During the March Board meeting, Platte River staff was directed to develop a draft charter to address the collaborative resource modeling project for the Municipalities. A modeling plan and schedule will be developed. Once this is complete, Platte River will work with Estes Park, Fort Collins, and Longmont and Loveland stakeholders to create customized models for each City based on inputs driven by the Cities. Scope Statement – Identify the major deliverables (functionality, service, products) that are within the scope of this project. Can also include out of scope items. The modeling plan will create a consolidated system base case from the upcoming 2017 budget. The next step in modeling will be to distribute a base case among each individual City according to their share of Platte River owner’s equity. Once this is complete, Platte River will work with Fort Collins, Longmont, and Loveland and Estes Park stakeholders to create customized models for each City based on inputs driven by the Cities. Key Assumptions – Is there anything vital to the success of the project that you’re assuming is available? All four Cities will provide key assumptions and City future goals as to Climate change compliance. Platte River at system level will need to meet EPA CPP compliance standards. This modeling structure will help to determine how each City can contribute reductions to meet the EPA requirements at a system level. Platte River will conduct all modeling efforts but will utilize third party support on key assumptions such as fuel and market pricing. Cities will take a leadership role in their public process. Platte River will be available to provide technical support. Several critical paths exist to the successful completion of both the City’s and Platte River’s objectives: 1. Prioritization of objectives a. The expectations for modeling outcomes (metrics, reports, etc.) need to be defined to conduct the modeling effort as well as reduce bias. 2. Commitment to a modeling plan a. Agreeing on a thorough modeling plan prior to the project’s commencement will help to avoid in-process requests that slow or divert the analytical effort. 3. Modeling assumption a. Municipal staff must provide the needed inputs and assumptions regarding their individual goals and objectives.
