Faculty currently scattered across the campus will be located in a collaborative setting. Classrooms and class/lab space will be specifically designed to meet program need and fill critical shortages. After Social Science moves out of the Library building, critically needed library expansion can back fill into the space created. Program needs for formal and informal space for student and faculty interaction will intermix with office and class space. As a campus committed to diversity our classrooms must reflect that element. New classroom space will provide the opportunity for many of the disciplines to have rooms that have displays or other interpretive materials that will immerse the student into the different ideas and thought processes that characterize the particular discipline. This project is a cost-effective investment to serve an increasingly diverse, yet underserved student population. Square feet: 51,335 gross/34,845 usable (72,835- w/Scope Change) Scope changes: Columbia Basin College has requested and received approval from the SBCTC Board on August 22, 2014 for the authority to use up to $5,700,000 in local dollars to expand the Social Science project. This investment will result in a scope change to include an additional 21,500 square feet. of instructional and office space. This request is in response to the September 2013 Washington State Population and Employment Data 2010-2030 report by the SBCTC illustrating the population trends for community college participation through 2030. This report shows the Central and East Region (CBC’s region) as the fastest growing region in the state, with an 1 increase of 18% through 2030 out pacing the rest of the state by 8%. Given this growth projection, CBC is requesting the approval of this scope change to the existing Social Science Center project. This additional scope of work will provide the necessary infrastructure to meet the anticipated need going forward. The additional square footage will provide shell space that will ultimately result in the addition of 10 general classrooms and 16 offices to accommodate the forecasted enrollment growth in the region. This proactive approach allows the College and the State to effectively plan for the future while realizing efficiencies that would be lost if each project were individual, or standalone, projects. In the revised project scope the facility will only require two staircases and sets of restrooms. If the projects were completed separately they would require three staircases and an additional set of restrooms. Additional efficiencies are realized in the design fees associated with two stand alone projects which would add approximately $162,000 in A&E fees. CBC’s A/E consultants have incorporated many of the recommendations in the design of the building. 2 The College has completed the constructability review process as well as the review process with the City of Pasco planning department, which has issued the College a building permit. Currently, the project is out to bid and is scheduled to close on 7/1/2015 with an anticipated notice to proceed on 7/14/2015. CBC does not anticipate any cost overruns at this time; however, our schedule is subject to approval of the State Biennial budget, which may delay the award date. Discussion of Project Quality The building is planned to be flexible and durable with a life span of more than 50 years. It is targeted for LEED silver certification and will follow established campus building standards, as well as comply with current city and state codes at the time of construction.
