SIGNALS INTELLIGENCE

1. General. CFC provides planning guidance and assistance to JTF KOREA in its responsibilities for the
use of SIGINT resources.
2. Execution
a. Concept of Operations
(1) SIGINT information will continue to be provided to CFC through normal
channels. The allocation of SIGINT resources and the nature of SIGINT support to fulfill requirements of
this OPLAN are contained in reference c.
(2) Upon implementation of this OPLAN the tasks will be executed. SIGINT
resources will be positioned or deployed as necessary.
b. Tasks for Subordinate and Task Force Commanders
(1) CJG2:
(a) Coordinate SIGINT requirements with Task Force J2 to ensure optimum
tasking of available SIGINT collection activities.
(b) Coordinate fusion of SIGINT with other intelligence, US and allied SIGINT
operations.
(c)
Update PIRs and IRs as required, with particular attention to SIGINT
capabilities.
(d) Plan for emergency evacuation of selected US and allied personnel and
sensitive equipment when there is danger of capture.

(e) Develop SIGINT requirements in support of this plan and the forwarding of
those requirements to the supported commander. (See Tabs A and B, Appendix 2, Annex B).
(2) COMMANDER, SPECIAL SECURITY COMMAND (COMSSC)
(a) Ensure Special Security Office (SSO) communications are adequate to
interface with the supporting SIGINT communications systems.
(b) Provide logistic support to SIGINT facilities and personnel deployed or tasked
to support this OPLAN.
(c) Provide point of entry service to the CRITICOM System for CFC and
subordinate component commands.
3. Administration and Logistics. SIGINT units will receive routine logistic support through normal supply
channels. (See Annex D).
4. Command and Control
a. Command and Control
(1) See Annex J, Command Relationships.
(2) NSA will continue to exercise SIGINT operational tasking authority (SOTA) over
theater SIGINT direct service assets until SOTA is requested and delegated to CINCKOREA.
b. Communications Systems
(1) See Annex K, Command, Control, and Communications Systems.
(2) NSA will establish the requirements for telecommunications support to the SIGINT
resources designated to support this OPLAN.
