APPROVAL OF MINUTES MOTION: It was moved and seconded that WACTC approve the September 27, 2013 minutes without corrections. MOTION PASSED. TREASURER’S REPORT Ed Brewster presented the WACTC Treasurer’s Report with an ending balance of $79,069.51 as of November 12, 2013. EXECUTIVE COMMITTEE REPORT – Jill Wakefield, WACTC president • Allocation and Accountability Task Force Update • December 4, 2013 State Board Study Session Agenda – Tenure Panel Presentation • New Presidents Orientation – February 21, 2014 Jill called for an executive session at 8:15 a.m. to discuss compensation. The executive session adjourned at 8:55 a.m. with no action taken. CAPITAL BUDGET COMMITTEE REPORT – Steve Hanson, chair • Minor Work Expenditure Monitoring • EHB 2088 (2013 3rd Special Session; signed by the Governor on November 11, 2013) Complete Central Sound Aerospace Training Facility under development in Renton. This multiinstitutional training facility serving a multi-age population will expand training capacity and provide important hands-on experiences for incumbent training for the many aerospace-related suppliers in south King County and north Pierce County. ($5 million, Capital) • Off-budget Items in 2013-15 Capital Budget After further evaluation of the Seattle Central Community College’s Pacific Medical Center project, the committee determined it did not fit the criteria of an end run. November 15, 2013 2 OPERATING BUDGET COMMITTEE REPORT – Jim Richardson, chair • Back of the 2013-15 Operating Budget Cuts Possible Lean Reductions: The Legislature has directed OFM to reduce funding for state agencies by $30 million in fiscal year 2015 to “reflect savings resulting from the application of lean management and performance management strategies.” IT Reductions: The Legislature has directed OFM to reduce funding for state agencies by $5 million, split evenly between fiscal years, “to drive efficiency in information technology expenditures statewide.” MOTION: It was moved and seconded that WACTC approve the proposed IT reduction allocation as presented: Step One: Account for the system’s centralized IT function (stated as a percentage of our adjusted, self-reported IT expenditures) and use the percentage as the centralized IT function’s share of the reduction ($37,589). Step Two: Allocate the remaining portion of the reduction to the Districts and State Board Office based on their share of total staff and student headcount for 2012. MOTION PASSED.
