The Census was carried out under the Census Ordinance 1986. This Report summarises the general results of the Census inquiry relating to St Helena, presenting a series of Tables in which important data for the island is shown. The format of the Report replicates that of the 1998 Census as far as possible in order to aid direct comparison. I am pleased to report that the overall operation was successful and was undertaken with the cooperation of the whole community. The enumerated population of St Helena was 4,077 persons excluding 180 persons who were on board the RMS St Helena and on yachts in our harbour. This shows a decline of 1,001 persons since the last Census undertaken in 1998. This decline is mainly due to the fall in the birth rate, continued outward migration, increased contract work opportunities in the Falkland Islands and the restoration of British Citizenship. Overall the resident population on the three Islands of St Helena, Ascension Island and the contract workers on the Falkland Islands was 4,920 compared with 6,004 recorded in the 1998 Census, a fall of 1,084 persons. However, it should be noted that not all St Helenians on the Falkland Islands were enumerated. The structure of St Helena’s population is undergoing a considerable change that is related to the fall in the birth rate and to outward migration. The proportion of the elderly in the resident population is increasing and now stands at 17.8%, while the proportion of children under 15 years of age is 15.1%. In the 1998 Census, the respective figures were 11.3% and 21.4%. The Census provides information on the level of unemployment. The number of unemployed totalled 70 excluding the 5 Day Scheme workers (40) who were regarded as employed. This figure shows a substantial decrease from the 1998 Census where 449 persons were recorded as unemployed. This Report contains comprehensive results which can be readily used by policy and decision makers. This was my first time ever to supervise and coordinate a Census and to compile a Census Report which I found both challenging and rewarding. Introduction A Census is the only survey which provides a detailed picture of the entire population. It covers everyone at the same time and asks the same core questions throughout the whole island. The information provided by the Census allows Government, health authorities and many other organisations to target their resources more effectively and to plan housing, education, health and other services for the future generations. The Census of Population for St Helena and Ascension Island was held on Sunday 10th February, 2008. The coverage of the Census was all persons on the island of St Helena and all St Helenians on Ascension Island. All passengers and Crew of the RMS St Helena, which was at sea on Census date, were covered in the Census. Some of the Saint Helenian population on the Falkland Islands was also covered with the assistance and co-operation of Mr John Clifford. The Census covered both characteristics of the population and housing for St Helena. Only population characteristics were collected for residents in institutions in St Helena, the RMS St Helena, Ascension Island and Falkland Islands. The previous Census of Population for St Helena and Ascension Island took place on the 8th March, 1998. The inter-census period was approximately 10 years. The decision to undertake a Population Census was made by the St Helena Government. A Census Support Advisor, Mr Horst Beschmann, was recruited by the Government under the United Kingdom’s Technical Assistance Programme. He provided assistance and advice for the Census along with Dr Corinda Essex, Chief Development Officer who is the Statistics Commissioner. Mrs Deborah Knipe was appointed as the Census Supervisor and was responsible for the execution, analysis and preparation of this Report. Census Schedules The main Population Census Schedule used for St Helena was Form A comprising three schedules, each covering household information, person information and person information on household members living outside of St Helena but expected to return to reside permanently on St Helena within 2 years. Form B2.1 was used for the enumeration of persons in Institutions on St Helena. This schedule did not seek information on housing. Form B1 was for St Helenian contract workers living in company accommodation on Ascension and the Falkland Islands; passengers and crew on the RMS St Helena and yachts visiting St Helena. Form B2 was used for St Helenian contract workers living in non-barrack housing provided by their employer both on Ascension and the Falkland Islands. The basic information collected in the 2008 Census was designed to enable comparisons to be made with the data from the Census of 1998. There were, nevertheless, some minor changes in the questionnaire design and content. Legal Authority The Census was promulgated under the 1986 Census Ordinance. This Ordinance provides for the appointment of a Census Supervisor by the Governor-in-Council, the confidentiality of the data provided and penalties for non-compliance. Under the Census Application (Ascension) Ordinance 1987, these powers were extended to Ascension Island. The Census of St Helenian contract workers on the Falklands was undertaken with the agreement of the Falkland Islands Government Administration and was voluntary. Organisation The Island was demarcated into 25 enumeration areas, which related to the 8 defined Electoral Areas which included the Harbour and Institutions (Jamestown) which were defined for administrative purposes for St Helena. Three further areas were defined for Ascension Island, Falkland Islands and the RMS St Helena, making a total of 28. 3 Introduction Prior to the Census, the Legal Lands and Planning Department (LLPD) provided to the Census Office, on request, maps of the electoral areas. LLPD also assisted by providing household listing to update the preliminary frame. This household list was classified to the enumeration areas and updated where information was available. The task of the Enumerators was to update the list prior to or during the schedule delivery round. The Census on Ascension Island was undertaken with assistance of Mrs Catherine Cranfield, Adminstration Manager and 6 other staff members. The Census applied to all St Helenian Households, including those staying in barrack type and self catering accommodation. Enumeration Areas Table 1.1 shows the 8 electoral areas and the 29 enumeration areas for the 2008 Population Census. This created a heavy burden for the Census Office staff who had to coordinate a complex operation, recruit and instruct Enumerators and deal with public enquiries, within an already busy office. Enumerators: Twenty six Census Enumerators were recruited for St Helena, mostly from the government staff and retired persons. It was considered to be important that Enumerators were both familiar with their area and well known to the majority of the local population. One Census Enumerator was assigned for enumerating the residents of local institutions (these included hotels, the Hospital, the Haven and the Prison) and one for visiting yachts on the harbour. Coders and Data Entry Clerks: Two staff members from the Statistics Office undertook the role coders and data entry clerks with the help of a short term assistant for data entry. Two other part-time assistants were recruited for the checking of Census Forms. Pilot Survey A small voluntary Pilot Survey was undertaken in December 2007 to test the design of the main Census Schedules and the administrative aspect of the Census operation. It covered 60 households in 60 dwellings, a sample of approximately 3%, stratified by electoral area. Thirteen households refused to take part, two households could not be contacted as they were off island and four households could not take part due to health reasons. These nineteen households were replaced from the ‘Reserved List’ making the response rate 100%. The Schedules tested in the Pilot Survey were very much similar to that used in the previous Census. The most important outcome of the pilot survey was that it confirmed the Schedules functioned as designed and the majority of households found it straightforward to complete. Some items were amended in light of the feedback obtained, and adjustments made to the layout in order to make it more user-friendly. Data Processing The complete data processing operation for the Census was carried out within the Statistics Office. The software used for data entry was Microsoft Access and SPSS was used for tabulation. MS Excel and MS Word were used for the finalisation of tables and report writing. The Census data was entered on 2 Windows based microcomputers linked as a local network. All data entered was subject to validation (range and logical checks) and verified (double entered). 5 Introduction History of Census Taking. In recent years, Population Censuses have been taken every ten years or so. Since then, the resident population increased over the period 1911 to 1987. Between 1987 and 2008, the population has decreased. This could be due to the restoration of British Citizenship, a decline in the birth rate and an expansion of offshore work opportunities in the Falkland Islands. Analysis of Personal Data De facto Populations The ‘de facto’ population totals refer to the actual number of persons included in the enumeration. As well as residents of St Helena, the ‘de facto’ population therefore includes visitors and other persons legally residing, i.e. expatriates. The number of persons enumerated on St Helena in the Population Census conducted on 10th February 2008 was 4,077. The enumerated population of St Helena including the 180 persons on the RMS St Helena/Harbour totalled 4,257. Of these, 2,165 were males and 2,092 were females. The number of St Helenians enumerated on Ascension Island was 712. Because the Census was only voluntary on the Falkland Islands not all St Helenians were enumerated. Only 229 persons were counted. Table 2.1 shows the breakdown of the enumerated (de facto) and resident (de jure) population totals including the RMS/Harbour by status and gender. De jure Populations The ‘de jure’ population totals relate to the populations who are regarded as legally or usually resident in St Helena. This total therefore is most relevant for planning and demographic analysis. The ‘de jure’ (resident) population of the Island of St Helena, including 210 expatriates, was 4,077 persons in 2008 compared with 4,916 in 1998. The ‘de jure’ population of St Helena excluding expatriates/visitors, numbered 3,657 compared with 4,858 in 1998, a decline of 1,201 persons. As well as the above totals, the tables in this report use a number of different population totals. The St Helenian resident population excluding expatriates and visitors and including St Helenians onboard the RMS was 3,981. The St Helenian de jure population of St Helena, Ascension Island and the Falkland Islands numbered 4,920. The overall resident population including those St Helenians working on Ascension Island and the Falkland Islands and those expected to return to the Island within 2 years numbered 4,974 compared with 6,054 in 1998, a decline of 17.8%. However, it must be borne in mind that not all St Helenians on the Falkland Islands were enumerated in 2008. Table 1 gives the population totals for each Island and reconciliation between the ‘de facto’ and ‘de jure’ population totals. Annual Average Growth Rates The annual average growth rates of the resident population between the present and the last two Censuses are shown in Table 2.2. These are increasingly negative. The resident population of St Helena including St Helenians residing on Ascension and the Falkland Islands fell from 5,942 in 1998 to 4,806 in 2008, a decease of 1,136 persons and a rate of -1.9 % per annum. The sex ratio of the overall (resident) population was 108 males per 100 females in 2008, compared with 110 in 1998. This reflects a slight decrease in the proportion of males within the population. The population density was 87 persons per square mile in 2008 (33 persons per square kilometre) compared with 107 persons per square mile in 1998 (41 persons per square kilometre). Table 2.4 gives the overall population density in square miles and square kilometres since 1946 to 2008. This shows that the areas with the highest population density were Half Tree Hollow and Jamestown, which have densities of 1,395 and 421 persons, respectively. Elderly persons – defined as persons aged 65 years and over – numbered 756 or 14.8% of the population. Comparison with the previous Census confirms the trends in changes to the age structure of the population, with both the proportions of children falling and the number of elderly rising. For St Helena, the number of children in the 0-15 age group fell from 1,176 in 1998 to 680, a decline of 496 children. The proportion of children in the 0-15 year age group in St Helena fell from 23.7% in 1998 to 16.2 % in 2008, reflecting the continued decline in the birth rate between the two Censuses and outward migration of persons of child bearing age. The proportion of the elderly increased from 11.3% to 17.8% between the two Censuses. In terms of numbers, elderly persons recorded in the age groups 65 and over increased from 562 to 745 between the two Censuses, an increase of 183 persons. Those never married numbered 2,019 or 50.7% of the population which compared to 55.1% of the total St Helenian resident population in the 1998 Census. Divorces numbered 155, a slight decline from 160 in 1998. The widowed numbered 285, a slight decline of 14 from 1998. The proportions of the St Helenian resident population are shown in Chart 2.6. The majority of the population is Christian. 81.8 % of the population regard themselves as Christians. Anglican or ‘Church of England’ is the predominant denomination. The country of birth of the population is predominately St Helena. 7.6% of the population were born in countries other than St Helena, principally the United Kingdom, Ascension Island and the Republic of South Africa. Respondents were asked two questions – whether they could read and whether they could write. The overall level of literacy in St Helena is high although it is known that some people, particularly some older people do have difficulties in reading and writing. 94.5% could read and 97.1% could write. The literacy level reported from data collected from Population Censuses in general is necessarily relatively crude and its interpretation must be treated with some caution. The 2008 Census, the literacy question sought whether respondents could read and write sufficiently adequately for their needs. Negative responses therefore are not necessarily related to lack of learning opportunities or abilities; since in some instances, reporting inability to read or write maybe a result of physical problems related to illness. 18 Analysis of Personal Data Educational Attainment Persons over 18 years of age were asked to give details of educational qualifications achieved since reaching the age of 18 years. A breakdown is given in Table 16. Economic Activity All persons aged 14 years and over were asked a question on economic activity during the week prior to Census night. For the purposes of the Census, economic activities were classified into eleven categories. Economically Active Population The ‘economically active’ population refers to all persons who provide the supply of labour for the production of goods and services. The economically active population of St Helena therefore comprises all persons who are in paid employment, the self employed and those working part time together with those who are unemployed. Persons are classified as unemployed if they were actively seeking work or ‘seriously wished to work’ in the week prior to the Census. For classification purposes, those persons who reported they were working on the 5 Day Work Scheme funded by the Employment and Social Services Department are regarded as employed but identified separately. It is normal to define only those persons who are 15 years or over in the ‘economically active’ population although this can be modified if the local conditions of a country made it appropriate. The 2008 Census asked all persons 14 years and over as compared to 1998 when all persons 12 years and over were asked about their economic activity status in the week prior to Census night. While the majority of respondents were engaged in only one economic activity, an additional question was asked relating to whether respondents were engaged in more than one activity. In practice, this refers to housewives/husbands or home makers, the retired, the disabled, students and other persons who are not specifically part of the economically active population. Details of the Economic Activity of the population are given in Tables 17 to 20. Table 2.9 above summaries the Economic Activity for St Helenian residents (i.e. excluding expatriates) by gender. The economically active population of St Helena, based on primary activity, numbered 2,291 out of a total of 3,613 persons aged 14 years and over. The 5 Day Scheme (40 persons) were regarded as economically active as they were in paid employment. 21 Analysis of Personal Data Occupation, Industry and Sector A question on the nature of business was asked to all persons aged 14 years and over. Business was classified into broad industrial groups. Tables 25 to 28 gives a breakdown by industry and sector. Table 28 shows that of residents of St Helena (including expatriates/visitors) in employment. 1,071 persons or 48.2% worked in the commercial sector and 1,069 persons or 48.1% worked for Government. Data classified in broad occupational group and detailed occupation is given Tables 21 and 22. Table 23 gives the occupations of Expatriates. In the 1998 Census the workforce was predominantly based with the Government Sector (60.4%). Fertility Data on fertility related only to females aged 12 years and over. This concerned the number of children ever born alive. The fertility questions of the 2008 Census differed in some respects from the 1998 Census. Firstly, the question ‘Children Dead’ was rephrased to ‘Children still living’ in order to provide a more sensitively worded item. Secondly, the items related to ‘children living elsewhere on Island/Overseas’ and ‘children living in this household’, were omitted due to irrelevance and feedback received from the pilot exercise. 22 Analysis of Personal Data Table 29 shows the number of mothers by age and number of children born alive. Tables 30 and 31 gave children ever born for ‘Never married’ and ‘Ever married’ women respectively. Table 32 shows children surviving in St Helena, Ascension Island and the Falkland Islands. Child Woman Ratio The child – woman ratio is a general measure of fertility. The ratio is the number of children per 1000 women of child bearing age (15-49). The child – woman ratio for the past four Censuses is shown in Table 2.11. The child – woman ratio of the resident population continued to fall significantly between the four Census years. The ratio has fallen from 500 children per 1000 women of child bearing age in 1976 to 200 in 2008, although there has only been a steady decline over the past two Censuses. The consistent fall in fertility across the past thirty years will have a significant effect on the future population structure and dynamics of St Helena. If the effects of migration are ignored, the dependency ratio of the future demographic will increase as the population continues to age and decrease. Table 29d indicates that, for all islands, of the 2,105 females 12 years and over, 587 or 30% were childless – regarded as females with zero parity. Of these, 80 were in the age group 12 -14 years and 138 were in the age group 15-19 years. A comparison with the 1998 Census shows that 176 out of 2,403 women were childless. In terms of marital status as shown in Table 2.12 below, 3,414 of children or 83% were born to mothers who were ever married and 704 or 17.1% were born to mothers who were never married. This compares to the 86.5% and the 13.5% reported in the 1998 Census respectively. Table 2.13 shows the overall number of children per mother was 2.77 in 2008 compared with 3.13 in 1998. The average number of children for never married females was 1.86 compared to 1.92 in 1998 and 3.09 for ever-married women compared to 3.47 in 1998. The average number of children in the 15-49 age group was 1.91 compared with 3.60 children for the 50+ age group. Analysis of Dwelling and Household Data Introduction Questions on housing and housing facilities were asked in Schedule 1 of Form A for the 2008 Census. These were very similar to those asked in the 1998 Census for purposes of comparability. One additional question was asked in the 2008 Census – ‘Do you own or look after a dwelling that is completed but not occupied at this time’. The question relating to ‘Household Assets’ was extended to include ‘Computers’. It was also altered to eliminate stating the number of assets owned but rather a ‘Tick’ was required to indicate ownership. Questions on housing were not asked to those persons staying in institutions in St Helena, the crew and passengers on the RMS St Helena, yachts in harbour and those working on Ascension Island and the Falkland Islands. The data for housing is shown in Tables 33 to 46. Tables 33 to 37 provide general information on type, tenure and size of private dwellings while Tables 38 to 46 contain information on basic amenities. Dwellings The total number of dwellings enumerated was 2,333 out of which, 1,585 were recorded as private occupied dwellings, similar to the number recorded in the 1998 Census. Of the 2,333, 748 were unoccupied (this figure included some under construction or dilapidated). Unoccupied dwellings recorded numbered 748, 32% of the 2,333 dwellings. There is a much higher level of unoccupied houses compared to the last Census, which is likely to be attributable to the number of St Helenians in off-shore employment. The average household size was therefore 2.5 persons per household compared to 3.0 persons in 1998 and 3.8 in 1987 which clearly shows a decline in the population, given the similarity in number of occupied dwellings. In addition to private households, 111 persons were covered in institutional dwellings. Dwellings included the Hospital, the Haven, Sundale, Barnview, the Prison and hotels. Individual flats in a block were treated as single dwelling units. Tenure and Ownership The ownership of dwellings by households is given in Table 35 and summarised in Table 3.5 below. Of the occupied dwellings covered in the 2008 Census, 74.9% own their dwelling or are buying them on loan compared with 78.7% as recorded in the 1998 Census. The rest of the households live in rented or rent free housing from Government (12.5%) or from private landlord (12.2%). Summary information is shown in Table 3.6. The typical house is of four rooms (excluding hallways etc) with two bedrooms, as was the situation at the 1998 Census. Water Supply Information on water supply by type and area is presented in Table 38. On St Helena 1,540 or 97.2% of the private occupied dwellings have main pipe water inside. Dwellings with stand pipes as the main water supply numbered 28 – primarily in the Levelwood, Sandy Bay and St Paul’s areas. This shows a decrease of 22 since the 1998 Census. Households using spring or stream water remained relatively the same as at the previous Census with the majority being in Sandy Bay. 31 Analysis of dwelling and household data There has been a significant increase in the number of dwellings with inside piped water since 1956. Number of dwellings with piped water for the past six Censuses are shown in Table3.7. Questions asked if the household had access to a bathroom, a bath, a wash hand basin and a shower as well as a kitchen sink. The data is presented in Table 40 and summarised in Table 3.9 below. Shower In 2008, 99.1% of dwellings had a bathroom showing an increase from 95.6% in 1998. The number of dwellings with bath facilities had increased slightly from 93.7% in 1998 to 94.8% in 2008. This indicates that most households have access to such facilities. Dwellings with showers also increased from 26.6% in 1998 to 47.6% in 2008. Lighting Fuel Table 41 and Table 3.10 below shows the main types of lighting fuel used by private dwellings on St Helena. The majority of households living in private dwellings used electric mains for lighting which accounted for 98.2%. This shows an increase from the 1998 Census indicating that more households now have electricity. The data is presented in Tables 42 and 43, and summarised in Table 3 .11 below. Type of Fuel Paraffin/Kerosene Total 34 Analysis of dwelling and household data Electricity is the fuel most generally used by households for cooking as compared to 1998 when the most popular cooking fuel used was wood (39.4%). The number of households in 2008 that reported electricity as the main fuel used for cooking was 813 or 50.9% of all households. Of the households using other fuels, wood and gas were the other main primary fuels used. The numbers of households using these fuels were 456 and 308 respectively. Approximately half (46.6%) of all households use more than one fuel type for cooking. This indicates that electricity as a primary fuel used for cooking almost doubled while wood and gas showed a decline. The roofs of 750 dwellings or 47.3% were constructed of galvanized iron and 756 or 47.7% made either wholly or partially of asbestos. This reflects a considerable reduction in the use of asbestos which was used on 63% of dwellings in 1998. Percentages of dwellings by type of roofing materials as shown in Table 44 are illustrated in Chart 3.6. Of the 1,585 dwellings, 357 or 22.5% had solar heating. Table 45 gives a breakdown of numbers and areas. This indicates a substantial increase from 64 households recorded as having solar heating in 1998. Household Assets Table 46 gives details of the information collected on the number of households owning each of the assets in Schedule 1 of the Census Forms. Direct comparisons with the 1998 Census cannot be made as the latter related to the actual number of assets possessed by each household. Tables 47 to 49 give detail of those absent by gender, age, country and duration of contract. A total of 54 household members were reported as being absent overseas at the time of the Census. Of these 11 and 8 were reported as being absent on Ascension Island and the Falkland Islands respectively.
