INCOME MAINTENANCE INVESTIGATOR I
Food and Nutrition Services Unit
PRIMARY PURPOSE OF THE POSITION:
The primary purpose of the Income Maintenance Investigator is to educate, prevent, discover and recover
overpayments/over issuance in social services programs. The investigator’s role is to deter public assistance fraud
and to help maintain program integrity. The investigator affords the Income Maintenance Caseworker (IMCW) more
time for eligibility determination; whereas the investigator is equipped to perform the intensive, time-consuming
activities focused on specific fraud prevention and intervention activities. The investigator works with a considerable
degree of independence investigating alleged fraud in programs operated by the Department of Social Services.
DUTIES AND RESPONSIBILITIES:
The Income Maintenance Investigator performs detailed investigations of suspected program violations in the public
assistance and service programs such as Food and Nutrition Services (FNS), Work First Family Assistance (WFFA),
Medicaid and Special Assistance, Day Care programs, and other DSS programs. The Program Integrity unit has the
responsibility for all investigations of suspected fraud in any of the agency programs.

The Income Maintenance Investigator is part of a specialized fraud investigative initiative. Successful completion of
public assistance fraud investigation requires a high degree of specialization. The investigator must develop a sound
working knowledge of the public assistance programs, i.e., Food and Nutrition Services, Work First Family
Assistance, Medicaid, Special Assistance, Daycare and other Services
The investigator presents cases suspected of fraud to the District Attorney’s office and Grand Jury. During the
presentation of cases to the District Attorney, questions sometimes arise in which the investigator must explain the
different program policies according to the manual sections of the program in question. The investigator also testifies
in court for cases prosecuted for suspected fraud.
RECRUITMENT STANDARDS
Knowledge’s, Skills, and Abilities - Considerable knowledge of manuals, rules, and procedures used in
determining eligibility. Considerable knowledge of investigative procedures and techniques. General
knowledge of agency's organizational rules, policies, and procedures. General knowledge of the judicial
system. Good mathematical reasoning and computational skills. Ability to recognize, collect, and
evaluate evidence to support actions. Ability to communicate effectively with applicants, community
agencies, law enforcement agencies, and judiciary personnel to obtain or present pertinent data. Ability
to maintain effective working relationships with other employees and the general public. Ability to
present information orally or in written form.
Minimum Training and Experience Requirements
An Associate Degree in Human Services Technology, Social Services Associate, Paralegal Technology, Criminal
Justice, Business Administration, Secretarial Science, or closely related curriculum and one year of experience as an
Income Maintenance Caseworker; or graduation from high school and two years of experience as an Income
Maintenance Caseworker; or graduation from high school and two years of investigative experience in credit, legal,
or law enforcement work plus six months experience as an Income Maintenance Caseworker; or an equivalent
combination of training and experience.
