CALL TO ORDER & WELCOME
Tom Keegan, WACTC president, called the meeting to order at 8:00 a.m., welcomed those present, and
asked for self-introductions.
APPROVAL OF MINUTES
MOTION:
It was moved and seconded that WACTC approve the December 14, 2012 Minutes
without corrections.
MOTION PASSED.
TREASURER’S REPORT
Jill Wakefield presented the WACTC Treasurer’s Report with an ending balance of $46,062.57 as of
January 28, 2013.

WASHINGTON EXECUTIVE LEADERSHIP ACADEMY (WELA) REPORT
Cindy Hough, WELA Executive Director, provided the annual WELA report to WACTC. She thanked
WACTC for its support, those who have been mentors, speaking at WELA meetings, and allowing WELA
to observe WACTC meetings. She spoke about the cohort’s diversity and asked for suggestions on how
to improve the minority representation in WELA. She reported on the work to develop agreements so
WELA can earn doctoral credit at the UW-Tacoma, Seattle University, and Oregon State University. She
also announced the launch of the 2013-14 cohort. Recruitment will begin at the end of February with
applications due by April 26, 2013.

OPERATING BUDGET COMMITTEE REPORT – Pamela Transue, chair

Governor’s Proposed 2013-15 Biennial Budget
•
Fiscal Year (FY) 2014 Budget Allocation Decision Points
Based on the Governor’s Proposed 2013-15 Biennial Budget, consensus was made on the following
FY 2014 operating budget allocation methodologies:
1. Restoration of One-Time Reductions/Assessments from FY 2013
• Restore values by college, equal to allocation reductions taken in FY 2013.
2. Facilities Maintenance and Operations (M&O) and Leases:
• M&O – Allocate to future allocations; allocate to colleges when new facilities receive
‘occupancy permits’.
• Leases – Allocate to impacted colleges as per budget request.
3. Health Insurance Contributions and Pension Contributions
• Health Insurance – Allocate based on district’s pro-rata share of FY 2012 statesupported health benefit expenditures.
• Pensions – Allocate based on district’s pro-rata share of salary expenditures related
to PERS and TERS.
4. Worker’s Compensation, Procurement Rate, and Revolving Fund Changes
• Worker’s Compensation – Allocate based on district’s experience with Labor and
Industries (per L&A backup).
• Procurement Rate Change – Allocate based on data provided by the Department of
Enterprise Services.
• Revolving Funds – Allocate to future allocations
5. Aerospace and STEM Enrollments
• Allocate Aerospace FTES (230) using Request for Proposal (RFP).
• Allocate STEM FTES (100) based on college pro-rata share of STEM Enrollments.
6. Student Achievement Initiative (SAI) Assessment and Award
• Assess SAI pool from colleges based on a pro-rata share of some base.
• Allocate based on net gain in achievement points; if none, net gain assuming
updated points per student.
7. Step M in Collective Bargaining
• Potential: Allocate based on pro-rata share of classified salary expenditures.

Adult Basic Education (ABE) Federal Grant – Distribution Methodology
Tomas Ybarra, Instruction Commission (IC) Chair, provided an overview and update of the ABE
funding proposals and the recommendations made by IC, ABE Funding Work Group, and Council of
Basic Skills (CBS).
MOTION:
It was moved and seconded that WACTC adopt option 1, as presented below, for
one year and for IC to study the imbalance to small programs as brought forward
by CBS until the new state plan is developed and that in the event that the
Workforce Investment Act (WIA) authorization is deferred beyond Fiscal Year (FY)
15, IC would reassess the formula.
Description of the FY 2014 ABE/EL Civics Grant Formula – Option 1
1 year of data:
10% hold harmless
Distribution is based on the regional pro-rata share of (with
regions being held harmless at 10%):
1. Population of 18+ with no high school diploma
2. Population with limited ability to speak English
3. Population below the 175% poverty level
4. FY 2011 ABE Enrollment
Regional amounts are distributed on a provider pro-rata share
of (with providers being held harmless at 10%):
1. FY 2011 ABE Enrollments
2. FY 2011 Total Basic Skills student achievement points
MOTION PASSED.
WACTC asked IC to address the following in the imbalance study:
o How the formula reflects the Student Achievement Initiative (SAI) Principles
o Consider using a three-year average of data instead of a one-year average
o Consider the inherent discrepancies for small providers with the 10% hold harmless

The initial phase of the Coalition will be to learn about development and deployment of
competency-based degrees from the nation’s experts at Western Governors University (WGU).
