Section 13.0 State West Virginia State Administration 13.1 Amount of State Administration Section 222 (3) of the Act states that the State agency shall use not more than 5 percent of the grant funds, or $65,000, whichever is greater, for administrative expenses. West Virginia will follow the Act’s administrative financial limits for each of the State Plan’s operating years. Normally the West Virginia Department of Education expends less than 5 percent of the Federal budget for administration choosing rather to place as much funds as possible into local programs. The exact amount of funds available for administration use will be determined at the time exact Federal grant allocations are made public. 13.2 Uses of Administration Funds The planned use of Federal funds for the administration of the program is as follows: • The costs related to the development, submission, and implementation of all Act applications such as instit utions, Family Literacy, general programs, and leadership activities; • The costs related to t he planning, budgeting, administration, evaluation and coordination of programs funded under the Act; • The costs of maintaining an office. Such costs include but are not limited to office Section 13.0 - 1 Section 13.0 State West Virginia supplies, printing, equipment, salaries and fringe benefits; and • The costs of attending State and Federal inservices dealing with adult education. Inservices are a necessary requirement to keep abreast of state and national adult education changes, activities, and challenges.
