Low­ temperature 'carbonisation cannot, t h e r e ­ f o r e , as y e t f o r m p a r t of a n y scheme f o r t h e r e - o r g a n i s a t i o n of t h e c o a l t r a d e . As s o o n a s a n y p r o c e s s or p r o c e s s e s of l o w - .. t e m p e r a t u r e c a r b o n i s a t i o n a r e shown t o b e c o m m e r c i a l l y p r a c t i c a b l e , i t c a n n o t be doubted that p r i v a t e e n t e r p r i s e w i l l r a p i d l y develop them. THAT AW ANNOUNCEMENT SHOULD BE LADE BY GOVERNMENT THAT IP AND WHEN THE FUEL RESEARCH BOARD I S ABLE TO REPORT THAT A SMOKELESS SEMI-COKE I S AVAILABLE AS. SUITABLE AS RAW COAL THE DEPARTMENTS WHICH ARE LARGE USERS OF COAL SHOULD BE INSTRUCTED TO PURCHASE THE SEMI-COKE IN PREFERENCE. The C o m m i t t e e a g r e e d t o recommend: t h e a c c e p t a n c e of t h i s p r o p o s a l s u b j e o t t o t h e s e m i - c o k e b e i n g s u i t a b l e i n q u a l i t y and p r i c e * 3. THAT A NATIONAL FUEL AND POWER COMMITTEE SHOULD BE FORMED FOR THE PURPOSE OF A CONTINUOUS AND COMPREHENSIVE SURVEY OF THE HEAT, LIGHT AND POWER REQUIREMENTS OF THE COUNTRY.
