GRANT County Technology Plan 2004-2007 OPTIMAL Online Planning - Technology Integration Measures for Achievement and Learning Last revised on May 01, 2005 Page 1 of 37 County Technology Plan West Virginia has placed an emphasis on equitably providing technology for schools in order to enhance student learning, improve student achievement, and prepare students for post-secondary education and the world of work. Many stakeholders are involved in this process including students, teachers, administrators, parents, community members, legislators, board of education members and others. Collectively, the county technology planning team members have assisted in creating, refining, implementing and utilizing educational technology to meet the current standards, develop local programs, build partners and capacity, make data-driven decisions, and to evaluate the use of technology for administrative and instructional tasks. The county technology plan is a component of the UCIP and is based on the state OPTimal online format (http://wv.ontargetus.com/). This plan will serve several functions. Not only does the plan complement and support the county's instructional goals as delineated in the UCIP, it is also intended to help meet the technology objectives/requirements of the school, county/state policies, state/federal programs, and competitive grants. Examples of these include the following: Policy 2320: A Process for Improving Education Performance Based Accreditation System Policy 2450: Virtual Distance Learning Policy 2460: Use of the Internet by Students and Educators Policy 2470: Use of Technology by Students and Educators Policy 2510: Assuring Quality of Education Policy 2520: Content Standards and Objectives Federal Communications Commission (FCC) in order to receive Universal Service Fund Program E-rate Funds The No Child Left Behind Act of 2001 which establishes the Enhancing Education Through Technology (Ed Tech) Program West Virginia House Bill 4319 Basic Skills/Computer Education (BS/CE) WV SUCCESS WVDE Reinventing Education However, the most important function of the plan is to ensure that the effective use of educational technology supports achievement and lifelong learning. County Mission: "All Means All" Page 5 of 37 Needs Assessment Analysis of Assessment Data 1. Low vocabulary scores on criterion reference and informal assessment tests - The technology plan will address this problem area through the purchase of The Know Zone online reading program that aligns with our Scott Foresman Reading Series and by purchasing Compass Odssey Reading software. 2. Improve writing scores - This will be addressed through the use of Kidspiration and Inspiration software that will help the students produce graphic organizers that can be used to organize their writing thoughts and ideas. 3. Emphasize early intervention reading skills -This will be addressed through the use of PlayBox Theme software for kindergarten students. 4. Improve academic achievement of special education students - This will be addressed through the use of Milken Math, Compass Learning, HATCH software and The Know Zone. 5. Efforts will be made to improve state and county test scores by scheduling students into the middle/high school computer labs to use remedial software. All computers throughout the middle/high schools will also be used to help achieve this goal. Analysis of UCIP Elementary schools will address reading/language, and math goals by using Compass Learning Reading, Language, and Math lessons. Compass spelling lessons will also be used. Teachers and students in grades 3-6 will use the test bank of questions from the "I Know" web site to familiarize themselves with the structure and content of the WESTEST. On the middle/high school levels, efforts will be made to improve state and county test scores by scheduling students into the computer lab and utilizing computers throughout the school to use Skills Bank, ACT, SAT, and other remediation programs. Technology Infrastructure Due to the new SBA construction project at Petersburg Elementary School, additional switches, drops, and wiring need to be purchased and installed for the new classrooms and the new computer lab. These additions will continue to supply three computers per classroom and 28 computers in the computer lab as addressed in PES's Digital Divide Survey. In all Grant County Schools, sufficient drops need to be added for connecting new computers as they become available in the classroom. Continue to upgrade cabling, wiring, switches, electrical outlets, etc. throughout the schools to meet the demands of technology. School Satisfaction Survey School satisfaction surveys were positive about technology, however, additional technology professional development was suggested. Parents want continued communication via school and teacher web pages. This will be accomplished by teacher web pages through Teacher Web and the Petersburg Elementary School web page. Page 6 of 37 OEPA Reports There were no technology noncompliances found in the 1999 audit. Facilities Assessment Additional security cameras will be purchased and installed in all Grant County Schools. Continue to meet technology demands in the facilities by remodeling rooms, placing additional computers in all classrooms, installing cabling, wiring, switches, and electrical outlets as needed. Page 7 of 37 Instructional Goal #1 All Grant County Board of Education Employees will be provided opportunities for ongoing technology professional development.
