Job Description
This position serves as the Human Services Planner/Evaluator I(HSPE)for Public Health and Economic Services and has responsibility for coordinating the fiscal
and program functions of a cross section of Health and Human Service programs and special initiatives. (#1845)

Example Work
This position works with the divisions in reviewing processes, data, and best practice models to provide a high level of effectiveness in delivering the programs for
which these divisions are responsible. In addition, this position is responsible for working with the divisions in budget development and monitoring. This position
will also serve to facilitate programmatic integration of services where applicable and will work with both fiscal staff and programmatic staff in the development
of models that are cost efficient while providing the best interface for customers. This position must have the ability to lead discussions and processes and actively
listen in order to work with staff and management in achieving programmatic and fiscal goals. This position reports to the Director of the Health & Human
Services Support Team but will work closely with program directors by coordinating with them in carrying out their mandated responsibilities.
Knowledge, Skills, and Abilities
While programmatic knowledge of the specific programs is helpful, it is not required. The ideal candidate will display a keen ability to understand complex
organizational and fiscal structures and must be able to understand and assist in implementation of best practice management models for government. This person
must be able to effectively manage many tasks at one time and must be able to effectively communicate with all levels of the organization. This person must have
the ability to efficiently and effectively interact with co-workers to accomplish common tasks; ability to have efficient and courteous interaction with the
employer’s customers; ability to function in highly stressful circumstances; ability to maintain high level of professionalism and to conduct business in an ethical
manner at all times.
Education and Experience
A four year degree in public service administration, psychology, sociology, or social work or a human service programmatic field, preferably with coursework in
human services planning/program evaluation; or graduation from a four-year college or university and two years of administrative, program evaluation or
consultative experience in a human service program; or an equivalent combination of education and/or experience.
