c r o p owing t o a c o m b i n a t i o n of r e d u c e d a c r e a g e ( d u e t o bad

As a c o n s e q u e n c e o f t h i s r e d u c e d h a r v e s t , and t h e
f a c t ' t h a t consumption s i n c e June h r s been maintained a t l a s t
y e a r ' s l e v e l , i t i s estimated t h a t there w i l l he only 2,252,000.

may a g r e e t o s e l l on f a v o u r a b l e t e r m s and n e g o t i a t i o n s a r e
p r o c e e d i n g , b u t t h e q u a n t i t y c o u l d not p o s s i b l e exceed 100,000
tons.
South A f r i c a a n t i c i p a t e s a s m a l l s u r p l u s t h o u g h t h e
crop i s not yet p l a n t e d .

A l l t h e f o r e g o i n g s o u r c e s , t h e r e f o r e , cannot g i v e us-more than

E s t i m a t e s of a c r e a g e i n Canada and t h e M a r i t i m e
P r o v i n c e s show a lOys d e c r e a s e and a d r o p i n " t o t a l p r o d u c t i o n of
approximately 372,000 tons i s a n t i c i p a t e d .

It is essential

r e s u l t a n t s a v i n g made a v a i l a b l e f o r shipment t o G r e a t
Britain.

s u c h as c r a c k s and d r y s c a b , t o move f o r human c o n s u m p t i o n :

The
f u r t h e r r e s t r i c t i o n s on s a l e a n d movement d e s c r i b e d above
w i l l r e d u c e t h e s u p p l i e s a v a i l a b l e t o t h e w h o l e s a l e t r a d e and
w i l l c a u s e s h o r t a g e s t o d e v e l o p i n some a r e a s w i t h i n a v e r y
short period.
I t i s therefore necessary to regulate sales to
t h e consumer a t t h e e a r l i e s t p o s s i b l e moment.
The l i m i t e d
s u p p l i e s a v a i l a b l e must b e s p r e a d t o t h e "best a d v a n t a g e o v e r
t h e p e r i o d u n t i l t h e 1948 c r o p becomes a v a i l a b l e i n f a i r
q u a n t i t y ( s a y 1 s t J u l y , 1948) and d i s t r i b u t e d a s e q u i t a b l y a s
p o s s i b l e "between c o n s u m e r s e i t h e r b y r a t i o n i n g o r "by some

I t involves

be d i f f i c u l t to. enforce.
I t w i l l not be p o s s i b l e to provide
f o r any d i f f e r e n t i a t i o n s b e t w e e n g r o u p s of c o n s u m e r s on t h e
d o m e s t i c a l l o w a n c e ( e x c e p t f o r c h i l d r e n u n d e r f i v e and seamen)
o r t o t a k e a c c o u n t of s e l f - s u p p l i e r s ( p r o b a b l y no scheme c o u l d
do t h i s ) .
On t h e o t h e r hand, i t w i l l b e p o s s i b l e t o make
p r o v i s i o n f o r t h e s p e c i a l n e e d s of i n d u s t r i a l w o r k e r s and
