I.
Call to Order
President Priscilla M. Haden called the meeting of the West Virginia Board of Education
(WVBE) to order at 9:05 a.m. on May 11, 2011, in the Board Conference Room, Capitol
Building 6, Room 353, 1900 Kanawha Boulevard, East, Charleston, West Virginia.
The following members were present: President Haden, Vice President Jenny N.
Phillips, Secretary Robert W. Dunlevy (via telephone), Lowell E. Johnson, L. Wade Linger Jr.,
Gayle C. Manchin (via telephone), William M. White and ex officios Jorea M. Marple, State
Superintendent of Schools, Brian E. Noland, Chancellor, West Virginia Higher Education Policy
Commission, and James L. Skidmore, Chancellor, West Virginia Council for Community and
Technical College Education. Student representative in attendance was Quinton Hinzman of
West Union, West Virginia, who attends Doddridge County High School. Members absent were
Michael I. Green and Burma Hatfield.
II.
Children's Aerobic Fitness and Academic Achievement
Dr. Amelia Courts, Assistant State Superintendent, Division of Educator Quality and
System Support, introduced Ms. Karen Northrup, Wood County Schools, and Dr. Dick Wittberg,
Mid-Ohio Valley Health Department, who provided information regarding a longitudinal
examination that was used to assess potential differences in academic achievement among
children in Wood County Schools who "gained" or "lost" fitness over a two-year period. Ms.
Melanie Purkey, Executive Director, WVDE Office of Healthy Schools, provided information
regarding Department wellness initiatives. (Copy appended to Official Minutes, Attachment A.)
III.
Recognitions
Ms. Liza Cordeiro, Executive Director, WVDE Office of Communications, State
Superintendent’s Office, presented Global21 Moments, spotlighting Marion, Brooke, Monroe,
Wirt, and Mason County Schools for the Board’s information. Mr. Daniel C. Metz,
Superintendent of Wirt County School, addressed the Board regarding technology in Wirt
County schools. Ms. Cordeiro reminded members that a musical presentation by the Horace
Mann Middle School Orchestra, 2011 National Middle School Orchestra champions, would take
place at noon at the Culture Center and announced that a presentation by students from Kimball
Elementary, McDowell County Schools, would take place following lunch in the Board Room.

Approval of Agenda
Upon motion by Ms. Phillips, seconded by Mr. Linger, the Board unanimously approved
the agenda.
V.
Initial Individual School Education Performance Audit Reports
and Revised Five-Year Strategic Plans for Berlin McKinney Elementary School
and Road Branch Elementary/Middle School, Wyoming County
Dr. Kenna R. Seal, Director, Office of Education Performance Audits (OEPA), reported
that announced on-site reviews (five days in advance) were conducted at Berlin McKinney
Elementary School and Road Branch Elementary/Middle School February 9, 2011. The reports
were presented to the superintendent, the principals, and the West Virginia Board of Education.
The System of School Support immediately initiated assistance to the schools and county in
revising the strategic plans and correcting deficiencies reported by the Education Performance
Audit. This item includes the Education Performance Audit Reports and corresponding
corrective actions contained in the revised strategic plans. Mr. Dunlevy departed the meeting.
Dr. Johnson spoke to action plans submitted for correction of deficienies and suggested that a
strategic plan template, inclusive of a budget, be developed that will show progress toward
meeting student needs/achievement. Superintendent Marple stated that a template would be
developed. Mr. Chuck Heinlein, Executive Director, WVDE Office of School Improvement,
stated that the addition of a budget to the strategic plan has already occurred.
Upon the recommendation of Dr. Seal and a motion by Ms. Phillips, seconded by Dr.
Johnson, the Board unanimously directed that Berlin McKinney Elementary School and Road
Branch Elementary/Middle School correct the findings noted in the reports, using the new
strategic plan template, by the next accreditation cycle. It was the consensus of the Board that all
future reports shall utilize the new strategic plan template. (Copy appended to Official Minutes,

VI.
Initial Individual School Education Performance Audit Report
and Revised Five-Year Strategic Plan for Logan Middle School, Logan County
Dr. Seal (distributed updated revised strategic plan) reported that an announced on-site
review (five days in advance) was conducted at Logan Middle school March 3, 2011. The report
was presented to the superintendent, the principal, and the West Virginia Board of Education.
The System of School Support immediately initiated assistance to the school and county in
revising the strategic plan and correcting deficiencies reported by the Education Performance
Audit. This item includes the Education Performance Audit Report and corresponding corrective
actions contained in the school’s revised strategic plan. Ms. Wilma Zigmond, Superintendent of
Logan County Schools, addressed the Board regarding the audit report.
Upon the recommendation of Dr. Seal and a motion by Ms. Phillips, seconded by Dr.
Johnson, the Board unanimously directed that Logan Middle School correct the findings noted in
the report by the next accreditation cycle. (Copy appended to Official Minutes, Attachment C

IX.
Initial Individual School Education Performance Audit Reports
and Revised Five-Year Strategic Plans for Van Elementary School,
Madison Middle School, and Van Junior/Senior High School, Boone County
Dr. Seal reported that announced on-site reviews (five days in advance) were conducted
at Van Elementary, Madison Middle, and Van Junior/Senior High schools February 23-24, 2011.
The reports were presented to the superintendent, the principals, and the West Virginia Board of
Education. The System of School Support immediately initiated assistance to the schools and
county in revising the strategic plans and correcting deficiencies reported by the Education
Performance Audit. This item includes the Education Performance Audit Reports and
corresponding corrective actions contained in the revised strategic plans. Mr. John Hudson,
Superintendent of Boone County Schools, addressed the Board regarding the audit reports.
Upon the recommendation of Dr. Seal and a motion by Ms. Phillips, seconded by Dr.
Johnson, the Board unanimously directed that Van Elementary School, Madison Middle School,
and Van Junior/Senior High School correct the findings noted in the reports by the next

President Haden, with the consensus of the Board, moved agenda item XI. B. West
Virginia Secondary School Activities Commission (WVSSAC), Series 2, Athletics, Provisions
Governing Eligibility, Series 3, Provisions Governing Contests, and Series 4, Provisions
Governing Conduct, to immediately follow agenda item VIII. Capacity Building for Low
Performing Schools.
X.
Capacity Building for Low Performing Schools
Mr. Heinlein provided a brief summary of support services provided, in response to
OEPA findings, to Mason County, Magnolia High School, and Logan Middle School and also
provided information regarding interviews with Tier I schools. Mr. John T. Mattern, WVDE
Superintendent’s Liaison, provided information regarding assistance provided to Mingo,
McDowell, Preston, and Fayette County Schools.
XI.
West Virginia Secondary School Activities Commission (WVSSAC)
Series 2, Athletics, Provisions Governing Eligibility
Series 3, Provisions Governing Contests, and
Series 4, Provisions Governing Conduct
-4Mr. Gary Ray, Executive Director, West Virginia Secondary School Activities
Commission (WVSSAC), presented WVSSAC Series 2, 3 and 4 for the Board’s consideration.
Proposed changes include: 1) helping to utilize available facilities to reduce wait time for
practices, 2) adding clarification to existing rule; 3) includes recommendation from WVSSAC
sports Medicine Committee to clarify number of practices; 4) eliminates disparity between
counties; 5) allows more athletes to participate in JV games; and, 6) clarifies contest from which
an individual must be removed.
Upon motion by Dr. Johnson, seconded by Ms. Phillips, the Board unanimously placed
the affected portions of WVSSAC Series 2, Series 3 and Series 4, on public comment for 30

XII.
Consent Agenda
Upon motion by Ms. Phillips, seconded by Dr. Johnson, the Board unanimously approved
the Consent Agenda. (Copies appended to Official Minutes, Attachments E, F, H through N and
Y.)

Approved the revised Five-Year Strategic Plans for Athens School,
Lashmeet/Matoaka School, Spanishburg School, and Bluefield Intermediate
School, Mercer County; and East Lynn Elementary School, Fort Gay
Elementary School, and Wayne Middle School, Wayne County (Attachment E)

Continued the Full Accreditation status of Warm Springs Intermediate School,
Morgan County (Attachment F)

Continued the Full Accreditation status of Beckley-Stratton Middle School,
Raleigh County (Attachment H)

Continued the Full Accreditation status of French Creek Elementary School,
Upshur County (Attachment I)

Continued the Full Accreditation status of Baileysville Elementary/Middle
School, Wyoming County (Attachment J)

Meeting minutes of April 13, 2011 (Attachment K)

Amendment to the Monongalia County Comprehensive Educational Facilities
Plan (CEFP) for North Elementary School to include the replacement of all

Revised Five-Year Strategic Plans for Huntington Middle School
and Central City Elementary School, Cabell County
Ms. Gerry Sawrey, Assistant Superintendent, Cabell County Schools, addressed the
Board regarding the audit reports for Huntington Middle School and Central City Elementary
School. Chancellor Noland and Chancellor Skidmore departed the meeting.
Upon motion by Dr. Johnson, seconded by Ms. Phillips, the Board unanimously approved
the Revised Five-Year Strategic Plans for Huntington Middle School and Central City
Elementary School, Cabell County. (Copy appended to Official Minutes at Attachment E.)
XIV.
Final Individual School Education Performance Audit Report
for St. Marys High School, Pleasants County
Dr. Joe Super, Superintendent of Pleasants County Schools, addressed the Board
regarding the audit report for St. Marys High School.
Upon motion by Ms. Phillips, seconded by Dr. Johnson, the Board unanimously
continued the Full Accreditation status of St. Marys High School, Pleasants County. (Copy
appendend to Official Minutes, Attachment G.)

President Haden called for a break for lunch at 11:47 a.m. Mrs. Manchin departed the
meeting.

President Haden called the meeting back to order at 12:52 p.m.
XVII.
Special Presentation - Global21 Moments
Students from Kimball Elementary School (McDowell County) provided a presentation
entitled “Twas the Week Before WESTest” for the Board’s information. Students participating
-6in the presentation included: Seth Cardwell, Adam Grygiel, Tiesha Pannell, Sam Shrewsbury,
Santana Thomas, and Ja’niya Watkins.
XVIII.
Board Reports
Common Ground: Education and the Military Committee. President Haden
provided information regarding the committee meeting that took place on April 14. Agenda
items included: Review Status of Memorandum of Understanding and Signing Activities
(signing to take place June 13), Future Informational Presentations regarding the Purpose and
Benefits of Common Ground Partnerships, Update - Communication Plan, and Updates - Visit to
Capitol Hill, Project PASS, and Signing of HB 2550 [§18-10F-1] Interstate Compact on
Educational Opportunity for Military Children. President Haden also distributed a “tag”
regarding Serve West Virginia presented to members by West Virginia First Lady Joanne Jaeger
Tomblin.
Board Member Reports. President Haden attended (and/or participated in) the
following meetings: Education and the Arts, Youth Government, Character Education at Union
Elementary, Youth and Government, Arts Alive, interviews for the Superintendent of the West
Virginia Schools for the Deaf and the Blind, West Virginia School Service Personnel
Association awards committee, Golden Horseshoe, and superintendent/curriculum
directors/RESA. Dr. Johnson attended (and/or participated in) the following meetings: WVDE
counselor evaluation task force, interviews for the Superintendent of the West Virginia Schools
for the Deaf and the Blind, and Executive Director of RESA evaluation. Dr. Johnson requested
that the Board’s mission and goals (located in the Board Room) be updated. Mr. Hinzman
(distributed information) provided a report regarding his service as student representative to the
Board. President Haden presented Mr. Hinzman a certificate in recognition for his service as
student representative to the Board during the months of March, April and May 2011. (Copy

XIX.
WVBE 2011-2012 Strategic Plan
Dr. Johnson provided a brief overview of the Board’s 2011-12 strategic plan (an in-depth
review was provided at the April meeting) and moved that the Board approve the 2011-2012
strategic Plan. Mr. Linger seconded the motion and upon the call for the question the motion
was carried unanimously. (Copy appended to Official Minutes, Attachment O.)
XX.
Policy 2322, Standards for High Quality Schools
Dr. Courts, Mr. Heinlein and Ms. Michele Blatt, Assistant Director, WVDE Office of
School Improvement, presented Policy 2322 for the Board’s consideration. Policy 2322 is
intended to serve as a foundational document for the development/revisions of policies relating
to schools/districts to assure a common language and vision. This policy is intended to be a
framework for school improvement that leaders can use as a guide for self analysis and strategic
planning in efforts to improve schools. Policy 2322 is also intended to be the guiding document
for future policy and program development/revisions in the areas of school and district
accountability. This policy will be revised at a future date to reflect the addition of Standards for
-7High Quality Districts, currently in development, which will serve as a guidance document for
districts to direct and inform their work and be used for district accountability measures in Policy
2320.
Upon motion by Dr. Johnson, seconded by Ms. Phillips, the Board unanimously placed
Policy 2322 on public comment for 30 days. (Copy appended to Official Minutes, Attachment

XXI.
Policy 2520.1, 21st Century Reading and English Language Arts
Content Standards and Objectives for West Virginia Schools and
Policy 2520.1A, Next Generation Content Standards and Objectives
for English Language Arts in West Virginia Schools
Mr. Robert E. Hull, Assistant State Superintendent, Division of Curriculum and
Instructional Services, and Ms. Carla Williamson, Special Assignment, WVDE Office of
Instruction, presented Policy 2520.1 and Policy 2520.1A for the Board’s consideration. In May
2010 the WVBE adopted the Common Core State Standards for English Language Arts and
Literacy in Science, Social Studies/History and Technical Subjects. In September the WVDE
convened a group of 85 public school teachers and representatives of Higher Education faculty to
study the Common Core State Standards and place them into the WVDE Framework for Content
Standards. This work is complete and it is requested that the WVBE amend (remove the
kindergarten portion) Policy 2520.1, 21st Reading and English Language Arts Content Standards
and Objectives for West Virginia Schools and place Policy 2520.1A, Next Generation Content
Standards and Objectives for English Language Arts in West Virginia Schools, inclusive of all
grade levels and associated effective dates (kindergarten CSOs anticipated to become effective
August 15, 2011, first grade to become effective July 1, 2012, second grade to become effective
July 1, 2013, and third through twelfth grades to become effective July 1, 2014), on public
comment.
Upon motion by Dr. Johnson, seconded by Ms. Phillips, the Board unanimously placed
the revisions to Policy 2520.1 and placed Policy 2520.1A (in its entirety) on public comment for

XXII.

Mr. Hull and Ms. Williamson presented Policy 2520.2 and Policy 2520.2B for the
Board’s consideration. In May 2010 the WVBE adopted the Common Core State Standards for

XXIII.
Policy 2520.8, Next Generation Driver Education
Content Standards and Objectives for West Virginia
Dr. Courts and Ms. Purkey presented Policy 2520.8 for the Board’s consideration.
During the West Virginia Safety and Driver Education Conference held March 23-26, 2011, the
attending driver education teachers completed revisions to Policy 2520.8. The specific purpose
for the revisions is to include distracted driving objectives and add more specification and rigor
to selected objectives.
Upon motion by Ms. Phillips, seconded by Dr. Johnson, the Board unanimously placed
Policy 2520.8 on public comment for 30 days. (Copy appended to Official Minutes, Attachment
T.)
XXIV.
WVBE Personnel Matters including Hiring of
Superintendent of the West Virginia Schools for the Deaf and the Blind,
RESA 5 Executive Director Search, and
Office of Education Performance Audits Director Search
President Haden, as provided in W. Va. Code §6-9A-4(b)(2)(A) (personnel exception),
called for a motion to move into executive session to discuss the employment of a
Superintendent of the West Virginia Schools for the Deaf and the Blind. Upon motion by Dr.
White, seconded by Ms. Phillips, the Board unanimously entered into executive session at 2:21
p.m. Mr. Dunlevy rejoined the meeting.
XXV.
Return from Executive Session
The Board returned from executive session at 2:50 p.m. at which time President Haden
announced that no decisions were made or action taken. Thereupon, President Haden called for
motions from the floor. Ms. Phillips moved that Dr. K. Lynn Boyer be hired as Superintendent
of the West Virginia Schools for the Deaf and the Blind effective July 1, 2011, at an annual
salary of $120,000.00, and further that she be employed on a part-time basis from June 1 to
June 30, 2011, at a daily rate of $459.77. Dr. Johnson seconded the motion and it was carried
unanimously.

RESA 5 Executive Director Search, and
Office of Education Performance Audits Director Search (Continued)
President Haden (distributed information) reviewed the proposed process and timeline for
the RESA 5 Executive Director search and Office of Education Performance Audits Director
search. It was the consensus of the Board that the process and timeline be approved and that the
interviews begin at 9 a.m. on June 23 with candidates for the position of Executive Director of
RESA 5 followed by interviews of candidates for the position of Director of the Office of
Education Performance Audits.
President Haden called for a motion to approve the Board’s personnel attachment. Upon
motion by Dr. Johnson, seconded by Ms. Phillips, the Board unanimously approved the Board’s

XXVII.
State Superintendent’s Report
Superintendent Marple presented (distributed an addendum) Department personnel items
for the Board’s information. (Copy appended to Official Minutes, Attachment V and
addendum.) Update - Teacher Evaluation Work Group. Ms. Lori Wiggins, Executive
Director, WVDE Office of Professional Preparation provided a status report regarding the
Teacher Evaluation Work Group. Update - School Counselor Task Force. Ms. Blatt provided
a status report regarding the School Counselor Task Force. Foster Care in West Virginia. Dr.
Fran Warsing, Superintendent, WVDE Office of Institutional Education Programs, and Ms.
Ghaski Browning (distributed information), Assistant Director, WVDE Office of Special
Programs, provided information regarding the foster care in West Virginia. (Copy appended to
Official Minutes, Attachment AA.) It was requested that an appointment be made with a
representative of the Supreme Court to provide information regarding placements in out-of-state
juvenile facilities. Critical Skills Initiative and Literacy Grant Proposal. Ms. Williamson
and Ms. Monica Beane (distributed information), Assistant Director, WVDE Office of
Instruction, provided an update regarding the critical skills initiative and information regarding a
$75 million Striving Reader Comprehensive Literacy grant to implement literacy programs
targeting disadvantaged children across the state that has been submitted to the U.S. Department
of Education. Grant recipients will receive notification in August. (Copy appended to Official

XXVIII.
Board Items for Future Consideration
President Haden asked that items, inclusive of any requested during the meeting, that
members wish considered for placement on a future agenda are to be provided to her as soon as
possible. President Haden asked that members notify her as soon as possible regarding their
interest in attending the NASBE Common Core Southern Conference in June. Ms. Phillips
suggested that future arts presentation be planned on Board meeting dates. Dr. White asked that
Superintendent Marple review a recent study regarding low SES. (Copy appended to Official

Future Meetings
The next meeting of the Board will be held June 8, 2011, in Charleston, West Virginia.
The meeting will continue on June 9, 2011, if the agenda is not completed on June 8, 2011.
