Cancellation. 3. Background MCO 4610.35C. a. For Marine Corps units to maintain a high state of deployment readiness, it is necessary to have a standard source for transportation characteristics (dimensional data) of Marine Corps equipment and naval aviation support equipment used by the Marine Corps. b. The Marine Corps use of airlift for deployments dictates the requirement to have Marine Corps equipment and aviation support equipment used by the Marine Corps certified for air transport. Reference (a) contains the Air Force airlift certification letters and should be used in conjunction with this Order when determining airlift certification. Reference (b) contains similar data on Army and Naval Construction Force (NCF) equipment. c. The Military Traffic Management Command Transportation Engineering Agency (MTMCTEA) has been authorized to establish and maintain the MCECF to include airlift certification data. d. The enclosure is a listing of the MCECF in various sorted reports. The enclosure reflects the coordinated effort of Headquarters Marine Corps, Marine Corps field activities, the Fleet Marine Force (FMF), Aeronautical Systems Division, Air Force Systems Command, and MTMCTEA. File description and tape layout are shown in the enclosure, paragraph 106.2. Requests for this file should be forwarded to the Commandant of the Marine Corps (CMC) (LPO-3), Washington, DC 20380-1775. g. The MCECF is the source for dimensional data for the Marine Air Ground Task Force II/Logistics Automated Information System (MAGTF II/Log AIS) family of systems. The MCECF is a file in the MAGTF Data Library (MDL). 4. Action a. The enclosure is to be used by all commands as the standard source for dimensional characteristics in all manual and automated systems. b. Users of this Order are encouraged to recommend changes and submit comments for its improvement. Reference (c) provides instructions for the collection of data for the enclosure. Note that although the U.S. Air Force’s Military Airlift Command has officially changed its title to the "Air Mobility Command", the titles of several publications listed in the MCECF still make references to "MAC." 101. Scope. The primary source of item identification for inclusion in this Order is the Logistics Management Information System (LMIS); however, data for individual clothing and equipment is excluded. The data contained in this Order was obtained by or under the technical supervision of the MTMCTEA. (See MCO 4610.32.) 2. Shipping Configuration. Equipment shipping configurations used in this Order are designed primarily for unit movement by amphibious sealift (operational) and strategic aircraft (reduced). Reduced shipping configurations define specific dimensions and weight for airlift certification. They are not intended to limit a commander’s requirement, but any significant deviation from the stated dimensions and weight could cause rejection for air movement. The critical airlift consideration is to minimize requirements for the C-5 aircraft (i.e., to avoid configuring equipment which could otherwise be airlifted by C-141 aircraft to require a C-5 aircraft). 3. Accuracy of Data. On the extreme left of each data entry (refer to appendices A and B) is a "PV" code. This preferred/validated (PV) data code describes two conditions: the "P" indicator is used for automated applications only, the "V" indicates that the data were validated by onsite measurements and weight of an actual item. Validated data are supported by a master record which is maintained by MTMCTEA, to include a picture of the actual item and a weight ticket. Absence of a "V" for any entry means that the data are the best available other than actual dimensions and weight. 4. Dimensions a. Length. This is the extreme horizontal dimension measured from end to end and parallel to the central axis. Measurement is recorded in inches (in) to the nearest tenth of an inch. b. Width. This is the extreme horizontal dimension measured from side to side and perpendicular to the central axis. Measurement is recorded in inches to the nearest tenth of an inch. c. Height. This is the extreme vertical dimension measured from ground level to the highest reference point and recorded in inches to the nearest tenth of an inch. 5. Weight. This is the amount an item weighs expressed in pounds (lb). ENCLOSURE (1) 4 MCO 4610.35D 31 Mar 93 a. Aircraft. The weight of aircraft in operational/flyaway configuration includes installed equipment and maximum allowable fuel load. Its weight in a reduced configuration excludes fuel. These weights do not include payload, crew, or personal and organizational equipment that are not an integral part of the aircraft. b. Surface Vehicles (Less Heavy Armor Vehicles/Tanks). The weight includes on-equipment material (OEM), that is an integral part of the vehicle when issued (SL-3 item) and fuel tank threefourths full. It does not include payload, crew or personal and organizational equipment that is not an integral part of the vehicle. c. Heavy Armor Vehicles/Tanks. Due to difference in weight of like items, the weight is an average of several like items. d. Other End Items. The weight is based normally on bare item configuration. In some instances, the weight is based on boxed, crated or item container packaged configuration and is so noted. 6. Cube. This is the volume of space occupied computed by multiplying the length by the width (in inches), divided by 1728 (Formula: L" x W" cubic feet (ft(3))). The transportability of an item of equipment by AMC (C-130, C-141B, or C-5) and CRAF (DC-8, B-707, DC-10, or B-747) aircraft, as shown in appendices A and B, is indicated by "C", "X", or "blank" under the heading "Aircraft Indic-." The indicators are based on three conditions: "C" means Air Force certified; "X" means that the item is qualified with the criteria for the specific aircraft shown in table 1; and "blank" means that the item is not transportable in indicated aircraft. The values in table 1 for AMC aircraft are derived from FMFM 4-6, Movement of Units in Air Force Aircraft and for CRAF aircraft from MACP 55-41, MAC Civil Reserve Air Fleet Load Planning Guide. It should be recognized that those values are conditional and should be used for planning purposes only. 2. Cargo Compartment Dimensions and Loading Capacity. Tables 2 through 6 contain dimensions and cargo-loading capacity of Marine Corps general-purpose cargo trucks, dump trucks, trailers, semitrailers, and amphibious/light armored vehicles. These tables include cargo deck dimensions and the measured loading height of cargo bodies. The loading capacity in ft(3) is based on the dimensions of the cargo deck, adjusted for any obstructions from the floor of the cargo body to the indicated reference point, such as under the bows, top of side racks, or top of steering wheel. The availability of these data does not imply authorization for use of any specific shipping configuration. Refer to tables 2 through 6. 202. Cargo Vehicle Shipping Dimensions and Cube. Appendix A, Standard Characteristics for Transportability of Marine Corps Equipment. This appendix includes data, when available, for all Marine Corps equipment listed in the IDF of the LMIS, except individual clothing and equipment. To maintain currency, an update is conducted quarterly between the IDF and the MCECF. The data listing headings are described as follows: 1. TAMCN. A Table of Authorized Material Control Number (TAMCN) is composed of three parts: the first character represents the commodity (Communications-Electronics, Engineer, General Supply, Motor Transport, or Ordnance); the next four characters are the item number (e.g., 0004); the last four characters are the major class and subclass of supply (e.g., VIIG (7G)). 2. Nomenclature. 3. (PV) (Index) The item nomenclature is obtained from the IDF. a. (PV). The preferred/validated (PV) data code describes preferred (P) data for automated applications, while validated (V) indicates actual measurements and weights obtained onsite. The absence of "V" indicates that the data is the best available other than actual measurements and weight. b. (Index). The index is a 2-digit number used to identify different shipping configuration data for the same item. 4. National Stock Number. The NSN is obtained from the IDF. To maintain accuracy the NSN is updated quarterly from the IDF and NSN data from the MCLB, Albany, Georgia. Note: An alphabetic character, immediately following the NSN, indicates that the item is a "disassembled component." 5. Model Description. The model description is obtained from the IDF. The description identifies a specific NSN. This field also includes disassembled component description (see paragraph 300.4). 6. Shipping Configuration. The shipping configuration describes a standard condition, such as boxed, wheel-mounted, or bundle. This shipping configuration describes the total cumulative weight and cube of an item that normally is shipped in a disassembled condition. Data are listed separately for each disassembled component and airlift certification applies only to those components. b. Bare Item. This shipping configuration is used to denote that the item is not packaged. c. Basic Unit. This shipping configuration applies to crawler-and-truck mounted cranes without attachments and with the counterweight in the trailing position. In the reduced configuration, the counter-weights are removed or are in the trailing position except where equipment transportation data plates prescribe that the counter-weights will be in the forward position. d. Boxed or Crated. This shipping configuration applies to an item packed in a box or craft. e. Coiled. This shipping configuration applies to anything wound or gathered into a series of rings or spirals. f. Depot Pack. This shipping configuration applies to items as they are packaged for supply system shipments. g. Dolly Mounted. This shipping configuration applies to items mounted on dollies. The height can be adjusted for highway transport or for aircraft loading. h. Flyaway. This shipping configuration applies to ready-to-fly aircraft. i. Folded. This shipping configuration applies to an item, such as a blanket, which is bent or pressed so that one part is over another, doubled up on itself. j. Item Container Package (Item Cntn Pkg). This shipping configuration applies to equipment that is normally shipped in its specially designed container. k. Mobile Loaded. This shipping configuration applies to an item of equipment mounted for transport on a wheeled or tracked vehicle. l. Not Reducible. This shipping configuration applies to an item fully assembled in mission configuration. n. Palletized. This shipping configuration applies to a quantity of item(s), packed or unpacked, which is arranged on a pallet in a specified manner and secured, strapped, or fastened thereto so the whole is handled as a unit. o. Piggybacked. This shipping configuration applies to stacked vehicles. One trailer, wheels removed, is inverted and placed on top of another trailer. They are securely lashed together. The wheels of the flatbed/lowbed trailer are stowed on top of the inverted trailer and the wheels of the cargo trailer are stowed within the cargo compartment. Other vehicles in this configuration are mounted on top of one another by support structure. Data reflect dimensions and weight of two vehicles. Helicopters in this configuration will have their tail booms mounted on top of the fuselage with the applicable kit. Data reflected dimensions and weight of one helicopter. p. Reduced. This shipping configuration applies to vehicles reduced to minimum shipping dimensions by removal of components within the owning unit’s organic maintenance capability. The data reflects the removal of canvas tops, frames, and bows; securing the antennas; folding the windshields; and removing dump truck cab shields. Permanent mountings, supports, and/or brackets are removed when such operation is within the unit’s organic maintenance capability. The components removed in the process of disassembly are stowed for shipment within the vehicle unless shown separately as disassembled components. q. Roll. This shipping configuration applies to a measure of something rolled into a cylinder. r. Set Total. This is a flag that applies to a specific nomenclature identified by a NSN consisting of more than one vehicular and/or nonvehicular item. s. Skid Mounted. This shipping configuration applies to item(s) mounted on a platform composed of two or more longitudinal members and two or more cross members to which lading is attached to facilitate handling and to evenly distribute load weight in transportation, or composed of two or more member secured to lading to facilitate handling. t.
