County Technology Plan
West Virginia has placed an emphasis on equitably providing technology for schools in order to
enhance student learning, improve student achievement, and prepare students for post-secondary
education and the world of work. Many stakeholders are involved in this process including students,
teachers, administrators, parents, community members, legislators, board of education members and
others.
Collectively, the county technology planning team members have assisted in creating, refining,
implementing and utilizing educational technology to meet the current standards, develop local
programs, build partners and capacity, make data-driven decisions, and to evaluate the use of
technology for administrative and instructional tasks.
The county technology plan is a component of the UCIP and is based on the state OPTimal online
format (http://wv.ontargetus.com/). This plan will serve several functions. Not only does the plan
complement and support the county's instructional goals as delineated in the UCIP, it is also intended to
help meet the technology objectives/requirements of the school, county/state policies, state/federal
programs, and competitive grants. Examples of these include the following:

County Mission and Vision Statements
County Vision:
The Ritchie County Board of Education will provide an excellent school system that offers quality and
equity to every student. We wish to establish opportunities that will give students the skills to be
competitive and successful. These opportunities consist of a diverse curriculum that includes not only
the core and its electives, but extends beyond the classroom to extracurricular activities. We want every
student to graduate from high school prepared to enter the workforce, college, or vocational programs.
County Mission:
The Ritchie County Board of Education will provide excellence in education with a safe, orderly, and
well-disciplined environment. This will be accomplished through a collaborative and cooperative effort
so that a quality curriculum is delivered equally to all students. The board recognizes the need to foster
positive attitudes and high expectations throughout the school system. It will encourage students to
develop accountability, good health, and responsible behavior.

Needs Assessment
Analysis of Assessment Data
There continues to be a need at the elementary level to develop instructional strategies that improve
student achievement deficiencies on the WESTEST in math scores grades 3-5 and State Writing test
scores across the curriculum. Technology can be used to assist student mastery of basic math skills
and through the alignment of BS/CE curriculum software to assessment deficiencies. The elementary
schools will use enhancement software to improve basic skills scores overall and to move students from
novice and below mastery to mastery on the state adopted test.
At the middle school, twenty seven percent of students scored below mastery on the WESTEST.
Technology can be used to address deficiencies through increased emphasis on alignment of basic
skills software.
Analysis of UCIP
There continues to be a need to utilize technology in the form of school web pages, the use of teacher
e-mails and electronic newsletters to home to improve school-home communication. Emphasis will
continue to be placed on the integration of technology into the K-12 curriculum and skills. Technologies
that will be implemented and utilized include, but are not limited to, SkillsBank, Cornerstone, School
Kit, School Website, Microsoft Office, Digital Cameras, Intel Play Electronic Microscopes, Classroom
Based Laboratory Probes, Fast ForWord Reading program, C-PAS (Compass Basic Skills), interoffice
electronic mail, Keys to Reading Success and Kerswell.
Technology Infrastructure
While the Digital Divide Report indicates that the student to computer ratio has improved at schools
across the district there is still a need for additional and newer computers in classrooms. There is also a
need to upgrade data wiring at several schools and the need to upgrade primary servers, and related
communications hardware at all of the schools with the exception of Harrisville Elementary. Addiional
Mobile labs are being considered as a way to both upgrade and place additional units in the schools.
OEPA Reports
There are no OEPA findings for Ritchie County School District.
Facilities Assessment
The high/school middle school has T1 access, as do two of the elementary schools. Ritchie county will
work to increase the number of schools with T1 access.

All elementary school will have adequate technology capacity to deliver Compass Learning Curriculum
and all elementary students will be scheduled at least 90 minutes per week.

Staff Development training for teachers on Basic Skills at Ritchie County Middle school and all
elementary schools. All Ritchie County Schools K-6 will have at least four half days per year technical
assistance per year from Compass Learning. New Teachers and teacher re-training will be available as
teachers turn over occurs. Ritchie County Integration Specialist will work with teachers on a weekly
basis to increase the utilization of the Compass software and to align classroom curriculum with
Compass Activities.

framework of ongoing classroom grade-level formative assessment. Evaluation of the effectiveness of
the technology integration is included.

online courses to Ritchie County students.

Develop procedures and policy to allow Ritchie County Students to utilize West Virginia
(2002-03) Virtual Schools
Year 2:
Develop procedures and policy to allow Ritchie County Students to utilize West Virginia
(2003-04) Virtual Schools.

Offer Ritchie County students the opportunity to complete a Virtual Course.
