Team
Understand the change so that they can help stakeholders choose wisely, evaluate the readiness to implement, and assess the implementation capacity of the district in relationship to a number of factors related to the innovation.

Fidelity – the degree to which the program or practice is implemented “as intended” as defined by the program developers/researchers or experts.
