APACHE-SITGREAVES SUPPLEMENT 2400-93-1 EFFECTIVE 2/26/93 2440 page 3 of 19 CHAPTER 2440 - DESIGNATING, CRUISING, SCALING, AND ACCOUNTABILITY 2441.11 - Marking Timber in Advance of Sale. An objective of the Apache-Sitgreaves National Forests will be to make sales of a size that will be cut out within four (4) years after marking. Bark begins to slough off making the use of paint undesirable for longer periods. Apache-Sitgreaves National Forests policy for marking is: 1. Mark all timber sales with tracer tree marking paint with a vertical butt mark and a horizontal D.B.H. mark. 2. Mark all tally trees on two (2) sides with the marker number above the D.B.H. mark and the tree number below the D.B.H. mark using aerosol tracer tree marking paint. All numbers must be legible. Each marker will use consecutive numbers throughout the sale. If any marker exceeds tree number 999, assign the marker a new marker number. 3. On variable plot, fixed plot or strip cruising, center lines shall be flagged and plot centers marked with stakes with plot numbers or strip number written on the stake with an indelible marker. Tally trees will be taken starting at true north and turning in a clockwise direction. It is R-3 policy to use a grid system based on a random start to locate plot centers. 4. Cruise Design Plans must be prepared by an individual certified for cruise design and reviewed by the Zone Measurement Specialist. 5. When using a sample tree system, total number of marked trees by species will be counted. When the sample tree system is used, it is R-3 policy to use a tally person or a hand-held data recorder with random number generator to select sample trees. 2441.12 - Checking Marking Quality. 1. Sale data will be submitted to the S.O. in a timely manner so each sale can be check cruised by the Zone Measurement Specialist and prescriptions checked by the Forest Silviculturist. A final cruise file will be sent to the S.O. 2. If check cruise fails or silviculture prescriptions are not applied, sales will be recruised, remarked or both. 2442.03 - Policy. Presale measurement sales of Sawtimber Products. 1. On presale measurement sales the procedures herein are approved for use in determining the percent defect and subsequent net volume calculations for inclusion in Timber sale contracts. As explained in the parent text, defect is comprised of three components: Breakage Visible Defect APACHE-SITGREAVES SUPPLEMENT 2400-93-1 EFFECTIVE 2/26/93 2440 page 4 of 19 Hidden Defect For Breakage, refer to the Timber Cruising Handbook, R-3 Supplement #5 22.3. Visible defect is obtained by implementing the seen defect procedures during cruising. Hidden defect can be obtained by conducting a fall, buck and scale defect study as described in the Timber Cruising Handbook, R-3 Supplement #5, Fall, Buck and Scale Defect Study procedures. Comparison sale data may be used if the following requirements are met: At least 3 sales with fall, buck and scale data in general area with same timber types. Similar types of harvest (i.e., Final Removal, Intermediate). Similar stand and site conditions. Like species. Approved by Zone Measurement Specialist. 2442.21 - Sampling Error Standards for Designing Cruises. When preparing a multiproduct sale, these sampling standards will apply to the sawtimber portion of the cruise only. Estimated total sawtimber value should be calculated by completing a "rough" transaction evidence appraisal--use estimates where necessary. The value of all purchaser credit roads and purchaser deposits (KV, BD and so forth) are added to the estimated stumpage to arrive at a total value. As stated in FSM 2442.03 (R-3 Supplement), it is Regional policy to cruise all timber sales to presale measurement sampling standards. *-The following table displays the sampling error standards to be used in designing cruises for presale measurement sales greater than $50,000 in value. The maximum sampling errors are at the 95 percent confidence level (two standard errors or t=2). It will be determined from the "rough" transaction evidence appraisal (mentioned above) conducted at the time of cruise design using current base rates and adjustment factors. The appraisal estimates and resulting sampling error percent determination will be included in the cruise design documentation and will be used as the cruise design standard regardless of future updates to appraisal information. 2444.1 - Log Accountability Requirements. Log accountability will be maintained through the use of Form R3-2400-46, Log Removal Permit. Log Removal Receipts must be stamped with sale name, Ranger District, Brand, Contract Number and destination of load. The following standardized branding system for all timber sales, i.e., sawtimber pulpwood or multiproduct, will be used. 1. Sawtimber Sales. All sawtimber sales, including 100% tree measurement, will require hammer branding on one end of every log. It also requires paint marking on one end of at least five logs with a durable highway yellow paint at the rear of the load. Branding and painting will be done by the purchaser prior to the time logs leave the landing site on the sale area. 2. Pulpwood Sales. All pulpwood sales shall contain at least five logs on each load that are hammer branded on one end at the rear of the load. In addition, each load will also contain at least five logs painted on one end with durable highway yellow paint at the rear of the load. Branding and painting will be done by the purchaser prior to the time the logs leave the landing site on the sale area. 3. Multi-product Sales (Sawtimber and Pulpwood) Removed on the Same Truck Load. All sawtimber and pulpwood will be hammer branded and at least five logs paint marked with highway yellow paint at the rear of the load. Branding andpaint marking shall be done by the purchaser prior to the time logs leave the landing site on the sale area. Hammer branding the pulpwood component must be administered with sound judgement. There will be pieces of pulpwood that cannot be reasonably branded due to their size. The intent will be to hammer brand sawlogs with pulpwood attached to the top. 4. Multi-product Sales, (Where Sawtimber and Pulpwood Are Hauled Separately). All sawlogs will contain hammer brands on one end of every log. In addition, each load will also contain five logs paint marked on one end with a durable highway yellow paint. Branding and painting will be done by the purchaser prior to the time the logs leave the landing site on the sale area. All pulpwood loads will contain five logs that are hammer branded on one end at the rear of the load. In addition, each load will also contain at least five logs painted on one end with durable highway yellow paint at the rear of the load. Branding and painting will be done by the purchaser prior to the time the logs leave the landing site on the sale area. 5. Fuelwood and Other Convertible Product Sales. Hammer branding and highway yellow paint marking will not be required. Existing load accountability and marking will continue as necessary for administration. Requirements of this provision may be waived and modified for each contract. This will be accomplished by using Apache-Sitgreaves Forms 2400-20, 2400-21 and/or 2400-22, as applicable. 6. Log Load Accountability and Surveillance. Log load accountability and surveillance will be accomplished by the following methods. The sale administrators will make necessary checks of lost logs, mill sites, and dumped loads for other Forests when their sales are being transported through the Forest. All Sale Administrators will administer the Forest Surveillance Plan to assure off hours surveillance. b. Sale Administrators shall, at least weekly, drive the "On District" haul route to check for compliance of contractual requirements involving haul routes. c. The haul route, including off-Forest, shall be checked at least once monthly on a random basis to assure logs are being received and accounted for properly. Such checks will be documented on Form ASNF 2400-19. (When crossing Ranger District and Forest Boundaries, the Sale Administrator shall contact the District and/or Forest involved so they are aware of their purpose and actions). d. Forestwide. A minimum of 2 percent of all loads will be checked for proper administration of brands and log removal receipts. This will be accomplished on a random basis on or near the sale area. The check will include the following items. 1) Log brand on logs. 2) Highway yellow paint on logs. (If applicable) 3) Log removal receipt on load. 4) Log removal receipt; portion with driver. 5) Log removal receipt; portions being deposited in box along haul route. (If applicable) 6) Loads being hauled along assigned route of haul. 7) Correct date on log removal receipt. 8) Driver's signature or initials on receipt. e. Additional checks will be made at mill sites as per attachedinstructions. Forest Officer checking log removal receipt must sign the receipt at the time of check and return to driver. f. Surveillance personnel will be put on adjusted work days so they can check before and after the normal 8 to 5 working hours and on weekends. The above items will be done a minimum of one time each week during the operating season. Before and after hours checks must be done on a random basis so as not to establish any patterns. All checks will be documented and a record maintained in the responsible District file and a copy of each check sent to the Supervisors Office and the Supervisors Office of the originating Forest, if applicable, i.e., Coconino, Tonto or Gila. Forms designed to accomplish the checks are attached. g. 100% Tree Measurement Mills Surveillance Winslow, Precision Pine Heber, Precision Pine Snowflake Log Landing, Stone Forest Industries Eagar Mill, Stone Forest Industries The surveillance check for mills 100% tree measurement will include the following items: 1) Purchaser. 2) Inspector. 3) Time. 4) Date. 5) Correct date on log removal receipt. 6) Drivers initials or signature on receipts. 7) Copy of inspection sent to Supervisors Office and District files. 8) Loads being hauled along assigned route of haul. h. At the time of filing the annual operating schedule, purchasers shall provide the Forest Service a map showing the approved pre-determined route of haul which logs will travel from the sale area to the approved mill site. The route of haul may be changed by the purchaser provided the Forest Service has approved the change. No logs shall be allowed to leave the designated scaling zone prior to scaling. If the scaling zone as designated would cause undue hardship to the purchaser or District, the scaling zone can be modified through the Forest Service Contracting Officer. 9. Accountability of Log Removal Receipts, Frequency Cards and Scale Books. Log removal receipts will be accounted for by using a DG Spreadsheet when arriving at the District and when assigned to a timber sale. Use an AD-107 when assigning Log Removal receipts to purchasers and when used books are returned. Include purchaser, sale name, contract number, destination and Ranger District. Frequency cards will be completely filled out with sale name, scaling point, log removal receipt numbers written on top and numbers stamped consecutively near pull tabs. Card numbers will be written on each card and cards will be numbered consecutively for the life of the sale involved. Frequency cards will be accounted for by using Form AS-2400-24 by sales. 10. Surveillance Plots - All 2400-6T Timber Sale Contracts shall have surveillance plots established in each payment unit prior to operations proceeding and will be revisited in a timely manner after harvesting to determine any discrepencies.
