University of Wisconsin-Stout Policy Policy No. 84-39 Date: 6/28/84 PHYSICAL PLANT ALTERATIONS 1.0 SUMMARY This policy emphasized the need for communication with the physical plant department prior to and during the implementation stage of all locally funded remodeling, alteration, and renovation projects, regardless of funding source. It is applicable to all projects whether they are done by outside contractors, UWStout employees, or UW-Stout student groups. 2.0 STATEMENT OF THE PROBLEM In the past individuals have completed remodeling, alteration, and renovation projects that did not comply with the Wisconsin Administrative Code and/or did not meet workmanship standards conducive to economical maintenance. One of the primary responsibilities of the physical plant department is the maintenance, operation, repair, and alteration of the UW-Stout physical plant. The performance of these functions must be accomplished in accordance with the Wisconsin Administrative Code. In order to carry out this responsibility as economically as possible, it is necessary for the physical plant department to be made aware of and be involved in all remodeling, alterations, or renovation of the physical plant. 3.0 PURPOSE The purpose of this policy is to assure project compliance with the Wisconsin Administrative code and provide a finished product that will be functional and can be economically maintained. 4.0 POLICY 4.1 Adjustments, changes, additions, or deletions to any electrical, mechanical, plumbing, signal or waste system within buildings may be done only by physical plant department or housing department personnel. ITS maintenance is the only other group authorized to perform changes to that part of the signal systems that includes phones, CCTV, word processing, and computer terminal cables. 4.2 Adjustments, changes, additions, or deletions to any campus electrical, signal or steam distribution system may be done only be physical plant department personnel. ITS maintenance is the only other group authorized to perform changes to that part of the signal distribution system that includes phones, CCTV, word processing, and computer terminal cables. 4.3 Structural changes to any part of a building may be undertaken by individuals other than physical plant department employees only after first obtaining written permission from the physical plant department director. The following steps are recommended: 4.3.1 A scale drawing showing the desired changes must accompany the request for remodeling. A statement from the Building Supervisor approving the alteration must also accompany the request. 4.3.2 Selection of types of materials going into the work must be approved by the physical plant department. Color selection may be by the requesting department. Material type selection will be based on compliance with the Wisconsin Administrative Code, compatibility with existing adjacent materials, anticipated degree of wear, ease of maintenance, etc. 4.3.3 Upon completion of material selection and project approval, no changes in materials or floor plan shall be made unless approved by the physical plant department director. In the case of a change in the floor plan originally approved by the Director of Physical Plant, both the Building Supervisor and the Director of Physical Plant must approve the change. 4.3.4 During the project construction stage, the physical plant department craftsworker supervisor shall be kept informed of the progress of the work and of any problems that arise. 4.3.5 The physical plant department craftsworker supervisor will inspect the completed work prior to occupancy of the remodeled area. Any of the work not meeting acceptable standards will be rebuilt by physical plant department personnel and the resulting cost charged to the department doing the original work. 4.4 Structures resulting from remodeling, alteration, or renovation completed without prior approval of the Building Supervisor and the Physical Plant Department Director will be subject to removal by the physical plant department personnel. The department responsible for the unauthorized work will be charged for the cost of the removal. 4.5 Access to roofs of all buildings shall be only by physical plant department employees (and security officers during emergencies).
