DCID 5/1, “Espionage and Counterintelligence Activities Abroad,” 19 Dec. 1984. 1. PURPOSE. To Establish general policies and procedures governing interrogation/debriefing of enemy and other detained personnel and the relationships among the participants in the process. Cross reference Appendix 1, Annex E, Personnel. a. Upon execution of this OPLAN, HUMINT organizations and units will conduct collection activities to satisfy intelligence needs of JTF Korea. b. directives. Reporting channels and procedures will be based on CFC and component command 2. ORGANIZATION a. The JTF Korea and ROK JCS is responsible for establishing of enemy prisoner of war (EPW) compounds that will include facilities and logistics support for a collocated Joint Interrogation and Debriefing Center (JDIC). The JDIC provides the joint-level theater collection and reporting of strategic, operational, and limited tactical intelligence information obtained through the interrogation and debriefing of EPW, detainees, and other human sources. b. The 800th Military Intelligence Brigade will function as the primary HUMINT element in support of this OPLAN. Other HUMINT may be added as reflected in the CINCKorea Time-Phased Force and Deployment List (TPFDL). c. Specific language qualifications and technical skills will be identified and stated. 3. PROCEDURES. Guidance for processing of EPW and other detainees from the point at which they come under US control until final disposition. Categorize EPW’s and detainees, assignment of interrogation serial numbers, document and equipment evacuation procedures and reporting formats and channels. a. Enemy Prisoners of War (EPW), Civilian Internees (CIVIN), Detainees (DET), and Inhabitants. To ensure maximum intelligence exploitation, subordinate commanders will prepare plans and procedural B-5-B-1 SECRET FOR TRAINING ONLY SECRET FOR TRAINING ONLY instructions required for the screening, identification, segregation, and treatment of EPW, apprehended agents, defectors, and inhabitants. (1) All interrogations will be conducted according to the provisions of the Geneva Conventions of 1949. All detainees will be accorded humane treatment and interrogations will not interfere with necessary medical treatment. (2) Within 48 hours, the extent of the source’s knowledge of priority intelligence information will be determined and reported in accordance with reference (a). b. Civilians. The initial interrogations of detained civilians will be accomplished concurrently with medical treatment consistent with the situation and the significance of perishability of the information. The scope of the debriefing should be limited to obtaining information of immediate tactical significance and information concerning US personnel detained by hostile forces. c. Captured Documents (1) Component commanders will develop procedural instructions to ensure documents are expeditiously processed, exploited for their tactical intelligence value, and subsequently evacuated to the appropriate echelon that can fully exploit them. (2) Technical documents of material design will be evacuated with the equipment or with photographs of the equipment when possible. B-5-B-2 SECRET FOR TRAINING ONLY
