WEST VIRGINIA BOARD OF EDUCATION

I.
Call to Order
Following the welcome, introductions and Pledge of Allegiance, President Gayle C.
Manchin called the meeting of the West Virginia Board of Education (WVBE) to order at 12:02
p.m. on December 18, 2013, in the Board Conference Room, Capitol Building 6, Room 353,
Charleston, West Virginia.
The following members were present: President Manchin, Vice President Michael I.
Green (via telephone), Secretary Robert W. Dunlevy (via telephone), Tina H. Combs (via
telephone joined the meeting at 1:04 p.m.), Thomas W. Campbell, Lloyd G. Jackson II, L. Wade
Linger Jr. (via telephone), and William M. White, and ex officio James B. Phares, State
Superintendent of Schools. Members absent were ex officios Paul L. Hill, Chancellor, West
Virginia Higher Education Policy Commission, and James L. Skidmore, Chancellor, West
Virginia Council for Community and Technical College Education.
II.
Approval of Agenda
President Manchin requested a motion to approve the agenda. Mr. Jackson moved that
the agenda be approved. Dr. White seconded the motion and upon the call for the question the
motion was carried unanimously.
III.
WVBE Reports/Plans Required by the Governor's Education Agenda,
Senate Bill 359 and the Governor's Charge to the Board
President Manchin (distributed information), assisted by Ms. Donna Hoylman Peduto
(via PowerPoint presentation - attached to minutes), WVBE Director of Operations, members of
the Board, and WVDE and OEPA staff (as noted below) reviewed the WVBE Reports/Plans
Required by the Governor's Education Agenda, Senate Bill 359 and the Governor's Charge to the
Board. Senate Bill 359 was promulgated to improve public education by revising outdated
provisions of W. Va. Code to implement initiatives that will better prepare students for the
college and work realities of the 21st Century. In addition, the Governor issued separate requests
to the WVBE in his letter dated February 13, 2013. The reports/plans, developed by the WVBE,
are in response to Senate Bill 359 and the Governor's letter.

Break
President Manchin called for a break for lunch at 1:27 p.m. Mr. Green departed the
meeting.

Major Response to the Audit and Senate Bill 350

Repurposing and Reorganizing the WVDE - presenter, Superintendent Phares.
Mr. Jackson moved that all reports, except the Commission on School District
Governance and Administration, be approved. Dr. White seconded the motion and upon the call
for the question the motion was carried unanimously.
-3Mr. Campbell moved that the Board accept the report of the WVBE Commission on
School District Governance and Administration without recommendation and continue the
commission until such time the Board's President deems the commission to be obsolete. Mr.
Jackson seconded the motion and upon the call for the question the motion was carried
unanimously. (Copies appended to Official Minutes, Attachment A.)
VII.
Follow-up Actions and Timelines in Response to
the Governor's Education Agenda, Senate Bill 359 and the
Governor's Charge to the Board beyond December 31, 2013
President Manchin lead discussion regarding Follow-up Actions and Timelines in
Response to the Governor's Education Agenda, Senate Bill 359 and the Governor's Charge to the
Board beyond December 31, 2013. Mr. Jackson stated that inaccuracies exist in W. Va. Code
§18-2E-5 that need to be addressed. Mr. Campbell indicated that he will be addressing the
legislature regarding the commission's work. Dr. Howard O'Cull, Executive Director, West
Virginia School Board Association, addressed the Board regarding House Bill 2940 and
legislation regarding the sharing of administrative positions/regionalization of services. Dr.
White indicated that the Re-imagining Instructional Time Committee may have
recommendations following the January 16 meeting.
VIII.
Board Items for Future Consideration
No future items were offered.
IX.
Future Meetings
The next regular meeting of the WVBE will be held January 8, 2014, in Charleston, West
Virginia. The meeting will continue on January 9, 2014, if the agenda is not completed on
January 8, 2014.
X.
Adjournment
President Manchin declared the meeting adjourned at 2:37 p.m.
