T h i s C o m m i t t e e h a v e n o w fulfilled t h e first p a r t of t h e i r t e r m s of r e f e r e n c e
a n d I a t t a c h a copy of t h e i r r e p o r t on Scientific M a n - p o w e r p r o b l e m s . A s w i l l
b e seen f r o m t h e s u m m a r y of conclusions ( p a r a g r a p h 67 of t h e r e p o r t ) , t h e
C o m m i t t e e find t h a t w e a r e t h r e a t e n e d w i t h a very g r a v e s h o r t a g e of qualified
s c i e n t i s t s u n l e s s u r g e n t s t e p s a r e t a k e n t o d o u b l e t h e o u t p u t of science g r a d u a t e s
from the Universities. They accordingly recommend t h a t the Government should
s p o n s o r a n a m b i t i o u s U n i v e r s i t y e x p a n s i o n p r o g r a m m e a t t h e e a r l i e s t possible
m o m e n t . I a m i n g e n e r a l a g r e e m e n t w i t h the conclusions t o w h i c h t h e C o m m i t t e e
h a v e come, a s I a t t a c h t h e u t m o s t i m p o r t a n c e t o e n s u r i n g t h a t t h e n a t i o n h a s
a v a i l a b l e a n a d e q u a t e s u p p l y of qualified s c i e n t i s t s . I f w e d o n o t d o so w e c a n n o t

of t h e M i n i s t r y of L a b o u r a n d N a t i o n a l S e r v i c e a n d h a v e o b t a i n e d the
v i e w s b o t h of t h e B o a r d of T r a d e a n d of t h e m i l i t a r y a u t h o r i t i e s .
The
q u a l i f i e d s c i e n t i s t is c l e a r l y a k e y m a n a n d w e a r e s a t i s f i e d t h a t a p p l i c a t i o n s
for h i s r e l e a s e , w h e t h e r f r o m t h e F o r c e s or f r o m c i v i l i a n w a r w o r k , a r e being
t r e a t e d w i t h c o n s i d e r a t i o n a n d e x p e d i t i o n b y t h e a u t h o r i t i e s concerned,
S o m e d e l a y is of c o u r s e i n e v i t a b l e i n t r a c i n g a p a r t i c u l a r m a n w h o m a y be

p r e - w a r e m p l o y e r s a r e a n x i o u s t o s e c u r e t h e i r r e t u r n o r w h o , b y some
m e a n s , h a v e e s t a b l i s h e d c o n t a c t w i t h t h e i r p r o s p e c t i v e e m p l o y e r . W e have
e x a m i n e d c a r e f u l l y w h e t h e r a n y t h i n g c a n b e d o n e t o i m p r o v e t h e facilities
for p l a c i n g q u a l i f i e d s c i e n t i s t s w h o h a v e s e c u r e d t h e i r r e l e a s e b u t h a v e no
a p p r o p r i a t e j o b w a i t i n g for t h e m . I n t h i s w o r k t h e A p p o i n t m e n t s Depart­
m e n t of t h e M i n i s t r y of L a b o u r a n d N a t i o n a l S e r v i c e h a s a v i t a l function
t o p e r f o r m a n d w e c o n s i d e r t h a t , a s i t s v a l u e d e p e n d s f u n d a m e n t a l l y o n the
c o m p r e h e n s i v e n e s s of i t s s c o p e , e v e r y p o s s i b l e m e a n s s h o u l d b e u s e d to
e n s u r e t h a t b o t h i n d i v i d u a l s s e e k i n g a n a p p o i n t m e n t a n d e m p l o y e r s seeking
s c i e n t i f i c staff a r e a w a r e of t h e f a c i l i t i e s w h i c h i t offers, a n d m a k e full use
of t h e m . W e h a v e c o n s i d e r e d b u t h a v e , w i t h s o m e h e s i t a t i o n , r e j e c t e d the
p o s s i b i l i t y of i n v i t i n g t h e M i n i s t r y t o m a k e a v a i l a b l e a t a l l d e m o b i l i s a t i o n
c e n t r e s a p a m p h l e t g i v i n g m e n c o m i n g o u t of t h e F o r c e s c o m p r e h e n s i v e
information about existing professional vacancies.
S u c h a p a m p h l e t could
n o t i n e q u i t y b e r e s t r i c t e d t o p r o f e s s i o n a l v a c a n c i e s a n d a n y a t t e m p t to
m a k e i t c o v e r all v a c a n c i e s w o u l d a l m o s t c e r t a i n l y b r e a k d o w n i n this
period of a c u t e a n d g e n e r a l m a n - p o w e r s h o r t a g e . I n a n y e v e n t w e d o n o t
believe t h a t b y t h i s t i m e t h e r e is a n y l a r g e n u m b e r of q u a l i f i e d s c i e n t i s t s
itill i n t h e F o r c e s o r t h a t t h e r e is a s i g n i f i c a n t n u m b e r w h o o n d e m o b i l i s a ­
tion h a v e h a d t o t a k e e m p l o y m e n t i n w h i c h t h e i r s c i e n t i f i c q u a l i f i c a t i o n s a r e
not a d e q u a t e l y u s e d .
8. W e w o u l d h e r e r e m a r k t h a t t h e s c i e n t i s t i n i n d u s t r y c a n n o t w o r k
in i s o l a t i o n a n d i s m o s t f r u i t f u l l y e m p l o y e d a s a m e m b e r of a b a l a n c e d
team of s c i e n t i s t s , e n g i n e e r s , t e c h n i c a l a s s i s t a n t s a n d o t h e r a n c i l l a r y staff.
At t h e m o m e n t t h e s h o r t a g e of m a n - p o w e r i n t h e s e l a t t e r c a t e g o r i e s is
almost a s a c u t e a s t h e s h o r t a g e of t r a i n e d s c i e n t i s t s . W e a p p r e c i a t e t h e
reasons t h a t h a v e l e d t h e G o v e r n m e n t t o r e s t r i c t t h e n u m b e r of C l a s s B
releases t o a c o m p a r a t i v e l y s m a l l p r o p o r t i o n of t h o s e u n d e r C l a s s A, b u t
we w o u l d u r g e t h e a u t h o r i t i e s r e s p o n s i b l e for C l a s s B r e l e a s e s t o c o n s i d e r
s y m p a t h e t i c a l l y a n y c a s e s in w h i c h i t c a n b e c l e a r l y s h o w n t h a t t h e w o r k
of a s c i e n t i s t is b e i n g h e l d u p b y t h e l a c k of a p a r t i c u l a r e x p e r i e n c e d
assistant.

ago as 1 9 3 6 t h e C o m m i t t e e s t a t e d t h a t t h e r e w a s i n t h e U n i v e r s i t i e s a k e e n
sense of d i s s a t i s f a c t i o n w i t h t h e a c c o m m o d a t i o n w h i c h t h e y d e s c r i b e d .
The
war h a s l e d t o a s e r i o u s d e t e r i o r a t i o n i n t h e p o s i t i o n a n d t h e n e e d of C o l l e g e s
that h a v e s u f f e r e d w a r d a m a g e i s n o w d e s p e r a t e .
F o r example, unless
urgent m e a s u r e s a r e t a k e n t o r e m e d y t h e s i t u a t i o n , i t i s u n l i k e l y t h a t
University C o l l e g e , L o n d o n , w i l l b e a b l e t o a c c o m m o d a t e a s m a n y a s 2 0 p e r
cent, of t h e s t u d e n t s w h o w i s h t o e n t e r i t i n O c t o b e r 1 9 4 6 . W e r e c o m m e n d ,
therefore, t h a t e v e r y t h i n g p o s s i b l e s h o u l d b e d o n e b y t h e r e l e a s e of s u c h
university a c c o m m o d a t i o n a s is s t i l l r e q u i s i t i o n e d b y t h e G o v e r n m e n t a n d
by m a k i n g a v a i l a b l e s u i t a b l e e m e r g e n c y a c c o m m o d a t i o n
to meet
