The f o l l o w i n g I t h i n k a c c u r a t e l y r e p r e s e n t s o u r c o n c l u s i o n s . 2. 7e a r e s a t i s f i e d t h a t t h e r a i s i n g o f t h e l e a v i n g a g e w i l l be g e n e r a l l y r e g a r d e d a s a t e s t of t h e G o v e r n m e n t ' s s i n c e r i t y a n d t h a t f o r p o l i t i c a l r e a s o n s we m u s t s t i c k t o the date p r o v i d e d for in the E d u c a t i o n Act, 1 i f - i t is humanly p o s s i b l e to do so. 3 . The p r a c t i c a l ( i ) ( i i ) I. problems involved are twofold:­ Can t h e a v a i l a b l e a c c o m m o d a t i o n i n s c h o o l s be e x p a n d e d i n time to house t h e i n c r e a s e d number of c h i l d r e n w i t h o u t an u n b e a r a b l e s t r a i n on t h e b u i l d i n g r e s o u r c e s a v a i l a b l e for other p a r t s of t h e G o v e r n m e n t ' s programme? Assuming t h a t the answer to ( i ) is in the a f f i r m a t i v e w i l l t h e r e b e a. s u f f i c i e n t n u m b e r of t r a i n e d t e a c h e r s a v a i l a b l e ? ACCOMMODATION 4. We a r e s a t i s f i e d t h a t , g i v e n t h e s t a n d a r d s o f construction- which the Education Departments are prepared t o a c c e p t , t h e n e c e s s a r y a c c o m m o d a t i o n c a n be made a v a i l a b l e i n t i m e w i t h o u t u n d u e s t r a i n on o u r b u i l d i n g resources. The amount of l a b o u r r e q u i r e d i s p r o p o r t i o n a t e s m a l l ( b e i n g r o u g h l y 1 5 , 0 0 0 m e n i n t h e tv/o y e a r s A u g u s t 191+.6 t o A u g u s t 191+8 f o r t h i s a n d o t h e r p a r t s o f t h e e d u c a t i o n a l programme) ; a n d w h i l e t h e r e may b e ' s o m e d i f f i c u l t y in providing c e r t a i n m a t e r i a l s , such as a s b e s t o s s h e e t i n g , we t h i n k a n d h o p e t h a t t h e s e c a n b e surmounted. 5. - We w o u l d , h o w e v e r , e m p h a s i s e t h a t i f t h e e d u c a t i o n a l and o t h e r l o c a l a u t h o r i t y b u i l d i n g programmes a r e not t o be t h w a r t e d by l a c k of o r g a n i s a t i o n , i t i s e s s e n t i a l that n o t a moment s h o u l d be l o s t i n e x t r a c t i n g s k i l l e d technical s t a f f from the S e r v i c e s . We a r e still f a r from a c h i e v i n g t h i s i d e a l and the r a i s i n g of the l e a v i n g a g e i n A p r i l 1947 w i l l p o s t p o n e a n y h o p e o f a c h i e v i n g i t f o r a l o n g time t o come. B u t we t h i n k t h a t t h e c o n t i n u a n c e of o v e r l a r g e c l a s s e s m u s t be a c c e p t e d a s t h e l e s s e r e v i l . r 7. The o t h e r d o u b t f u l f a c t o r - i n t h e p r o b l e m i s t h e : d e g r e e t o w h i c h t h e t e a c h i n g p r o f e s s i o n w i l l b e a f f e c t e d b y t h e r e t i r e m e n t o f m a r r i e d women a n d o v e r - a g e t e a c h j s r s now t h a t the war i s e n d e d . The E d u c a t i o n a l M i n i s t e r s a r e r e a s o n a b l y c o n f i d e n t t h a t t h e o u t p u t of t e a c h e r s under t h e E m e r g e n c y T r a i n i n g S c h e m e w i l l be s u f f i c i e n t f o r t h e a d d i t i o n a l number of c h i l d r e n once the age h a s been r a i s e d . B u t t h i s o u t p u t w i l l l e a v e no m a r g i n t o r e p l a c e a n y a b n o r m a l w a s t a g e i n t h e e x i s t i n g number o f t e a c h e r s and i f t h i s w a s t a g e r e a c h e d s e r i o u s p r o p o r t i o n s , t h e l a c k of t e a c h e r s m i g h t l e a v e u s no a l t e r n a t i v e b u t t o p o s t p o n e t h e date, 8. A s f a r a s E n g l a n d , a n d W a l e s a r e c o n c e r n e d we a r e ' informed t h a t a s p e c i a l e n q u i r y c a r r i e d o u t by the M i n i s t r y o f E d u c a t i o n i n N o v e m b e r , 1914-4 s h o w e d t h a t t h e r e a r e a p p r o x i m a t e l y 4 5 - 0 0 0 t e a c h e r s who a r e e i t h e r m a r r i e d women o r w h o a r e o v e r t h e a g e o f 60 b u t t h e r e a r e - n o reliable s t a t i s t i c s t o s h o w how many o f t h e s e t e a c h e r s w i s h t o r e t i r e in the near f u t u r e . The C a b i n e t w i l l remember t h a t when t h e s u b j e c t was l a s t d i s c u s s e d i t was suggested t h a t the abnormal wastage i n E n g l a n d and W a l e s m i g h t be a s h i g h a s 25,000 o v e r t h e next four years. S i n c e t h i s f i g u r e was g i v e n , information h a s corns t o l i g h t w h i c h s u g g e s t s t h a t i t w a s u n d u l y ­ p e s s i m i s t i c and t h a t a c o n s i d e r a b l e p r o p o r t i o n of m a r r i e d w o m e n a n d t e a c h e r s o v e r 60 w i l l c o n t i n u e i n t h e s c h o o l s f o r several y e a r s t o come. 9. When a c c o u n t i s a l s o t a k e n o f t h e f a c t t h a t t h e M i n i s t e r o f E d u c a t i o n i n t e n d s t o make a s t r o n g a p p e a l t o a l l t e a c h e r s t o s t a y on f o r a s l o n g a s p o s s i b l e i n o r d e r t o f a c i l i t a t e t h e e a r l y r a i s i n g of t h e l e a v i n g a g e , a n d t h a t there is a f i n a n c i a l inducement to the older t e a c h e r s t o remain in the S e r v i c e for long enough for the f u l l benefit of t h e r e c e n t l y i n c r e a s e d s a l a r y s c a l e s t o be r e f l e c t e d in t h e i r p e n s i o n s , we d o n o t t h i n k t h a t t h e a b n o r m a l w a s t a g e w i l l a m o u n t t o m o r e t h a n 10,000 a t t h e m o s t . If i t reaches t h i s f i g u r e i t w i l l r e p r e s e n t r a t h e r over 5 p e r c e n t , of t h e t o t a l body of t h e t e a c h i n g p r o f e s s i o n and, w h i l e s u c h a s h o r t a g e w i l l u n d o u b t e d l y d e t r a c t f r o m the s t a n d a r d of e d u c a t i o n , we d o n o t t h i n i ; ; t h a t i t i s s u f f i c i e n t t o justify the Government p o s t p o n i n g f u r t h e r the date f o r i n c r e a s i n g the leaving age. 10. The S e c r e t a r y o f S t a t e f o r S c o t l a n d f o r h i s s a t i s f i e d t h a t the number of t e a c h e r s l i k e l y to be i n S c o t l a n d o u g h t t o be s u f f i c i e n t t o j u s t i f y the G o v e r n m e n t in s t i c k i n g to 1st A p r i l , 1947. part, is available 11. T o s u m u p , i t m u s t b e r e c o g n i s e d ( a n d we c o n s i d e r t h a t t h e p u b l i c s h o u l d s o b e w a r n e d a t a n e a r l y d a t e ) t h a t i f we a r e t o r a i s e t h e l e a v i n g a g e i n A p r i l 1947 we m u s t b e prepared for a time to accept very imperfect conditions. Accommodation w i l l be t e m p o r a r y and m a k e s h i f t and c l a s s e s ' w i l l be l a r g e r t h a n c o u l d be d e s i r e d .
