West Virginia COUNCIL o f Sc ho o l Nurse s STATE OF WEST VIRGINIA COUNCIL OF SCHOOL NURSES CONSTITUTION AND BY-LAWS ARTICLE I ORGANIZATION Section 1 - The name of this organization shall be called the West Virginia Council of School Nurses. Section 2 - This Council is mandated by WV Code §18-5-22e. ARTICLE II OBJECTIVES The goals of the Council are: 1. To promote the health and welfare of students in West Virginia schools. 2. To ensure safe standards of school nurse practice. ARTICLE III MEMBERSHIP Each regional education service agency (RESA) shall elect one school nurse, with a desired minimum of five years’ experience as a West Virginia school nurse as their representative to the Council. Each council representative has one vote. Commencing with 2004, Council members shall be elected for one four-year term. Council members may not serve more than two full consecutive terms. RESAs are encouraged to rotate representation among their counties. The elected Council member may appoint another qualified school nurse from that RESA to attend, participate and vote on behalf of that RESA. Members shall be elected in the spring and the term commences with the new school year. 1 ARTICLE IV OFFICERS AND ELECTIONS The officers shall be a chairperson and a secretary. A Council member must serve one year on the Council before being eligible to serve as the chairperson. The chairperson and the secretary shall be elected at the spring meeting to serve one year starting in the fall. A special election will be held to fill unexpired terms of officers. ARTICLE V MEETINGS The Council shall meet bi-annually or more often if deemed necessary. The chairperson or the ex-officio member from the Department of Education may call the Council into session. ARTICLE VI COMMITTEES Ad Hoc committees may be appointed as needed. ARTICLE VII DUTIES OF THE OFFICERS The duties of the chairperson are to: 1. 2. 3. 4. Call the Council into session. Prepare the meeting agenda. Preside over the meeting. Represent the Council as member of the Executive Board of West Virginia Association of School Nurses. 5. Represent the Council as needed. The duties of the secretary are to: 1. Keep and maintain accurate minutes for the Council meeting. 2. Provide correspondence for the Council. 3. Responsible for dispersing minutes to the WV Council of Nursing and WVDE representative(s). Ex-officio member from the Department of Education shall: 1. 2. 3. 4. Coordinate Council activities with said department and other state agencies. Consult with the Council on school health issues. Assist in the implementation of the policies, rules and regulations. Provide funding for Council activities. 2 ARTICLE VIII ROLES AND RESPONSIBILITIES OF THE COUNCIL The role of the Council is: 1. To conduct a statewide needs assessment as needed, analyze the data and make recommendations to the Department of Education. 2. To develop rules and regulations for the provision of the school health needs of students and monitor the implementation of said rules and regulations 3. To conduct bi-annual RESA meetings if possible and maintain electronic communications for the school nurses in each area and provide information of the status of school health programs. 4. To research current school health issues and makes recommendations to appropriate agencies. 5. To develop and review the procedure manual to ensure current safe standards of practice. 6. To effectively communicate minutes and other Council information to all the nurses within their represented RESA area. 7. To collect directory information. ARTICLE IX AMENDING BY-LAWS Section 1 - The constitution and by-laws of this Council may be amended by a two-thirds (2/3) majority vote of the voting members present at any regular meeting.
