APACHE-SITGREAVES SUPPLEMENT 2400-99-1 EFFECTIVE 7/1/1999 2430 Page 3 of 12 CHAPTER 2430 - COMMERCIAL TIMBER SALES Establish a uniform procedure to provide fuelwood, small product sales, and Christmas trees on the Apache-Sitgreaves National Forests. 2430.3 - Policy. The following are general Forest wide policies to be used in the implementation of the fuelwood and small sales program on the Forest. Specific conditions for Green, Free Use, Forest wide dead and down, and Clifton's special conditions follow this section. Adjoining districts should issue fuelwood permits for a neighboring District if it provides better public service. Districts should insure that they give out correct maps and information for the appropriate district when providing this service. Combining paid green, and paid dead and down permits may be appropriate if it is in the interest of the customer and the differences (season, permit duration, species, and area) are clearly described on the permit. Free-use cannot be included on a paid personal use permit. Incidental amounts of dead and down fuelwood for recreationists does not require a permit. An incidental amount is defined as less than .8 CCF (one cord), with the intention that this wood be used on site. This wood is intended for the weekend camper and hunter and is not intended for summer visitors or other users who would haul this wood to a home for burning. Minor amounts of personal use fruits, berries or nuts may be authorized without a permit. Personal use fuelwood is intended to be used by the permittee or the immediate family. A maximum of 8 CCF or 10 cords per household will be granted per year. This includes any combinations of forest-wide dead and down, and district permits for dead and down, green, and free-use. Names of fuelwood violators may be published in local newspapers. For 2400-1 fuelwood permits, 35% of the total value of the permit will go to NFF. The remaining 65% will go to SSF. No KV will be collected. For 2400-4 convertible products sales, 35% of the value of the permit will go to NFF, and the remainder of the permit may be split between KV and SSF, if the district has a KV plan developed and approved by the supervisor's office. Road maintenance deposits of $1.00/CCF, or $1.00/cord, will be collected for commercial use 2400-1 and 2400-4 sales. For personal use sales, if the value per CCF on the permit exceeds the minimum rate of $6.50/CCF, a road maintenance deposit not to exceed $2.00/CCF may be collected. APACHE-SITGREAVES SUPPLEMENT 2400-99-1 EFFECTIVE 7/1/1999 2430 Page 4 of 12 Each District will prepare a Salvage Sale Plan and KV Plan and have it approved prior to collecting SSF and KV dollars. A sale area map showing the approximate locations for each KV project will also be submitted. Specific Fuelwood Policies 1. Forest-wide Dead and Down Policy. Forest-wide permits will be issued from July 15 to December 31, with a minimum permit of $20.00. Alligator juniper and oak will not be cut on this permit. The following species and diameters may be cut if it is dead and down, or dead standing, with no cavities in the trunk of the tree: A. Pinyon pine and shaggy bark juniper of any diameter may be cut. B. Ponderosa pine, southwestern white pine, Douglas fir, white fir, Engelmann spruce, Colorado blue spruce, corkbark fir, and aspen snags less than 12 inches in diameter at DBH may be cut (unless otherwise noted on the forest-wide cutting instructions). C. Dead standing aspen may not be cut from October 1 to June 15. 2. District Fuelwood Policy. Each district has the option to designate district fuelwood cutting areas (dead and down, dead standing, green and free use) and district fuelwood seasons, where it benefits the public and meets the needs of the district. These district fuelwood permits should be restricted to designated areas. These district-wide permits may not be rolled over to a Forest-wide permit. Provide maps and detailed district boundary instructions with these permits. Districts have the discretion to increase minimum prices to meet market conditions. The minimum permit will be $20.00. 3. Free-Use Fuelwood Policy. The approximate value of .8 CCF or one cord of dead and down free-use fuelwood is $2.50/CCF or $2.00/cord. The approximate value of .8 CCF or one cord of green free-use fuelwood is $6.50/CCF or $5.00/cord. A free-use permit cannot exceed $20.00 in estimated value, as this is the District Ranger's maximum authority per individual per year. Example: An individual may get a permit for 8 CCF of free use dead and down per year, (8 CCF X $2.50/CCF = $20.00) or 10 cords of free use dead and down per year, (10 cords X $2.00/cord = $20.00). For free use green fuelwood, 3.2 CCF X $6.50/CCF = $20.00, or 4 cords X $5.00/cord = $20.00. A free use permit may contain a combination of free use dead and down and free use green. Forest Policy is to allow limited free use of certain forest products to Native Americans for religious ceremonial purposes. Free use is permitted for minor forest products such as herbs, boughs, cones, etc., and for picking up of dead wood without a chainsaw. Free use is limited to 1/2 cord oak or juniper and 1 set (@ 25) teepee poles per person per year. 5. Clifton RD Policy The season of use for dead and down fuelwood is August 1 to November 15. Green fuelwood cutting season runs May 1 to June 30, and September 1 to November 15`. The number of CCF per household is .8 (or 1 cord) for dead and down, and 3.2 CCF or 4 cords for green fuelwood. Snag policy - no standing trees or snags may be cut except as designated by management prescriptions in designated areas. All other Forest-wide recommendations apply. The differences are due to shortages of accessible and available fuelwood. 6. Commercial Fuelwood Sales Commercial sales are for those persons who will resell the fuelwood, or use their wood at a commercial enterprise. All commercial sales in excess of 80 CCF or 100 cords (or sales of less cords, but where the demand for commercial sales is high) should be advertised for competitive bidding. If no bids are received, sales may be sold on a negotiated basis. The minimum commercial sale will be $50.00. 7. Policy in Unadvertised and Short-Notice Sales. Noncompetitive sales totaling more than $10,000 in value must not be made directly, in any one calendar year to any individual purchaser. The district shall inform the purchaser of this Region-wide limitation. The Supervisor's Office will provide the district assistance in assuring that this limitation is not violated. Competitive procedures with at least a 10-day advertisement period would be used in any case where others in addition to the applicant may be interested in purchasing. Christmas Tree Program. The intention of the Christmas tree program is to provide a family experience. Districts will have discretion in the number of tags per individual that are allowed. Districts will have the discretion to sell a church or other non-profit agency a tree for less than the commercial price. The minimum personal use Christmas tree tag is $10.00. The minimum commercial Christmas tree tag is $50.00. 2430.44 - District Rangers. Permits issued prior to July 15 will be district permits only, and will be restricted to designated areas on the ranger district. Districts have the option to develop their own fuelwood program, and seasons.
