1. PPMS Business Information
a. Treasurer’s report – Kristina Hutchinson
i. All dues collected from colleges

b. HCA Liaison – Patsy Rammel
i. Coding and automatic upload of the A.01 screen in the PAY1 system. HCA now
must release a person that it is automatically uploaded. Timing issue – different
or several colleges can see the information of another college’s employee. Call
April at HCA.
ii. Backlog at HCA with FUZE – please be patient.
iii. Smoking and Spousal surcharge. With the Spousal surcharge, ensure that you
have the employee do the worksheet, take the number that releases them from
the surcharge, and input it into the PAY1 system. That proves to HCA what
caused them to be eligible or non-eligible to pay the surcharge.
iv. Patsy will look into the address upload errors. It was brought to Patsy’s
attention that the HP has a current and permanent address – which one is
supposed to be uploaded. HCA has two different address fields.
c. HRMC Liason – Beth Brooks
i. A lot of regulatory talk right now with Title IX, VAWA and Cleary. There are
different reporting structures with each.
ii. The colleges are working on a common Title IX WAC
iii. Legislative update with classified proposal salary increase of 3.0% in 15/16 and
1.8% 16/17. Governor’s office not sure if funding is there – may propose 2/3
funded by Governor’s funding and 1/3 funded from the college’s.
iv. Discussed retention problems across the state
1. Chris Bailey – President of LCC – spoke to the HRMC group (he is the
liaison from the President’s group) and just talked about civility in the
workplace. Try to mirror or have the perception of being calm, have
your staff work together, be kind and considerate. Be empathetic,

compassionate because there is a lot of friction because of no increase
since 2008. The frontline staff has to take a lot of heat, just be
cognoscente of that.
v. cTc Link – Check auditor’s report – making a decision on the go live date for the
first link colleges (Spokane and Tacoma) at the end of the month. A lot of the
modules are not running with all the functionality and completeness that is
necessary to move forward.

a. Have been doing parallel payrolls for a few payrolls – 11A – 11B. Working on Financial
Aid. A lot of customized CEMLIS – a few are benefits tracking, customized reports. Have
to be able to do the following prior to going live:
i. Register students
ii. Payroll needs to run correct
iii. Collect Tuition
iv. Award financial aid
v. Disperse financial aid
vi. Procurement
b. HCA will feed into PeopleSoft – everything but LTD and Life
c. Entry of an employee has to be in one sweep – cannot be interrupted or have different
people entering – this will cause a possible loss of information in database. Lengthy
input from the HP input.
d. Not sure if the colleges that have NEOGov will be able to upload their applicants into the
PeopleSoft program.
e. All employees will get an EMPLID instead of an SID.
f. Piloting the Faculty workload and contract info.
John Boesenberg
a. Legislative front – 2,000 bills – approx. 40 are within employment within state and
higher education.
b. House and Senate will have difficulty passing any bills – will have to be negotiated. A lot
revolves around K-12 funding and state funding.
c. Governor’s budget proposal
i. CBA 3.0% 15/16 and 1.8% 16/17. OFM says it is feasible. I-732 – COLA’s 2.1 or
2.0 15/16 and 2.3 or 2.2 16/17 – all revolves around the March forecast in order
to build budget. Likely to go late in session.
d. Governor’s proposal for higher education - % of budget would be from tuition. 65%
state fund, 35% tuition. Meaning that the college’s would pay 35% of the COLA’s out of
tuition. Plus there could be a possible 11.8% cut to higher education allocation.
e. A lot of house bills that are moving:
i. Annual leave – delay of payment up to 180 days.
ii. Leave for temporary employees that work 40 hours a week – they would
accumulate 2 hours of leave a week.
iii. Deferred Comp – automatically enroll – 3% reduction – national movement to
save for retirement.
iv. Rule of 85 – early retirement – Age and years of service = 85
v. Post Retirement employment
vi. Vacation leave over 240 – could transfer to sick leave – would be
noncompensable.
vii. HCA-ACA – Unpaid Leave reporting – FMLA and Military
1. Reviewing and confirming that everything is correct. There were 31,000
records that they wanted us to review – SBCTC said no. John suggest
that we do not change the coding (Y2 or N2) every quarter. Make that
determination when first hired. If status changes, then make the
change.
