KEY DATES FOR THE 2013–14 READY ACCOUNTABILITY REPORT AND ANNUAL
MEASUREABLE OBJECTIVES REPORT
In October 2013, the State Board of Education (SBE) adopted college-and-career readiness Academic
Achievement Standards and Academic Achievement descriptors for the End-of-Grade (EOG) and End-ofCourse (EOC) tests and their alternate assessments. After considering much input on the importance of
having more definitive discrimination for student achievement reporting, the SBE adopted in March 2014 a
methodology to add a new achievement level. With this additional achievement level, the State will report
five levels as follows:

Local education agencies (LEAs) and charter schools must finalize and submit all accountability data to the
North Carolina Department of Public Instruction (NCDPI) on or before June 30, 2014. The NCDPI will
apply the five achievement levels and complete the data analysis necessary to submit the READY
Accountability Report and the Annual Measurable Objectives (AMO) Report to the SBE at its September
meeting. This memo provides the key dates for these reports.
The reports will provide data on the performance of North Carolina schools with EOG and EOC test scores
in English language arts/reading, mathematics, and science. In addition, high schools will have the following
data reported: 4- and 5-year cohort graduation rates, math course rigor, The ACT, ACT WorkKeys, and the
graduation project.
The reports include:
1. Status: Percent of students meeting proficiency on the EOG/EOC tests or meeting the identified
benchmark for the high school indicators;
2. Growth: EVAAS generated school accountability growth which is reported as (1) Did Not
Meet Expected Growth, (2) Met Expected Growth, or (3) Exceeded Expected Growth; and
3. Progress: Federally required AMOs for English language arts/reading, mathematics, cohort graduation,
and attendance for schools without a graduating class; and state targets for science, math course rigor,
The ACT, and ACT WorkKeys (disaggregated by subgroups).
The following is the timeline for the completion of the accountability reports and the dissemination of score
reports.

As required by the ESEA Flexibility Waiver, the consequences for not meeting participation rate
requirements are delineated as follows:
Year 1 consequence for not meeting participation rate requirements for any subgroup:
Within 30 days after accountability results are approved by the SBE, the school must send a letter (text
provided by the NCDPI) to all parents informing them of the inadequate participation rate. Each letter must
also provide a plan of action for ensuring full participation for all subgroups, specifically targeting those that
did not have adequate participation.
Year 2 consequence for not meeting participation rate requirements for any subgroup:
The school will be labeled as a "consistently low-participating school" and will be required to create and
implement an intensive intervention plan aligned with ensuring participation rates for all sub-groups to reach
95%. At the state level, within the Statewide System of Support, these schools will receive the most intensive
support with the issue of participation rates.
Year 3 consequence of not meeting participation rate requirements for any subgroup:
The NCDPI will count non-participating students as not proficient. The number of additional students who
will be counted as not proficient will be equal to the number of students needed to achieve a 95%
participation rate in any subgroup. An additional letter (text provided by the NCDPI) must be sent home by
the school indicating a third year of inadequate participation and providing a plan to ensure full participation
for all subgroups.
