The basins included are: Astoria Bandon Brookings Charleston Crescent City Eureka Garibaldi Gold Beach Grays Harbor Ilwaco Newport · Salmon Harbor Siuslaw Annual moorage rates by boat length, expressed as rates per boat-foot per month, are presented in Table 1 for each boat basin. The remaining tables provide detailed information on how moorage rates at each basin vary by boat length, rental period, season, and berth location. · Although moorage rate structures exhibit considerable variation among basins there are fundamentally just three types of structures: stepwise, constant-average, and berth-specific. 1. A stepwise rate structure groups boats by length and charges a fixed rate to boats fall i ng within each group. Daily, weekly, monthly, and annual rates are usually available, with some basins also offering quarterly and semi-annual rates. The stepwise rate structure is the most commonly used in the northwest; only Crescent City, Eureka, Grays Harbor, and Garibaldi use other rate structures. 2. The constant-average rate structure is the simplest: boats pay a si ng l e rate per boat- foot, the rate varying with the length of rental period . Crescent City and Eureka use constant-average rate structures for all but t he sma l l est boats, whi ch pay accordin g to stepwise structures . 3. The berth-specifi c rate structure i s t he most comp li cated, each bert h having its own rate specifi ed. Since boat size may vary in any berth (usual ly onl y the maxi mum size is li st ed), a boat of given si ze wi ll be charged different -2- rates per boat-foot depending on the size of the berth in which it is located. Rates sometimes also vary with the desirability of different dock facilities. Grays Harbor and Garibaldi use berth-specific fees for their basic moorage structure, while Ilwaco only in part uses berth-specific rates. Crescent City distinguishes between its outer and inner basins, and Salmon Harbor distinguishes . i ts We s t basi n• Table 1 permits some limited comparisons of moorage rates among northwest coastal boat basins by presenting annual rates expressed as rates per boat-foot per month. 1' 2 Two observations concerning Table 1 are appropriate. First, although moorage rates typically decrease as boat size increases, there are noteworthy differences among basins in rate levels and schedules. Second, a stepwise rate structure creates variation in the rate per boat-foot which is quite pronounced at the extremes of each rate interval (i.e., for the smallest and largest boats within each step). However, where the interval is small, as at Astoria, the stepwise rate structure approximates a constant-average rate structure. 1The table excludes Grays Harbor and Garibaldi because of the impossibility of summarizing their berth-specific rates on a per-foot basis. 2Two columns of the table require explanation. Since annual rates are not spec ifi ed in the Sal mon Harbor rate schedule, annual rates equivalent to those charged elsewhere were constructed as follows. The flat $55 fee fo r the winter months was added to charges for only five of the six sumner months to dete rmi ne annual total charges by boat length; annual total charges were divi ded by (12 t imes boat l ength) to obtain rates on the desired per boat-foot per- month bas is . In contrast, Ilwaco charges rates which depend on boat size, season, and specific berth. For Table 1, therefore, appropriate monthly rates for each si ze category were averaged over the year.
