ENGINEERING DESIGN AND CONSTRUCTION
Designated Facilities Management personnel review design/construction documents for compliance and integration
with utility master planning and needs, monitoring of fire protection and building systems, institutional space
management under applicable guidelines by the University, landscaping, and the incorporation of lessons learned
with regard to HVAC maintenance, fire protection systems and overall building operations.
Engineering Design and Construction in conjunction with the Safety and Environmental Compliance department is
responsible for implementing University of South Alabama construction standards regarding safety, security,
accessibility for the physically disabled and the general welfare of the University on all projects.
The consultant contract will be administered by the ED and C department. Invoices should be submitted to this
department for direct payment. All inquiries should also be directed to this department concerning the status of
payments.
The professional contract services that ED and C manages generally fall into two broad categories:
1.
Consultant Services related to the design of maintenance, alteration, repair or construction of facilities.
The product of this type of service is a set of contract documents, consisting of, but not limited to, drawings,
specifications, cost estimates, study models, presentation materials, and pre-design and design support
activities such as soil borings, site topography, and construction monitoring.
2.
Consultant Services related to planning, investigation, study, and project development for existing or
proposed facilities. The product of this type of service is normally a feasibility study or report.
A firm or individual providing consulting services to the University thru the ED and C department will be the
Consultant of Record and will incur the usual professional responsibilities and liabilities for the specific project. The
consultant should be familiar with the contract terms and content of this publication with respect to pre-construction
and post-construction responsibilities. The University normally includes these Design Guidelines by reference in each
consultant agreement.
The construction contract services that ED and C provides include managing the construction activities of private
contractors and consultants during the construction phase of building, renovation, and infrastructure projects.
The University Project Manager will verify that the planned construction activities are being followed as per the
published schedule, pay applications and material payments are made to contractors and suppliers, coordinates the
progress with authorities having jurisdiction over the project, and is generally responsible for all construction issues
and sees to it that the project finishes within schedule and within the project development budget.

BUILDING PERMITS-APPROVALS
New construction or renovation on University (state-owned) property requires review, approval, and inspection from
the Alabama Building commission. The scope of this review is determined by the applicability of the adopted codes
to the project, the funding source, and whether or not the project will be supervised and administered by the
Technical Staff during construction. The University project manager will determine the extent of ABC involvement.
The design consultant will consult the ABC web site for the current codes and regulations in force.

No building permits are required on the main campus from the City or County Building Departments. Properties off
campus, owned by the Health Services Foundation or new construction located in flood prone areas may require
building permits or special clearance from governmental agencies.
MOBILE COUNTY FIRE MARSHAL- BUREAU OF FIRE PREVENTION
The codes enforced by the City of Mobile Fire Department are the 2003 International Fire Code and the 2003
International Existing Building Code along with local ordinances and amendments. By City Ordinance, the Fire Chief
is the "Authority Having Jurisdiction (AHJ)" over the fire codes adopted by the City of Mobile.
The main objectives of the Mobile Fire Department Bureau are to enforce the codes and ordinances that have been
adopted by the City of Mobile in both new and existing buildings. The codes and ordinances address life safety from
fire and similar emergencies. Also addressed are minimum construction, protection, egress facilities and occupancy
features necessary to minimize danger to life from fire, smoke, fumes, or panic.
The University has agreed to coordinate the approval process as follows:
For each project that requires review and approval by the Alabama Building Commission (ABC) a complete
set of the design drawings and specifications as approved by the ABC will be provided to the Fire
Department for review and comment.
Fire Department findings where the design has code deficiencies that were not caught in the ABC review,
and upon review and approval by the State Fire Marshal, shall be incorporated into the construction by
either amendment or change order.
The University construction representative and/or University Fire Marshal will advise the Fire Department of
the progress of construction and coordinate any requested on sight inspection.
The City of Mobile Fire Department has agreed to coordinate the approval process as follows:
Will address any design findings or concerns to the University construction representative within five (5)
days of receipt of the design documents.
The Fire Department will issue contractors permits as required for the elements of construction. Fines and or
penalties assumed for failure to utilize this procedure will be the contractor’s responsibility.
The Fire Department will contact the construction representative and/or the University Fire Marshal as they
wish to inspect construction projects. This will not constrain the Fire Department from their right to inspect
other University facilities without notice, as allowed by their responsibility as Authority Having Jurisdiction.
Issues in construction that are violations or potential concerns will be promptly addressed to the University
construction representative and Fire Marshal as soon as practical. Contractors may be directed to take
action or stop work in the event that observed operations are an imminent threat of injury or to life.
PURCHASING
The USA Purchasing Department is charged with the responsibility of ordering all supplies, equipment and services
necessary for the operation of the University of South Alabama. For each project, the purchasing department will
issue a University bid number, assign a bid opening date and run the required advertisement. Contract documents
will be issued to bidders by the Purchasing department, who will also keep the plan holder log and issue addenda to
registered plan holders.
University of South Alabama as an instrumentality of the State of Alabama is a tax exempt institution. No
sales and use taxes should be assessed for materials purchased by the University of South Alabama. The
University will exercise the option to make the contractor and subcontractors on construction projects agents
of the University. A memorandum, signed by the Purchasing Agent, will be issued in conjunction with
construction contracts.
The purchasing department also verifies that all bids comply with the current State of Alabama competitive bid law,
title 41 and title 39.

DEPARTMENT OF SAFETY AND ENVIRONMENTAL COMPLIANCE
The mission of the Department of Safety and Environmental Compliance is to encourage a safe environment for
faculty, staff, students and others by setting standards, monitoring for compliance, providing technical or support
service and offering safety education. This department will consult and inspect the following items on all University
construction projects:
Enforces compliance with all environmental codes and regulations that may impact adjacent land, storm water
systems and water sources. Enforces all applicable Life Safety codes as necessary and general construction safety
measures on an advisory basis and where others may be at risk. Serves as the University’s Official representative to
the Mobile Fire and Rescue department, ADEM and EPA regulatory agencies. Participation in all inspections and or
meetings associated with the before mentioned permits as necessary. One of the signature authorities on all
University “Dig Permits”. Conduct and or ensure compliance with “Confine Space Entry” permitting process.
Monitoring of air quality in occupied buildings to include chemical fume hood & biological cabinet certifications.
Serves as a resource to provide an overview of the abatement of asbestos or lead containing materials.
The University President has delegated to the Director of Safety and Environmental Compliance and or their
representatives the responsibility and authority for assuring overall compliance with applicable safety and
environmental standards university wide.
UNIVERSITY DEPARTMENT OF POLICE
The Department of Police shall review projects for campus safety, security and card access locations. Particular
concerns include landscaping, building entrances, walkways and parking areas, which shall be adequately lighted
and free of areas hidden from view that could encourage criminal activity. Line of sight and accessibility for police
personnel shall be given design consideration, including proposed or future surveillance cameras.
