TITLE I COMMITTEE OF PRACTITIONERS

MINUTES – June 9, 2008

Background/History: The Committee of Practitioners meets twice yearly to review implementation of Public Law 107-110. This committee is instrumental in providing advice and input to the Title I program as West Virginia works toward the goal of having all students proficient in reading and mathematics by 2014.

Introduction of new members and Title I Coordinator, Missy Godfrey by Rebecca Derenge as well as an explanation of COP role and responsibility.

N&D/Homeless Grants Management 2008-2009

Reviewed and Approved Title I, Part D (Subpart I) Neglected and Delinquent State Agency and Title I, Part D (Subpart II) N& D Local Education Programs monitoring documents:

Question posed by Frank Devono, Supt. of Monongalia County -Page 4 – Subpart I – question of county responsibility for paying for teachers to support students at institutional school. Also, issue of county funded counselors who are only 19-20 years of age with little to no training.

While students are awaiting transition to and from institutions – there is too little time to do all the testing required for pre and post testing. There is a real need for intensive counseling the first five days between transitions. System of Care – is utilized in transition from institutions back to or from schools.

Review of New Documents in Migrant Program presented by Terri Collier:

Title I LEA Migrant application

Title I Part C Migrant Education Report Summary – identification is an on-going problem.

No LEA set-aside on budget for migrant program.

School Improvement:

Took vote on state receiving 4% this year because counties will not receive less than last year – revised application – resubmitted the application to the federal government. VOTE PASSED

Took vote on reducing school improvement grants from 53,000.to 48,000. – VOTE PASSED

With money held - suggestion to hire Solution Tree for 13 schools restructuring and on corrective action – plan of improvement- if the state holds the money – can use to train all teacher in Title I schools. VOTE PASSED to hold money at state level for schools on corrective action/restructuring.

Frank Devono make the suggestion that the state allow counties to decide whether to participate in Acuity training on a voluntary basis and the money be held at the state level

Kay Devono offered the team concept of training to include a Title I teacher, special educator and regular educator for Acuity training. VOTE PASSED that Acuity training proposal include support team of teachers, principals and one central office staff members and that participation be optional.

Review of Suggestions for NCLB Consolidated Monitoring Procedures by Jan Stanley

Revised Documents and monitoring procedures were presented:

Summary of Consolidated Monitoring was presented to the COP by Jan Stanley

Recommendation by Chris Edwards that the Department of Education has key documents translated into Spanish.

Recommendation by Chris Edwards that state pay poor counties expenses to state meetings.
