Brandi Brooks, SACIE Vice Chair, called the meeting to order at 10:08 a.m.

The Honorable North Carolina Supreme Court Justice Robert Edmonds swore new
members Kamiyo Lanning, Alisa Hunt-Lowery, Kara Stewart and Margo Howard
into office.
Approval of Minutes
The June 19, 2013 meeting of the Council did not meet a quorum of members
present. As a result, minutes of the April 24th meeting were not approved. It was
moves by Kara Stewart and seconded by Trina Bennett to approve the minutes of
the April 24th meeting. The motion carried.
A motion to approve minutes of the June 19, 2013 Council meeting was made by
Karen It was moved by Karen Kueny, seconded by Alisa Hunt-Lowery and approved
by members present.
By-laws
Vice Chair Brandi Brooks reviewed the by-laws. A copy was provided for new
members. The by-laws are online at

Election of Chair and Vice Chair
By-laws stipulate the election of a chairperson and vice chairperson at the first
regular scheduled meet of the Council after the delivery of the annual report to the
State Board of Education.
The floor was opened for nominations for chairperson. Dorothy Crowe nominated
Kara Stewart. The nomination was declined. A motion to suspend nominations for
chairperson until the next meeting was made by Dorothy Crowe and seconded by
Trina Bennett. The motion was approved.
Nominations were opened for the office of vice chairperson. Dorothy Crowe
nominated Kara Stewart. The nomination was declined. A motion to suspend
nominations for vice chairperson until Kathy Chavis made the next meeting and
seconded by Karen Kueny. The motion was approved.
NC Commission on Indian Affairs
Dorothy Crowe, NC Commission of Indian Affairs representative, provided an
update from the Commission.
 On August 7th, Mrs. Ruth Revels was appointed chairperson of the
Commission.
 Native American Scholarship Fund. One thousand dollar scholarships
available to any high school or post-secondary student. Applications must be
postmarked by September 30. Previously awarded students may reapply.
 Several recommendations for SACIE membership were received from tribes.
Seats on the Council were filled based on criteria listed in legislation,

particularly parents representatives must have children in K-12 public
schools; educators must be employed in a K-12 public school.
Questions from Council members regarding equal representation of parents and
educators as well as the criteria for higher education members. It was suggested
that the Commission remain abreast of federal legislative issues that may be
detrimental to native students. Some considerations should be given to SBE
becoming a corporate member of the National Indian Education Association.
Legal Briefing
SBE attorney Katie Cornetto and Laura Crumpler from the Attorney General’s Office
reviewed State Board of Education policies regarding meeting attendance, conflict of
interest, and conduct of committee and council members.
American Indian Education Summit
Darlene Holmes Ransom and Elizabeth Mitchell, co-chairs of the Summit planning
committee, provided an update on Summit planning.
NEW BUSINESS
Legislative Update
Members received a copy of the final version of SB 231 An act to modify the duties
of the State Advisory Council on Indian Education.
2014 Meeting Dates
Vice Chair Brandi Brooks will send a Doodle meeting request with options for dates
of quarterly meetings for the 2013 – 2014 academic year.
Annual Report
Dr. Richardson, SACIE Liaison, asked Council members to give some consideration
to the focus and design of the 2013 annual report along with a plan of action. The
following individuals agreed to serve on a report subcommittee: Kamyio Lanning,
Alisa Hunt-Lowery, Margo Howard, and Trina Bennett. Staff members Susan Silver
and Debora Williams will assist.
Kara Stewart suggested that an outcome of the Summit be to provide actions for the
Council’s strategic plan. Superintendents and school administrators seek concrete
actions that will help improve educational outcomes for native students.
State Board of Education Update
Dr. Oxendine reported that the State Board of Education is very focused on Common
Core Standards. Council members were encouraged to become very knowledgeable
of what the standards mean. Although the standards may be controversial, Council
members were encouraged to know where we are and where we need to be in order
to make sure our students are prepared. Dr. Oxendine asked Susan Silver to prepare
a presentation on the standards at the Council’s next meeting.

The next Council meeting is scheduled for November 14, 2013.
The chairperson requested a motion to adjourn the meeting. The motion was made
by Dorothy Crowe and seconded by Kamiyo Lanning. The motion carried and the
meeting was adjourned at 1:38 p.m.
