CONSTITUTION
BALL STATE UNIVERSITY PANHELLENIC ASSOCIATION
ARTICLE I. NAME
The name of this organization shall be the Ball State University Panhellenic Association
ARTICLE II. OBJECT
The object of this Panhellenic Association shall be to develop and maintain fraternity life and
Interfraternity relations at a high level of accomplishment and in so doing to:
1. Consider the goals and ideals of member groups as continually applicable to campus
and personal life.
2. Promote superior scholarship as basic to intellectual achievement.
3. Cooperation with member fraternities and university administration in concern for and
maintenance of high social and moral standards.
4. Act in accordance with National Panhellenic conference Unanimous Agreements and
policies when appropriate.
5. Act in accordance with such rules established by the sovereignty, rights and privileges
of member fraternities.
ARTICLE III. MEMBERSHIP
There shall be two classifications of membership, Regular and Associate.
1. The REGULAR Membership of the Ball State University Panhellenic Association shall be
composed of all chapter members in good standing of National Panhellenic Conference
(NPC) fraternities at Ball State University.
2. The ASSOCIATE membership of the Ball State University Panhellenic Association shall
be composed of all members in good standing of such local sororities and/or national
fraternity colonies or pledged chapters as have been acknowledged by the Panhellenic
Council.
3. Membership of Panhellenic Association is limited to regularly enrolled Ball State
University students
4. Panhellenic Association will not discriminate on the basis of race, sex*, religion, color,
national origin, sexual orientation, physical or mental handicap, age, or status as
a Vietnam era veteran in selection of members.
*The U.S. Congress allows social sororities and fraternities to remain single sex organizations.
ARTICLE IV. OFFICERS
1. The elected officers of the Ball State University Panhellenic Association shall be
President, Vice President of Internal Affairs, Vice President of Administration, Vice
President of Recruitment, Vice President of Risk Reduction and Education, Vice
President of Membership Development, and Vice President of Community Relations.
The appointed officers of the Ball State University Panhellenic Association shall be Pi
Chi Director, Scholarship Director and Philanthropy and Community Service Director.
2. The officers shall be delegates from fraternities holding regular membership in the Ball
State University Panhellenic Association. Delegates from fraternities holding associate
membership shall not be eligible to hold office.
3. The officers shall serve for a term of one year, the term of office to begin no later than
the second week of the Spring Semester.
ARTICLE V. MEETINGS
1. A meeting of the Ball State University Panhellenic Association may be called by the
President when necessary and shall be called by her upon the written request of any
regular or associate member fraternity at Ball State University.
2. The delegate from each regular or associate member fraternity shall be responsible for
notifying her chapter members of all meetings of the Ball State University Panhellenic
Association.
ARTICLE VI. THE PANHELLENIC COUNCIL
The administrative and decision making body of the Ball State University Panhellenic
Association shall be the Ball State University Panhellenic Council. The Panhellenic Council is
comprised of elected and appointed officers and one delegate from each member organization.
It shall be the duty of the Panhellenic Council to administer all business related to the overall
welfare of the Ball State University Panhellenic Association and to compile rules governing the
Panhellenic Association, including recruitment and pledging, which do not violate the
sovereignty, rights and privileges of member fraternities.
1. MEMBERSHIP. The Ball State University Panhellenic Council shall be composed of one
delegate from each member fraternity chapter or colony at Ball State University.
2. SELECTION OF DELEGATES. Delegates to the Panhellenic Council shall be selected by
their respective fraternity chapters to serve for a term of one year.
3. DELEGATE VACANCIES. When a delegate vacancy occurs, it shall be the responsibility
of the fraternity concerned to select a replacement within two weeks and to notify the
Panhellenic Council Vice President of Administration of her name, address, and
telephone number. When a meeting of the Panhellenic Council occurs while a delegate
vacancy exists, the fraternity concerned shall send a proxy until the replacement
delegate is designated.
4. OFFICERS. The officers of the Ball State University Panhellenic Association shall serve
as the officers of the Panhellenic Council. The elected officers shall serve as the
Executive Board of the Panhellenic Council and shall have such powers and duties as
are prescribed in the Bylaws of the Ball State University Panhellenic Association.
5. OFFICER VACANCIES. If an officer wishes to resign for any reason, she should first
submit a letter of resignation at the next regular meeting of the Panhellenic Council.
The President shall ask persons interested in filling the vacant office to notify her
within one week of the meeting. The Executive Board shall screen those persons who
have expressed an interest in the vacant elected position and submit no less than one
and no more than four names to the Panhellenic Council at the next regular meeting.
Election procedures shall follow those set forth in the Bylaws of the Ball State
University Panhellenic Association. In the event of the resignation of the President,
the Vice President of Internal Affairs shall become the President for the remainder of
the term of office.
6. MEETINGS. Regular meetings of the Panhellenic Council shall be held at a time and
place established at the beginning of each academic term.
SPECIAL MEETINGS. Special meetings of the Panhellenic Council may be called by the
President when necessary and shall be called by her upon the written request of any
member delegate to the Panhellenic Council.
QUORUM. Two-thirds of the member fraternities shall constitute a quorum for the
transaction of business.
7. VOTING.

The voting body of the Ball State University Panhellenic Association shall be
the delegates of each fraternity holding membership. If a delegate is absent,
the vote of her fraternity shall not be cast.
b. A quorum must be present at a meeting in order to transact business. Once a
quorum has been established, two-thirds of the voting members shall be
required to elect officers, to amend the Constitution and Bylaws, to approve an
extension proposal, to accept associate and regular members to the Ball State
University Panhellenic Association, and to establish recruitment rules. A
majority vote shall be required to carry all other questions.
8. VOICE. The alternate delegates to the Panhellenic Council shall have voice but not
vote.
ARTICLE VII. PANHELLENIC ADVISOR
1. The Panhellenic Advisor shall be the Assistant Director of Student Life.
2. The Assistant Director shall serve in an advisory capacity to the Ball State University
Panhellenic Association and its Council. It is desirable that he/she has experience as a
Panhellenic Advisor or be a member of an (inter) national fraternity.
ARTICLE IX. UNANIMOUS AGREEMENTS AND POLICIES
1. Members of the Ball State University Panhellenic Association shall act in accordance
with fundamental Panhellenic rules established by National Panhellenic Conference in
the UNANIMOUS AGREEMENTS (The Panhellenic Compact, Standards of Ethical
Conduct, College Panhellenic Agreements, Agreement on Questionnaires and
Constitutions, and the Jurisdiction of a College Panhellenic Council) when appropriate.
2. Ball State University Panhellenic Association rules and policies shall be in harmony
with those currently established by National Panhellenic Conference when appropriate.
3. All fraternities of the Association shall act in accordance with the Ball State University
policies and regulations for student organizations.
ARTICLE VII. ADMINISTRATION OF MEMBERSHIP SELECTION(RECRUITMENT)
1. An early Fall Formal Recruitment shall be held for regular and associate member
chapters of the Ball State University Panhellenic Association.
2. The National Panhellenic Conference (NPC) quota-total system shall be followed.
3. The preferential bidding system shall be used during Formal Recruitment.
4. Except during the formal recruitment period, continuous open bidding shall be in effect
during the academic year (Fall through Spring) for all eligible female students.
5. Chapters which do not fill basic quota during formal recruitment may continue to bid
and pledge to quota in continuous open bidding even though reaching quota puts them
over total.
6. All membership selection events shall be held in the chapter suites when possible.
7. Every regularly enrolled new member, initiate, or affiliate of a chapter shall be counted
in the chapter total.
a. A list of new member, initiate, or affiliated members shall be filed with the
Panhellenic Advisor by the 10th day of classes in each term. A list of new
members taken during formal recruitment shall be submitted by the fifth
school day after Invitation Day. A list of new members taken during
continuous open bidding shall be submitted no later than one school day after
pledging.
b. Any depledging, termination, or other change in membership shall be reported
to the Panhellenic Association no later than one school day after it has
occurred.

9. Formal
Initiated members and new members may not host or participate in Summer
recruitment parties held specifically by their Greek organization for women
planning to attend Ball State University.
Collegiate members shall be encouraged to attend Panhellenic parties given by
City Panhellenic groups.
Letters, mailing, phone calls, or any contact in which a specific fraternity is
discussed with a prospective potential member shall not be permitted.
The Panhellenic Council shall send a brochure to each entering female student
with information on all fraternities at Ball State University. An opportunity
shall be provided in the brochure for women to express an interest in
recruitment.

ARTICLE VIII. PLEDGING AND INITIATION
1.
A student must be a regularly matriculated (full-time) student to
be eligible for recruitment and pledging.
2. A Ball State University Panhellenic Association member fraternity may not issue an
invitation to membership or formally pledge a woman during any school recess.
3. A new member may be initiated whenever she has met the requirements of the
fraternity to which she is pledged.
4. A person who is or has ever been an initiated member of an existing NPC fraternity
shall not be eligible for membership in another NPC fraternity.
5. When a recruitment guest's Preference Card is matched with a chapter's bid list, or
when she signs a continuous open bidding acceptance card, she may not be pledged to
any other national fraternity on the same campus for one calendar year.
6. A student who has had her pledge broken by a fraternity or who has broken her
pledge to a fraternity, may not be asked to join another fraternity on the same
campus for one calendar year from the date she was originally pledged. However, the
same fraternity chapter may repledge her at any time within that calendar year.
7. When a new member transfers to another campus, she shall be eligible to pledge the
fraternity of her choice at the earliest opportunity.
ARTICLE X. VIOLATIONS
1. Violation of any regulations of this Constitution or its related Bylaws, of recruitment
rules, of rules concerning matters other than recruitment, of the National Panhellenic
Conference UNANIMOUS AGREEMENTS (The Panhellenic Compact, Standards of Ethical
Conduct, College Panhellenic Agreements, Agreement on Questionnaires and
Constitutions, and the Jurisdiction of a College Panhellenic Council) shall be the
occasion for penalties established by the Ball State University Panhellenic Council in
conformity with those recommended by National Panhellenic Conference. (See NPC
Manual of Information UNANIMOUS AGREEMENTS, College Panhellenic Agreement
Pages 5-7, procedures 5-9).
2. Any dispute growing out of the violation of Panhellenic Association rules and
regulations shall be adjusted through arbitration principles.
ARTICLE XI. RULES OF ORDER
The Ball State University Panhellenic Association and its Panhellenic
Council shall be governed by Robert's Rules of Order Newly
Revisedexcept in matters specifically provided for in the Constitution,
Bylaws, and Addendums.
ARTICLE XI. AMENDMENTS
The constitution may be amended by a two-thirds vote of the voting members of the
Panhellenic Council provided notice of the proposed amendment(s) has been given in writing
at the preceding regular meeting.
