Services of qualified planning consultants are requested on a professional contract basis for an approximately 60-90 day period beginning as soon as possible, but not later than June 12, 2009. Project deliverables include facilitation of meetings and final draft of plan in written and electronic format to the Foreclosure Response Coordinator. Bids are requested in a format describing qualifications, anticipated professional hours and unit (hour) cost. Proposals are to be directed to Foreclosure Response by June 5, 2009 for timely review and selection by the Oversight Committee. Background Foreclosure Response is a non-profit effort connecting residents with a variety of community resources, and advocating changes to stop foreclosures and strengthen neighborhoods. The Response involves more than seventy stakeholders including non-profit housing and service agencies, neighborhood organizations, foundations, city and county governments, legal aid resources, banks and real estate professionals throughout Grand Rapids and Kent County. Scope of Services This project is intended to build upon work in progress and further define the scope, key characteristics and measurable solutions to the foreclosure crisis in Kent County in the final form of a detailed comprehensive response plan. Outreach to an additional ~40 stakeholders will be conducted with the assistance of the Foreclosure Response Coordinator. Consultant Deliverables By August 12, 2009 Identify short- and long-term remedies and potential appropriate responses from all vital stakeholders addressing prevention, intervention, stabilization and revitalization. Analyze and determine data needs for measuring current conditions and intended outcomes. By September 12, 2009 Deliver a comprehensive plan detailing potential roles, responsibilities for all vital stakeholders, and anticipated outcomes. The plan will include a timeline, intended outcomes and an evaluation framework tailored to Kent County and Grand Rapids, based on successful efforts conducted in other communities.
