Please call 414-297-6221 to schedule services at least 48 hours prior to the meeting. 2 Attachment ESIR - 1 MILWAUKEE AREA TECHNICAL COLLEGE DISTRICT BOARD EDUCATION, SERVICES, AND INSTITUTIONAL RELATIONS August 20, 2009 CALL TO ORDER The regular monthly meeting of the Education, Services, and Institutional Relations Committee of the Milwaukee Area Technical College District Board was held in open session on Monday, August 20, 2009, and called to order by Director Holmes at 5:01 p.m. in the Board Room, Room M210, at the Milwaukee Campus of Milwaukee Area Technical College. ITEM A: ROLL CALL Present: Ms. Melanie Holmes, Mr. Thomas Michalski, Mr. Bobbie Webber ITEM B: COMPLIANCE WITH THE OPEN MEETINGS LAW The Education, Services, and Institutional Relations Committee meeting was noticed in compliance with the Wisconsin Open Meetings Law. ITEM C: APPROVAL OF MINUTES – June 18, 2009 – Attachment 1 Motion: The minutes were approved without objection. Action: Motion approved. ITEM D: COMMENTS FROM THE PUBLIC ITEM E: ACTION ITEMS E-1 Tentative Meeting Schedule – Attachment 2 Discussion: Due to scheduling conflicts of the committee members, Thursday evenings will not work for the meetings. E-2 Resolution to Approve the Scope Proposal For New Program Titled Sustainable Facility Operations (10-481-2)– Attachment 3 Discussion: Dr. Evonne Carter, provost, introduced Mr. Michael Jenkins, curriculum manager, and Dr. Joe Jacobsen, associate dean. Mr. Jenkins explained that this is step 4 of a 5 step process to create a new program. Education, Services, and Institutional Relations Minutes of May 18, 2009 Page 2 Action: Motion Approved ITEM G: DISCUSSION ITEMS G-1 Transfer Update Discussion Dr. Carter introduced Barbara Cannell, interim associate provost. Ms. Cannell explained that MATC has 420 articulation agreements with colleges and universities across Wisconsin and the Nation. The Transfer Information System that MATC partners with UWM on equivalencies between the schools is being worked on this summer. Phase 2 of the Transfer Information Study is being conducted this year by the University of California. Representatives will be on campus to look at our practices during the month of September. Results of this study will be shared with ESIR at a later date. There was a discussion related to the students that transfer from MATC to other colleges and if they graduate from those other institutions. G-2 Deregistration Update Discussion Mr. Al Pinckney, interim vice president, Student Services. Mr. Pinckney briefly explained the deregistration process. Although this process was not implemented for Fall 2009, it will be reinstituted for Spring 2010. PROGRAM QUALITY REVIEW G-3 Pharmacy Technician Diploma Program – Attachment 4 Discussion Dr. Carter briefly explained the Program Quality Review process. Dr. Carter Introduced Ms. Dessie Levy, dean, Health Occupations; Ms. Sharon Abston-Coleman, associate dean, Health Occupations; and, Ms. Cindy Steffan, faculty, Pharmacy Technician Diploma program. Ms. Steffen explained that this is a two-semester technical diploma program. Ms. Abston-Coleman briefly explained the action plan initiatives to be implemented this fiscal year. In April 2009, the Pharmacy Technician program received full accreditation from the American Society of Health Area Scientists. G-4Renal Dialysis Technician Program – Attachment 5 Discussion Dr. Carter introduced Dr. Nancy Vrabec, associate dean, Health Occupations and Ms. Judy Theune, faculty, Renal Dialysis Technician program. Dr. Vrabec explained that this is a two-semester technical diploma program. Ms. Theune briefly explained the action plan initiatives to be implemented this fiscal year. ITEM H: INFORMATION ITEMS H- Quarterly Advisory Committee Report – Attachment 6 Mr. Jenkins briefly explained the function and make-up of advisory committees. Ms. Holmes expressed the need to ensure these committees are known to the business community of the MATC district. President Obama recognized that community colleges are the largest part of America’s higher education system, enrolling more than 6 million students, offering affordable tuition, open admission policies, flexible course schedules, and convenient locations and that they are the key to rebuilding the capacity and competitiveness of the America’s workforce. To support this initiative $12 billion will be needed over the next ten years to increase the effectiveness and impact of community colleges, raise graduation rates, modernize facilities and create new online learning opportunities. The cost of this initiative will be paid for through a package that cuts waste out of the student loan program, increases Pell Grant Scholarships and reduces the deficit. Resolution WHEREAS, community and technical colleges are the largest and fastest growing sector of higher education in the United States, educating more than 45% of all undergraduate students as well as more than 5 million additional non-credit students; and WHEREAS, there is a national consensus that the United States needs to provide higher education opportunities to a greater number of its citizens not only as a moral, social and economic imperative but also to ensure our country’s competitiveness in the international marketplace; and WHEREAS, community and technical colleges need a national focus and increased financial and related support in order to fully realize their potential in helping all Americans reach their educational, career and personal goals; and WHEREAS, community and technical colleges serve a vital and necessary role in partnering with businesses and industry to train and re-train the workforce of today and into the future through meeting the demands of the marketplace; and WHEREAS, President Obama’s “America Graduation Initiative” recognizes the centrality of community and technical colleges to America’s well-being, and the need for increased financial resources to help meet the many needs of its students; and WHEREAS, President Obama has specifically set the goal of increasing the number of community college graduates by 5 million by 2020, along with ambitious goals concerning postsecondary education; and WHEREAS, through this initiative President Obama recognizes the increased importance and relevancy of community and technical colleges in raising American’s skills and education levels in order to keep American businesses competitive.
