MINUTES WEST VIRGINIA BOARD OF EDUCATION Board Conference Room Capitol Building 6, Room 353 1900 Kanawha Boulevard, East Charleston, West Virginia July 10, 2013 I. Call to Order Following the welcome, introductions and Pledge of Allegiance, President L. Wade Linger Jr. called the meeting of the West Virginia Board of Education (WVBE) to order at 10:04 a.m. on July 10, 2013, in the Board Conference Room, Capitol Building 6, Room 353, Charleston, West Virginia. The following members were present: President Linger, Vice President Gayle C. Manchin, Secretary Robert W. Dunlevy (via telephone), Tina H. Combs, Thomas W. Campbell, Michael I. Green, Lloyd G. Jackson II, and William M. White, and ex officios James B. Phares, State Superintendent of Schools, and James L. Skidmore, Chancellor, West Virginia Council for Community and Technical College Education. Member absent was ex officio Paul L. Hill, Chancellor, West Virginia Higher Education Policy Commission. II. Recognitions The Board recognized Mrs. Mary Hyre, cafeteria manager at Rock Cave Elementary School, Uphsur County Schools, recipient of the 2013 West Virginia Board of Education School Service Employee of the Year. III. Delegations Ms. Ellen Allen, parent member of West Virginia Schools for the Deaf and the Blind (WVSDB) Advisory Committee from Kanawha County, addressed the Board regarding the relocation of the WVSDB. (Copy appended to Official Minutes, Attachment Y.) IV. Approval of Agenda President Linger requested a motion to approve the agenda with a caveat that New Business item. A. WVBE Personnel inclusive of Executive Director of Regional Education Service Agency (RESA) 4 Search and State Superintendent National Search to be taken up at 1:00 p.m. Mrs. Manchin moved that the agenda be approved. Mr. Green seconded the motion and upon the call for the question the motion was carried unanimously. V. West Virginia Division of Culture and History: Resources and Opportunities Available for Schools and School Systems Mr. Randall Reid-Smith, Commissioner, West Virginia Division of Culture and History, addressed the Board regarding resources and opportunities available for schools and school systems from the Division of Culture and History. -2VI. Project SCALE: West Virginia Symphony Partnership with WVDE on the Student Centered Arts Learning Environment (Project funded through the Benedum Foundation and the West Virginia Department of Education and the Arts) Ms. Betty King (distributed information), Vice President of Education and Operations, West Virginia Symphony Orchestra, addressed the Board regarding Project Scale. The SCALE Project is a partnership between the WVSO and the WVDE to promote deeper student understandings through arts integration. Participant schools receive materials from the WVSO in addition to training from the WVDE. The schools are encouraged to design instruction that is personalized to their students and engages them through inquiry. The project is underwritten by a grant from the Claude Worthington Benedum Foundation. (Copy appended to Official Minutes, Attachment Z.) VII. Break President Linger called for a break at 10:58 a.m. VIII. Call to Order President Linger called the meeting back to order at 11:14 a.m. IX. STEM Experience for K-12 Students Dr. Jan R. Taylor, Director, Division of Science and Research, West Virginia Higher Education Policy Commission, and Ms. Lindsay Emery (distributed information), Business Development Manager, WVU Office of Research and Development, addressed the Board regarding a STEM experience for K-12 students. This initiative is a collaborative effort between WVU and HEPC that seeks to improve connectivity between state higher education and the K-12 system. The goal of the STEM Experience for K-12 students is to inspire these students about the excitement and opportunities surrounding science, technology, engineering and mathematics (STEM) fields through exposure to collegiate level student research using social media. Governor's Education Agenda President Linger called for discussion and a motion regarding the WVRESA Standard Operating Procedure (SOP) for Cooperative Purchasing. Discussion ensued regarding the SOP. Dr. White moved that the WVRESA Standard Operating Procedure for Cooperative Purchasing be approved. Mrs. Manchin seconded the motion and upon the call for the question the motion was carried unanimously. President Linger, assisted by Ms. Donna Hoylman Peduto (distributed information and via PowerPoint presentation - Mr. Green corrected a number located on the slide regarding Project 24 - all 55 counties have completed the Project 24 self-assessment), WVBE Director of Operations, and members of the Board, provided an update regarding progress toward -3accomplishing the Governor's reform agenda including studies to be undertaken in response to the Governor's education legislation and WVBE High Quality Educator Committee. Mr. Robert E. Hull, Associate Superintendent of Schools, Division of Teaching and Learning, provided an update regarding policy development inclusive of Next Generation Content Standards and Objectives and also provided information regarding Common Core. Call to Order President Linger called the meeting back to order at 1:02 p.m. XIII. WVBE Personnel inclusive of Executive Director of Regional Education Service Agency (RESA) 4 Search and State Superintendent National Search President Linger introduced Attorney General Patrick Morrisey, Office of the West Virginia Attorney General, who provided information regarding assistance his office will provide to the Board regarding the State Superintendent National Search. XIV. Governor's Education Agenda (Continued) President Linger, assisted by Dr. Kathy D'Antoni, Assistant State Superintendent, Division of Technical and Adult Education, provided an update regarding the work of the WVBE College and Career Readiness Committee. XV. Capacity Building for Low Performing Schools and Intervention Counties Mr. Ted Mattern, System Support Liaison, Office of the State Superintendent, provided information regarding capacity building for a number of low performing schools and the intervention counties. Mr. Campbell seconded the motion and upon the call for the question the motion was carried unanimously. (Copies appended to Official Minutes, Attachments C through S.) Approved the Calhoun County School District and individual school reports (Attachment C) Approved meeting minutes of June 13, 2013 (Attachment D) Received information regarding WVDE Personnel Matters (Attachment E) -4 Approved four (4) first time requests for a waiver of WVBE policy and denied one first time request for a waiver of WVBE policy (Attachment F) Approved summer school programs (Attachment G) Received information regarding diplomas awarded to veterans as provided in Policy 4355, High School Diplomas for Veterans (Attachment H) Approved, as provided in WVBE Policy 2330, the following accreditation agencies for non-public school accreditation: 1) AdvancED (North Central Association Commission on Accreditation and School Improvement); 2) Association of Christian Schools International (ASCI) – Reaching for Excellence through Accreditation and Continuous Improvement for Higher achievement (REACH); 3) American Association of Christian Schools Accreditation Program; and 4) Independent Schools Association of the Central States (ISACS) Approved Policy 5100, Approval of Educational Personnel Preparation Programs (Attachment I) Approved Policy 5202, Minimum Requirements for the Licensure of Professional/Paraprofessional Personnel & Advanced Salary Classifications (Attachment J) Approved Policy 5500, Professional Development for West Virginia Educators (Attachment K) Approved West Virginia Secondary School Activities Commission (WVSSAC) - Series 2, Athletics, Provisions Governing Eligibility, and Series 3, Provisions Governing Contests (Attachments L-1 and L-2) Approved the Teacher-in-Residence Program at Bluefield State College (Attachment M) Granted continuing approval status for the educator preparation programs offered at Fairmont State University for a period not to exceed seven years (Attachment Mc) Approved the Teacher-in Residence Program at Fairmont State University (Attachment N) Granted continuing approval status for the educator preparation programs offered at Marshall University for a period not to exceed seven years (Attachment O) Approved the revised the educator preparation program submitted by Shepherd University (Attachment P) -5- XVII. Approved the revised the educator preparation program submitted for Music Education submitted by West Liberty University (Attachment Q) Approved the revised the educator preparation program submitted by West Virginia University (Attachment R) Granted continuing approval status for the educator preparation programs offered at West Virginia University-Parkersburg for a period not to exceed seven years (Attachment S). Office of Education Performance Audit ~ Director's Information Dr. Gus Penix, Director of the Office of Education Performance Audits (OEPA), provided an update regarding staffing, revision of the accountability system and timeline for the revision of Policy 2320. XVIII. Education Performance Audit Report for Pressley Ridge at White Oak Village School (Juvenile Institutional Education Program) Dr. Penix stated that an announced on-site review (five days in advance) was conducted at Pressley Ridge at White Oak Village School (Juvenile Institutional Education Program) May 16, 2013. Upon the recommendation of Dr. Penix, Mrs. Combs moved that the report for Pressley Ridge at White Oak Village School (Juvenile Institutional Education Program) be approved. Mrs. Manchin seconded the motion and upon the call for the question the motion was carried unanimously. (Copy appended to Official Minutes, Attachment T.) XIX. WVBE Personnel inclusive of Executive Director of Regional Education Service Agency (RESA) 4 Search and State Superintendent National Search (Continued) Executive Session President Linger recapped information provided by Attorney General Morrisey regarding the State Superintendent National Search. Mr. Campbell addressed the Board regarding the RESA 4 Search and the need for local involvement. President Linger and Mrs. Manchin addressed the Board regarding the RESA policy and the need for possible amendment. Dr. White addressed the Board regarding the need for a job description for RESA Executive Directors. It was decided that the current posting be cancelled and that an interim Executive Director be appointed until such time as the Board's interview committee can make a recommendation to the Board as to how to proceed in filling the position. It was also recommended that a letter be sent to the original applicants advising them of the Board's decision regarding the re-posting of the position. President Linger called for a motion to approve the Board's personnel attachment. Mrs. Manchin moved that the WVBE personnel matters found in the attachment be approved. West Virginia Board of Education Master Plan for Statewide Professional Staff Development 2013-2014 Mr. Jackson and Vice President Manchin, assisted by Ms. Betty Jo Jordan, Executive Assistant to the State Superintendent, presented the West Virginia Board of Education Master Plan for Statewide Professional Staff Development 2013-2014 for the Board's consideration. W. Va. Code §18-2I-3 requires the WVBE to establish an annual master plan for professional development in the public schools of the state. Upon approval of the plan, the WVBE shall submit the master plan to the State Department of Education, the Center for Professional Development, the regional educational service agencies, the Higher Education Policy Commission and the Legislative Oversight Commission on Education Accountability. Mr. Jackson moved that West Virginia Board of Education Master Plan for Statewide Professional Staff Development 2013-2014 be approved. Mrs. Manchin seconded the motion and upon the call for the question the motion was carried unanimously. (Copy appended to Official Minutes, Attachment V.) XXI. National Association of State Boards of Education (NASBE) Annual Conference, Selection of Voting Delegate and Alternate Mrs. Manchin addressed the Board regarding the National Association of State Boards of Education (NASBE) Annual Conference and the selection of a voting delegate and alternate. Mrs. Manchin moved that Dr. White be approved as the Board's voting delegate at the NASBE Annual Conference and that she serve as the alternate. Mrs. Combs seconded the motion and upon the call for the question it was carried unanimously. XXII. Policy 2520.35, 21st Century Science 9-12 Content Standards and Objectives for West Virginia Schools Mr. Hull presented Policy 2520.35 for the Board's consideration. The current version of Policy 2520.35 became effective September 14, 2009. Policy 2510, Assuring Quality of Education: Regulations for Education Programs requires the third science credit above biology for graduation. Individual counties have requested that WVDE define the content, standards and the objectives for a Forensic Science course that students may use as the third credit. Many counties been offering a Forensic Science course that has been very popular and prepares students possible career in Forensics but it did not count as a third credit in science. These courses varied with rigor and content. The objectives in Standard Two - Content were written succinctly and organized around the four themes which include concepts from physical science, chemistry, earth, life science; and engineering was integrated where appropriate. Two CATS Science courses (9-10) were removed from the policy; these courses are no longer taught. Mr. Green moved that Policy 2520.35 be placed on public comment for 30 days. Dr. White seconded the motion and upon the call for the question the motion was carried unanimously. (Copy appended to Official Minutes, Attachment W.) -7XXIII. Superintendent's Update Superintendent Phares (distributed information) provided updates regarding: 1) NAEP Strategies; 2) College and Career Readiness, 3) School Improvement Grant (SIG) Cohort I; 4) CTE Index; 5) Compass Assessment (Dr. Kathy Butler, Vice Chancellor for Academic Affairs, West Virginia Higher Education Policy Commission, provided additional information regarding Compass); 6) Policy 5000 comments and training module; 7) financial analysis of intervention counties; 8) Mountaineer Challenge graduation; 9) developing leadership capacity, 10) WVDE expenditure report, and 11) Legislative Reports Filed/Pending Filing with Legislative Librarian. Superintendent Phares (distributed information) presented a proposed West Virginia Department of Education organizational chart for the Board's consideration. It was requested that the Assistant State Superintendent for Teacher Quality and System Support position, currently held by Dr. Amelia Courts who has resigned effective July 30, 2013, be shown as vacant and consideration be given to filling the position and that consideration also be given to filling the position formerly held by Ms. Brenda Williams in the Office of Instructional Technology. Mr. Jackson issued concern regarding the Chief Technology Officer position in that the job responsibilities are very diverse and may require more than one hire. (Copies appended to Official Minutes, Attachment BB.) XXIV. Board Items for Future Consideration President Linger recognized Dr. Courts upon her appointment as CEO of the Education Alliance. Members are to provide items for future agendas to the newly elected President. (Copy appended to Official Minutes, Attachment X.) XXV. Election of Officers 2013-2014 President Linger extended his appreciation to the Board for their support over the past year and called for nominations from the floor. President Dr. White nominated Mrs. Manchin to the office of President, Mr. Green to the office of Vice President, and Mr. Robert Dunlevy to the office of Secretary. Mrs. Combs moved that the nominations be closed. The slate of officers was elected by acclamation. XXVI. Future Meetings A special meeting (via teleconference) of the WVBE will place July 17 at 9:30 a.m. The next regular meeting of the WVBE will be held August 14, 2013, in Charleston, West Virginia. The meeting will continue on August 15, 2013, if the agenda is not completed on August 14, 2013. The West Virginia Board of Education's Wellness Committee will meet August 13, 2013, in Charleston, West Virginia. Dr. White requested a work session be scheduled in conjunction with the August meeting. President Manchin thanked Mr. Linger for his service as President. President Manchin stated that the August meeting will be a two day meeting with day two to conduct a work session. Mr. Linger addressed the Board regarding his accomplishments over the -8past two years. Dr. White requested consideration be given to scheduling a meeting in Fayette County. Mr. Jackson thanked Dr. Courts for her service to the Board and the children of West Virginia. XXVII.
