 State Advisory Council on Indian Education Quarterly Meeting August 14, 2014 Education Building, Room 504 The meeting was called to order by the chairperson, Kamiyo Lanning, at 10:13 a.m. followed by a roll call of members and a summary of the role of the State Advisory Council on Indian Education (SACIE). The motion was made by Karen Goins Kueny and seconded by Brandi Davis. The motion passed with all members voting in the affirmative. RECOGNITIONS The chair recognized Dr. Glee Richardson for her recent election to the position of Chief for the Haliwa-­‐Saponi Indian Tribe. The chair also announced the completion of Part I of the SACIE study approved by the State Board of Education. State Board of Education Liaison, Dr. Olivia Oxendine, encouraged Council members to share the study/results with constituent groups and requested that the study questions be placed on the SACIE website. NEW BUSINESS Election of Officers Bylaws stipulate the election of officers at the meeting following the presentation of the Council’s annual report to the State Board of Education. The chair requested a motion to delay the election of officers until the November Council meeting. A motion to do so was made by Kim Sellers and seconded by Kara Stewart. All Council members present voted in the affirmative. New Member In August, the State Board of Education approved Mrs. Chenoa Davis of the Haliwa-­‐Saponi Indian Tribe for Council membership. Mrs. Davis will fill a parent vacancy on the Council. She is also an State Advisory Council on Indian Education Quarterly Meeting Minutes August 14, 2014 1 assistant principal with Warren County Schools. Notary Public Jamie Woodlief administered the Oath of Office for Mrs. Davis. Mrs. Davis’ term of office is August 2014 through June 2016. Planning Retreat The chair proposed that the Council schedule a planning retreat on the day following the November 13 meeting. The purpose of this planning session will be to review accomplishments, develop a scope of work for the 2014-­‐2015 academic year, update bylaws, review legislation governing the Council, review roles and responsibilities of the Council, and define the focus of the 2014 annual report. Council member Veronica Graham suggested that if possible the meeting be moved November 14 and the planning meeting be held on November 15 so that educators would miss only one day of school. SACIE Roles and Responsibilities Dr. Oxendine shared that the State Board of Education (SBE) has several councils and board one of which is SACIE. The Board looks to stakeholder councils for advice, perspectives, recommendations, and input in all policies and program initiatives regarding public education in North Carolina. Dr. Oxendine spoke to the importance of members adhering to the by-­‐laws and attending Council meeting. She also encouraged members to read the SBE’s revised strategic plan. The plan will be shared with Council members at the November meeting. PUBLIC COMMENTS Brett Locklear requested that the Council give additional consideration to supporting the current composition of SACIE member roles recommended by the North Carolina Commission of Indian Affairs (NCCIA), which is eight parents and two educators. Dr. Rebecca Garland, Deputy State Superintendent provide Greg Richardson suggested that the Council follow NCCIA processes for input on proposed changes in legislation. STUDY Dr. Oxendine and Dr. Shirley Carraway, Southeast Comprehensive Center, provided a review of shared results of the first phase of the study. Council members received a copy of the results. The next phase of the study will include a compilation of student performance data from the 2004/05 school year through the 2013/14 school year; however, the subsequent studies will be required to determine basis or possible roots of the issues behind the data. ENDORSEMENTS The North Carolina Commission for Indian Affairs ensures that tribal administrators endorse individuals recommended for membership on the State Advisory Council Indian Education. By the same token, the Department of Public Instruction requires any educator serving on a SBE or DPI sponsored committee or council receive the approval of the local administrator. Going forward, each educator serving on the SACIE will be required to secure the endorsement of the local education agency. A standard form will be drafted for this purpose. STATE BOARD OF EDUCATION UPDATE Dr. Oxendine shared that meetings of the State Board of Education are stipulated in the State Constitution. The Board is required to meet the first Thursday of each month. Committees of the Board meet the Wednesday prior to the Thursday Board meeting. State Advisory Council on Indian Education Quarterly Meeting Minutes August 14, 2014 2 The State Board of Education has four working committees: Globally Competitive Students, Leadership for Innovation, Twenty-­‐first Century Systems, and Twenty-­‐first Century Professionals. During the August (2014) meeting the Board addressed the following issues: o Teacher Licensure § The Board adopted revised standards for teachers preparation programs. o 21st Century Community Learning Center Grants § The Board approved 21 grants totaling $22 million dollars. Council members were encouraged to share this information with community members. Dr. Oxendine reminded Council members of the proposed legislation to adjust composition of SACIE member roles. Currently, the NCCIA recommends eight American Indian parents and two American Indian educators. The revision will request NCCIA to recommend four American Indian parents and four American Indian educators. The State Board Chairperson and the State Superintendent will recommend one member each. Dr. Oxendine asked members to provide concrete reasons for opposition to this legislation. Members offered the following reasons: • Loss of urban voice • Loss of parent voice Suggestions were made to: • Convert one IHE position to an educator position • Consider the work of the Council when determining position types needed (additional educators are needed to support the Council’s work) Members were asked to give additional consideration to supporting revision to the legislation and share pros and cons at the November Planning Retreat. NORTH CAROLINA COMMISSION FOR INDIAN AFFAIRS UPDATE Mrs. Dorothy Crowe, Education Chair for the Commission reported a successful North Carolina Native American Youth Organization summer conference. Questions regarding the legislation revised were generated during the previous Commission meeting. Mrs. Crowe expressed an inability to answer the Commissioners questions. The SACIE liaisons are available to attend Commission meetings to provide support and help answer questions regarding the Council’s initiatives. The Chair adjourned the meeting for lunch and committee meetings. The meeting reconvened at 1:00 p.m. with reports from the Cultural Responsiveness and Summit committees. COMMITTEE REPORTS Mrs. Brandi Davis reported on behalf of the Summit committee. The committee discussed incentivizing attendance, location, budget, partnerships, dates, surveying constituent groups for input, and evaluations from previous summits. A possible theme is “Bridging the Gap with Native Students.” Mrs. Kara Stewart, chair of the Cultural Responsiveness Committee, reported on the progress of SACIE Resources webpage. Committee members agreed to meet via webinar prior to the November Council meeting for the purpose of reviewing the website. ADJOURNMENT Mrs. Stewart motioned to adjourn the meeting.
