Associates Degree or high school diploma with a minimum of six (6) years of progressive work experience in employee benefits administration. Demonstrate the ability to work cooperatively with schools, departments, and administration to achieve District goals. Experience in using database, spreadsheet, word processing, and payroll program applications. Experience in problem solving using high levels of interpersonal interactions. KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of employee benefits administration. Knowledge of applicable local, state, and federal laws and relevant associated compliance techniques. Knowledge of Health Insurance Portability and Accountability Act (HIPAA) privacy regulations. Knowledge of various software, including office applications, human resource systems, and payroll systems. Skill in using customer service techniques and high levels of interpersonal interaction in benefits counseling, problem resolution, and caseload time management. Ability to maintain a high level of confidentiality. Ability to speak effectively before a group of employees of the District. Ability to work cooperatively with schools, departments, and administration to achieve District goals. Ability to coordinate and integrate related benefit functions with other departments and schools. Ability to coordinate various activities and reporting with insurance companies, outside vendors and consultants. Knowledge of payroll procedures. DUTIES AND RESPONSIBILITIES: 1. To direct and supervise the benefit enrollment process for all employees and retirees including communication through payroll processing. 2. To administer employee benefit programs such as Medical, Cafeteria Plan, and any other School Board sponsored benefit plans 3. To represent the District in all employee benefit matters in a positive and professional manner. To conduct new employee benefits orientation. 4. Benefits Manager Page 2 5. To counsel employees on available benefits offerings to help achieve employee benefit utilization, and answer questions with regard to coverage and its relationship to the personal situation of the employee on a strictly confidential basis. 6. To assist employees and retirees in the benefit enrollment process and complete the dissemination of enrollment documents to plan providers. 7. To coordinate all employee benefit payroll deductions and contributions. 8. To coordinate planning and conducting of annual open enrollment activities for the District. 9. To evaluate and compare existing benefits with other school districts; participate in area and school district surveys; analyze results of survey; and develop recommendations. 10. To maintain employee benefits files in compliance with applicable rules on confidentiality and retention. 11. To prepare Employer COBRA Notices and submit to Plan Administrator. 12. To handle employee benefit inquiries and ensure timely, equitable, and courteous resolution. 13. To serve as the contact person for employees who have questions, concerns, or complaints about HIPAA and the privacy of their protected health information. 14. To ensure compliance with IRS, COBRA, HIPAA and other state and federal laws. 15. To assist in preparation of plan descriptions, policies, and documents. 16. To reconcile all payroll deductions for benefit premiums following each payroll, and arrange for any necessary adjustments. 17. To arrange for personal premium payment notification to employees on approved Leave of Absence. 18. To liaison with employees, carrier, and District administration regarding all aspects and issues of Worker’s Compensation. 19. To assist in the administration of the District’s light duty and return to work program for injured workers. Benefits Manager Page 3 20. To liaison with parents, school administration, and carrier in regards to student injury and District liability. 21. To interact with outside agencies, businesses and the community to enhance the understanding of District initiatives and priorities and to elicit support and assistance. 22. To respond to inquiries and concerns in a timely manner and with a high standard of quality. 23. To keep supervisor informed of potential problems or unusual events. 24. To serve on District councils or committees as assigned or appropriate. 25. To assist in the interpretation of programs, philosophy, and policies of the District to staff. 26. To demonstrate support for the school district and its goals and priorities. 27. To perform other duties as assigned. Physical Demand Class - SL
