WEST VIRGINIA DEPARTMENT OF EDUCATION
CHARACTER EDUCATION GRANT
CORRELATION OF 21st CENTURY CONTENT STANDARDS AND OBJECTIVES WITH
CHARACTER EDUCATION VIRTUES
Introduction
In April 2001, the teaching of character education was mandated through
HB 2208 for all schools in West Virginia. The legislation specifies that schools should integrate
character education into all aspects of school culture including the curriculum. With the understanding
that schools are incorporating many new initiatives that require time and resources, integration of
character education becomes ineffective as a separate class or an add-on to the required content that
must be delivered. There are, however, many instances where character education virtues can be
addressed within the curriculum.
Principle 6 of the Character Education Partnership’s Eleven Principles of Effective Character
Education (Lickona, Schaps, and Lewis 2003) states that “..effective character educators look for the
natural intersections between the academic content they wish to teach and the character qualities they
wish to develop. These “character connections” can take many forms, such as addressing current
ethical issues in science, debating historical practices and decisions, and discussing character traits and
ethical dilemmas in literature.”
In 2005, West Virginia became the second state in the nation to enter the Partnership for 21st
Century Skills. The initiative emphasizes core subjects, learning skills including communication skills,
problem-solving skills, and interpersonal and self-directional skills, technology literacy, and 21st century
content including global awareness, economic and civic literacy. Character development has
implications as an important vehicle for preparing students to be successful in the 21st century. The
Partnership for 21st Century Skills in its report, Learning for the 21st Century, describes interpersonal
skills as “demonstrating teamwork and leadership; adapting to varied roles and responsibilities; working
productively with others; exercising empathy; respecting diverse perspectives”.
The correlation presented here indicates numerous instances in the curriculum where character
education virtues can be integrated. Teaching character education, however, involves much more than
the six virtues of respect, responsibility, caring, citizenship, fairness and trustworthiness presented in
this crosswalk. In a recent student character education survey, students were able to identify 204 words
to describe character. The virtues of honesty, reliability, courage, manners, loyalty and many more can
easily be integrated in lessons throughout the curriculum. Classroom teachers, through creative
lessons, will find additional opportunities within the current curriculum for character education
integration.
