St. Lucie Public Schools SUPERINTENDENT Purchasing Department Genelle Zoratti Yost 4204 Okeechobee Road Fort Pierce, Florida 34947 Voice – (772) 429-3980 Fax – (772) 429-3999 November 13, 2014 TO: All Prospective Proposers FROM: Kim Albritton Coordinator of Business Services RE: RFP 15-17E– WAN Telecommunications ADDENDUM 1 TO RFP 15-17E – WAN TELECOMMUNICATIONS This addendum is issued as a part of the aforementioned RFP. The changes incorporated herein are an amendment to and supersede those conditions shown in the original solicitation. The Proposer shall acknowledge receipt of this addendum by signing this form and returning with their submittal. Failure to do so may subject Proposer to disqualification. Q1. Does the District currently own or lease the WAN equipment (switches/routers) at each site? A1. The district owns a core layer 3 switch at each location which connects to vendor equipment providing WAN connectivity to that core layer 3 switch (2 sites have layer 2 switches with the routing provided by the layer 3 switch at the hub site). Q2. If the equipment is leased, is it offered as part of a bundled service from your current provider? A2. The district owns our core layer 3 switch in the MDF of each address, WAN vendor provides their own equipment that provides an Ethernet connection to our layer 3 switch. Currently we have no leasing arrangement as the vendor equipment is included as part of the cost of the service. Q3. If the equipment is district-owned: A. Can you provide additional detail regarding the equipment specifications? B. Is this equipment under a maintenance contract (i.e. SmartNet)? A3. ANSWER Q3(a) - Cisco Layer 3 switches (6509 or 4507). ANSWER Q3(b) – E-rate no longer supports Smartnet. So we utilize Cisco Base Service on the LAN equipment we own. Q4. Will the district consider proposals for a layer 3 managed service if it represented a more cost effective option for the schools? A4. All cost effective solutions will be considered if they meet all needs outlined in our scope. Q5. Due to the timing of the release of RFP15-17E with a major holiday just before the due date and the complex nature of the response required for WAN Telecommunications Services, AT&T is respectfully requesting a two week extension on the due date for the RFP response. A5. The District is extended the date for submittals to December 16, 2014 - 3:00 p.m. Page 1 of 4 School District of St. Lucie County RFP 15-17E WAN TELECOMMUNICATIONS Q6. One of the sites to which we provide service is Garden City Elementary at 2202 Avenue Q. A site at a different address is listed as Garden City Parent Resource, Location #17, under Connectivity Locations, shows an address on RFP 15-17E as, 1801 S. 21st Street. Garden City Elementary was listed at that address in the 2009 RFP, but I think that address should be 1801 N. 21st Street. Can you please confirm the Connectivity Location’s address and clarify if this is a new or existing location/name for Garden City Elementary. A6. The correct address is 1801 North 21st Street for Garden City Parent Resource. This is the former Garden City Elementary School. Q7. Which site or sites will be generating the Multicast traffic? A7. Currently this traffic comes from the SDP at 532 N. 13th Street but we are considering changing in the future to deliver this from 4204 Okeechobee Road (demarc). Proposed solution should accommodate either location. Q8. What is the estimated bandwidth of the multicast traffic? A8. Current traffic is 15 Mbps but we anticipate increasing to around 160 Mbps by the conclusion of the contract. Q9. What routing protocol or protocols are being used in the network? A9. OSPF and RIP Q10. What is the make and model of the Cisco Layer 3 switches at each location? A10. Cisco Layer 3 Switches (6509 or 4507) Q11. Do the Cisco Layer 3 switches have a 10G port? A11. All are 1 GB currently. But we anticipate upgrading our routers to 10GB in many locations. Q12. On connections of 1000Mb can you support Optical or do you prefer electrical? A12. Optical is currently in use and is preferred. Q13. Section 4. WAN Configuration, indicates “district’s layer 3 core LAN router” please clarify if the connection point at the district is a Cisco Layer 3 Switch or Router? A13. Yes, Cisco Layer 3 Q14. On page 28 of 41, please clarify what you mean by Previous Customer References (project completed within last 24 months). What is the difference between current and previous customer references? A14. Current customers are still currently receiving services from your company. Previous customers are customers no longer receiving services from your company. 2 of 4 School District of St. Lucie County RFP 15-17E WAN TELECOMMUNICATIONS Q15. On page 38 of 41, on the proposal quotation form, since a monthly cost per site is being requested on the first row, can you please clarify what is being requested for the row labeled “WAN Telecommunications Services – Future Locations” A15. Since we have no addresses for future locations at this time, you can leave this line blank. Q16. Does SLCSD own any fiber optic cable (currently deployed) between non-contiguous facilities? A16. We do not own any fiber between the addresses listed in the scope of the RFP. Q17. If so, can it be reused in this project? A17. Does not apply. Q18. If so, can you provide a map and utilization report for this infrastructure? A18. Does not apply. Q19. Does the SD own the drop into their facilities from the current service providers demark? A19. We own the conduit on our right-of-way in our current solution. Q20. Does the SD lease any drop into their facilities from the current service providers demark? A20. Our current lease includes all cable and electronics to deliver the service into our MDF inside our buildings. We do not own the fiber from the property line into our MDF. Q21. Does each facility need to communicate in fully redundant means to the SD HQ? A21. The current network is not fully redundant but a solution with redundancy would be considered. Q22. Or is single network connectivity acceptable as long as 99.9 network availability is maintained? A22. Single network connectivity would be acceptable with the SLA noted in the RFP. Q23. Will the new service provider be given space for equipment at SD HQ? A23. Yes, as noted in the RFP. Q24. Do the existing Cisco Switches have optical port capacity at each of the facilities? A24. Yes Q25. Can the SD provide a detailed list of the Cisco routers/switches within the SD network? A25. Cisco Layer 3 switches (6509 or 4507) Q26. If Proposer provides GPON architecture, is it acceptable to not provide symmetrical bandwidth as long as the upload bandwidth is a minimum of 50Mbps? A26. Bandwidth must be symmetric between any two points during a session. If your upload bandwidth is slower, you should quote at the speed of the upload bandwidth in your response. 3 of 4 School District of St. Lucie County RFP 15-17E WAN TELECOMMUNICATIONS Q27.
