Again, the BEAP outcome instruments to be adopted in Fall 2004 include alumni and employer surveys. Page 4 5. An additional feature of indirect measures is a focus group of the graduating students. The first focus group was conducted in November 2003. The evaluation instruments that have been used are included in Appendix. D. Findings: How didyou analyze the data or other gathered information? Collected data were analyzed by the Evaluation Committee and findings were included in the Self Study submitted to the CSWE. Evaluationtools are included in Appendix. 1. The overwhelming majority of graduating students indicated that they were very well (28%) or fbirly well (42%) prepared, compared to other CSU majors. Additionally, a great majority of the graduating social work majors indicated that they were very satisfied (50%) or moderately satisfied (35%) with the quality of instructionthey received in the major. There were increases in dissatisfaction with the quality of CSU and Social Work educational experiences. 2. The student feedback of field education experience was generally positive. However, it was noted that there was a significant decline in their assessment of the quality of field instruction over time (p=.04). Another alarming trend was a decline in the willingness to recommend the agency for field placement to a fellow student w.02). 3. The overwhelming majority of alumni responding to the AIumni Survey reported satisfaction With the educationalexperience at CSU and Social Work. This highly positive feedback must be consideredwith caution because of the voluntary nature of the alumni survey. 4. Although the employers of CSU BSW graduates generally rated the quality of the BSW program as positive, there was, in their view, a decline in the quality of preparation of CSU graduates. 5. A focus group of a group of graduating students indicated that students felt there was overlapping content in policy sequence. Additionally, the students expressed dissatisfactionwith the lack of availability of faculty advisors in timely fashion. E. Review: How werefacultyhtaff and students involved in the review process? Findings of the evaluationwere disseminatedto the faculty, s t a e student leaders, and Field Education and Visiting Committee members through the Self Study distribution. One faculty meeting was designated for discussing the findings. Findings of the focus group were distributed to faculty members and student leaders for their review, followed by their extensive discussion. F. Actions: What changes have you made? Curriculum.activities. services, goals or outcomes 0 Faculty members in the four sequences met to discuss areas of overlap in the course content to so that courses in sequence are presented logically. Page 5 0 0 The hculty members determined that they should increase their availabilityto students outside the classroom for academic advising. Based on the students’ feedback on their field education experiences, the Field Education Committee was charged to develop concrete strategiesto enhance the quality of students’ field education experiences. Such strategies, some of which have been implemented, included the more stringent criteria in selecting agencies for field education, increased hours for the orientation of field instructors. The assessment activities including tvve of research evidence, or review urocess 0 The fkculty has adopted the Baccalaureate Education Assessment Package (BEAP) as outcome measures that will be implemented in Fall 2004. The BEAP include pre-, post-test, alumni survey and employer survey that are used nationwide. One advantage of adopting the B E N is the ability to compare student outcomes with those at other institutions. 0 The hculty has decided to continue the revision of the student evaluation of their field educationexperience since it provides valuable qualitative informationconcerning the quality of field education. Research: What direct and indirect evidence have you gathered indicating that you are accomplishingyour goah? Whattesting instruments, methods, and processes do you use to coliect assessment data? Have these instrumentsbeen modified since theirfirst use? Page 8 Direct evidence: 1. The MSW Program participated in a project entitled Case Studies in Evaluating the Benefits and Costs of Mediated Instruction and Distributed Learning, funded by the national Institute on PostsecondaryEducation, Libraries, and Lifelong Learning; Officeof Educational Research and Improvement, and Information Resources and Technology in the Chancellor’s Officeof the California State University. This study found that 75 percent of the Akron graduates from the 1996 and 1997 graduating classes would not have gone to Cleveland fro an MSW program, and that the cost of the joint MSW Program is about 35 percent less than the cost of two separateprograms serving the same number of student. 2. The first alumni survey found that 100 percent of the graduatesreported that they were satisfied with the MSW Program for preparing them for the marketplace, and that they were employed in a higher ranking social work position than prior to entering the MSW Program, with 88 percent reporting an increase in salary since graduating fiom the Program. 3. The same study reported that 86 percent of the students were female and that 41.5 percent were minorities, indicating the success in attracting a diverse group of students. 4. In terms of the effectsof distance learning technology on students’ educational experiences, comparisons made of grade averages fio students at sending and receiving sites for academic years 1995-96 and 1996-97, t value was not significant at 5 percent level, indicating no evidence of either a positive or negative effect due to the use of the video-conferencing technology nor of grading bias on the part of the instructors. 5. The pre-and -post test distance learning survey conducted by the MSW Program Evaluation Committee found that students gain skills, more positive attitudes, and realistic knowledge about the use of distance learning technology. For example, while 83 percent of the pre-test group reported that “Professional social work activities are not possible over distance learning,” only 29 percent of the post-test group responded this way. Curriculum. activities. services,goals or outcomes Based on the data fiom the Distance Learning survey, the orientation for students was modified to include more information on the use of computers. Based on the findings in the California Study, part-time programming was implemented. As a result of formal and informal feedback fiom field instructors and students desiring more contact with faculty liaisons, the policy concerning the number of liaison visits was changed fiom one visit in the first semester to at least one visit per semester. In addition, grades given for the field practicum were changes fiom letter grades and pasdfail grades. Based on the feedback fiom graduates and the Visiting Committee, greater emphasis on skills and techniques of group work was added to Advanced Practice with Small systems I and 11. Based on the student feedback, the Akron “smart room” was upgraded. Association of BaccalaureateSocial Work Program Directors The Baccalaureate Education Assessment Package (BEAP) Background & History: The BPD Outcomes Instrument In 1987, the BPD OutcomesAssessment Instrument was first circulated for BSW Programs to use in evaluatingthe experiences of their a l d a e . It was revised in 1990 to incorporateoptical scanningtechnology in the gathering of data. Thii revised version has been used continuouslythrough 1999, and has missed a national database of over 9,000 BSW graduates. This database has been the basis for numerous publications on baccalaureate social work education. Programs obtained information on using the instrumentby sending a request on their letterhead. In return mail, the BSW Program was sent a copy of the BPD OutcomesInstrument, a Use Agreement, and a Facesheet of basic Program information. OPSCAN sheetswere ordered h m John Rogers at a nominal cost, and Programs were permitted to duplicate the instrumentthemselves. Programs mailed the instrumentto graduateswho were certified withii the past two years, and collected the OPSCAN sheets which were returned. The Facesheet of basic information on each BSW Program was completedand submitted along with the completed OPSCAN sheetsto the Rochester Institute of Technology for SPSS analysis.
