Previous [Reference: Cabinet 44­ (25), Con­ fclusion 12 1(b).) 1, The Secretary of State for Foreign A f f a i r s 41 reported to the Cabinet that the situation in China was one of extreme confusion, and no-one could prophesy what was l i k e l y to happen. He was inclined to a n t i c i p a t e , however, that the T a r i f f Commission would f e e l unable to proceed in present circumstances. The Secretary of State undertook to c i r c u l a t e a Memorandum to the Cabinet i n regard t o the s i t u a t i o n in China, e x p l a i n i n g , i n t e r a l i a ^ t h e various p e r s o n a l i t i e s r e f e r r e d to i n the telegrams were. 2 . The Secretary of State for Foreign A f f a i r s reported that both o^ the parties to the Incident which had arisen on the f r o n t i e r between Greece and Bulgaria had approached the B r i t i s h Government with contradictory accounts of what had occurred. Up to the previous day his reports had l e d him to hope that the incident would not prove s e r i o u s . This morning, however, he had r e c e i v e d information that Bulgaria had appealed to the League of Nations, and M, Briand had summoned a Meeting o^ the Council, which ha himself, as Secretary of State f o r Foreign A f f a i r s , f e l t bound to a t t e n d . The Cabinet, while conscious of the s t r a i n which this would impose on the Foreign Secretary so soon a f t e r his return fror­ his arduous labours at Locarno, recognised th"; d e s i r a b i l i t y of Mr Austen Chamberlain attending the forthcoming meeting of the Council. A The Secretary of S t a t e f o r Foreign A f f a i r s said he had spoken to the French Ambassador on the matter on the p r e v i o u s day, and a note o f his con­ v e r s a t i o n would be c i r c u l a t e d . He had pointed out to the Ambassador that the Turks probably did not mean to attack Mosul, but these troops could hardly be used for any other purpose than to had t h r e a t e n , and he/expressed the-hope that the French Government would not allow them to pass unless an equal number were sent westward, The French Ambassador had undertaken to r e p o r t his r e p r e ­ ssntations to P a r i s , and had intimated that he had reason to b e l i e v e that the French Government had already made r e p r e s e n t a t i o n s and a protest Constantinople. He had also b r i e f l y at discussed the s i t u a t i o n i n Syria with the Ambassador. RUSSIA. (Previous Roference: Cabinet 43 (25), Con­ elusion 1,) 4 . The Secretary of State for Foreign A f f a i r s r e f e r r e d to the anxiety which had bean expressed spontaneously both by the French and German r e p r e s e n t a t i v e s at the Locarno Conference in regard to the a t t i t u d e o(f Soviet Russia. M.Chicherin appeared to be somewhat alarmed "at the f a i l u r e his p o l i c y . Russia required c r e d i t s and could not obtain them without the g o o d w i l l of the Western Powers. of Mr Austan Chamberlain intimated that before long he might have t o ask the Cabinet to consider th-: p o s i t i o n . 5. The." a t t e n t i o n of the Cabinet was drawn to a number of r e c e n t instances of leakage of s e c r e t and confidential information in the Press i n regard to the Cabinet Agenda Paper, other Cabinet Papers and Departmental matters outside of the Cabinet business. The Chancellor of the Exchequer, while agreeing i n the d e s i r a b i l i t y of passing the Safeguarding of I n d u s t r i e s B i l l at the present s t a g e , warned the Cabinet that the P i l l would meet' with very serious - obstruction from, the Parliamentary Opposition, which would probably be extended to cover the whole range of Government business, in order to embarrass the Government . The Cabinet had before their- a Memorandum by the M i n i s t e r of Health, on the subject of Poor Law Reform (Paper C P . - 4 1 0 (25) ) . The M i n i s t e r o f Health impressed on the Cabinet that he was not asking them to commit themselves to any p a r t i c u l a r Poor Law Reform B i l l , o r to a B i l l at a l l , at the present s t a g e , but. that he only sought a u t h o r i t y f o r discussing the question with Local A u t h o r i t i e s on the l i n e s i n d i c a t e d i n h i s Memorandum. On t h i s understanding the Cabinet agreed — .
