MCDOWELL COUNTY DEPARTMENT OF SOCIAL SERVICES VACANCY ANNOUNCEMENT CLASSIFICATION TITLE: VETERANS SERVICES OFFICER (IMC I) POSITION IS FULL TIME AND BENEFITED JOB LOCATION: SENIOR CENTER Job Description: Work involves assisting local veterans and their dependants in obtaining benefits from the Department of Veterans Affairs and the State of North Carolina. Duties include interviewing veterans and their dependants, advising them of their rights and benefits under federal and state laws, guiding them in selecting the most advantageous options, selecting and preparing proper forms, assisting in obtaining legal documents, medical statements and affidavits, preparing letters, assisting veterans in gaining admission to veterans hospitals, assisting in obtaining educational benefits, advising concerning allotments and financial relief and other related work as required. Employee reports to a Social Work Supervisor Minimum Training and Experience Requirements: Required Training & Experience: Completion of high school or equivalent and five years of progressively responsible secretarial or clerical/administrative experience including one year of administrative or office management experience; or completion of a two-year secretarial science or business administration program and three years of progressively responsible secretarial or clerical/administrative experience including one year of administrative or office management experience; or completion of a four-year program in a college or university preferably with major emphasis on coursework in business administration, public administration or other related field and six months of administrative or office management experience; or an equivalent combination of training and experience. Knowledge, Skills and Abilities: Knowledge of veteran’s law, regulations, administrative procedures and policies. Working knowledge of the organization and functioning of the State and Federal Governments, especially the U.S. Department of Veterans Affairs and the North Carolina Division of Veterans Affairs. Knowledge of where and how to obtain certain public documents in this and other states. Above average layman’s knowledge of the human anatomy and diseases, in order to properly handle disability claims. Ability to interpret and apply the various laws, regulations and directives relating to veterans benefits, and to explain these in simple terms to others. Ability to deal sympathetically and patiently, but positively and objectively, with veterans and their dependents. Ability to efficiently and effectively interact with co- workers to accomplish common tasks; Ability to have efficient and courteous interaction with the employer’s customers; Ability to function in highly stressful circumstances; Ability to maintain high level of professionalism and to conduct business in an ethical manner at all times.
