CHAPTER 2430 - COMMERCIAL TIMBER SALES
2435 - SALVAGE SALES.
2435.23 - Salvage Sale Fund Plan. A Salvage Sale Fund Plan will be tentatively developed for
each timber sale which contains salvage material. A salvage plan shall justify all deposits to and
expenditures from the salvage sale fund, and will cover all authorized work, as outlined in FSM
2435.1. The Salvage Sale Fund Plan (FS-2400-51) and a justification for collection of SSF
monies will be filled out at the time the sale is appraised. The amount of money available from
the sale for SSF collection is calculated by taking the total sale value minus NFF deposits
($.50/MBF or $.25/CCF) minus purchaser road credits minus KV needs. Do not calculate the
25% return receipts to the counties in this formula.
After award of the timber sale, the Salvage Sale plan can be modified to reflect additional money
available through increased sale value. The total amount available is calculated by taking the
total sale value minus the NFF deposits minus the purchaser road credits minus the KV needs,
minus the 25% receipts to the county.
The following costs per MBF and per CCF should be used for Apache-Sitgreaves National
Forests Salvage Sale plans. These costs reflect the Forests' TSPIRS costs.
Sale Preparation - $19.58/MBF or $9.79/CCF
(all costs prior to Gate 3 including Sale Preparation, Timber Planning, and Stand
Exam)
Harvest Administration - $12.43/MBF or $6.22/CCF
(all costs after Gate 3 including Harvest Administration, Reforestation, and Timber
Stand Improvement)
Engineering Planning - $1.10/MBF or $.55/CCF
Engineering Design - $5.76/MBF or $2.88/CCF
Purchaser Credit and Coop Roads - $7.30/MBF or $3.65/CCF
Other Resource Support - $10.36/MBF or $5.18/CCF
Brush Disposal costs - $2.57/MBF or $1.29/CCF
For a total of $59.10/MBF or $29.56/CCF

An overhead rate of 20% should be used. Permissible excess collections should only be made
after consultation with the Forest Timber Staff.
Include a justification for collection of salvage sale dollars with all Salvage Sale Plans. The
following is an example of the justification.

A Salvage Sale Fund Plan has been prepared for the (xxxxxxxxxx) Timber Sale. This timber
sale qualifies for salvage sale fund collections because of the silvicultural need within the sale
that includes one or more of the items listed under FSM 2435.06. The management action
achieved through this timber sale will meet the Interdisciplinary Team's objective of Forest
Health. Salvage Sale collections for this timber sale will be in accordance with direction
contained in FSM 2435.23, and is documented on the attached FS-2400-51 form.
