Regulations TiU Committee Board Grants and Subsidies In the academic year 2011-2012, the Executive Board established the Committee Board Grants and Subsidies, Grants Committee for short. These regulations describe the composition, tasks and procedures of the Committee. Art. 1 Composition The Committee consists of two employees and a maximum of three student members. Art. 2 Tasks and responsibilities In the academic year 2012-2013, the Committee was assigned to create new, transparent criteria as well as a workable system for requesting and awarding the grants. That year, and in the years after that, the Committee acts as a central point for associations and other student organizations, maintains contact with the Executive Board, and establishes the proposed system including any necessary changes in the criteria. The Executive Board authorizes the Committee to make decisions on whether or not grants are awarded on the basis of the set criteria. Student members act as advisors. Art. 3 Submitting a grant request 1. Every request (as of academic year 2013-2014) includes a completed request form. 2. The request form is sent to associations no later than 1 June prior to the academic year and is to be completed and submitted no later than 31 July prior to the academic year. Only student organizations with full legal capacity are allowed to submit requests. Note: Organizations in the domain of student Representation need not submit a request. Art. 4 Contents 1. Requests relate to student activities in various types of association or for an organization of (single-occurrence) activities with one of the domains approved by the Executive Board: Student Representation Study Associations Student Sports Culture Social clubs Internationalization Introduction Job and Internship mediation 2. Student organizations and activities are to fall within one of these domains both in terms of content and aims. A description of the domains can be found on the website. 3. In addition, requests are possible for innovative initiatives that fall within one of the domains and that add to existing activities or concern single-occurrence activities (e.g. organizing lustrum activities). Should these activities become recurring, they are classified within one of the existing domains and should compete towards the number of available grants within that domain. Art. 5 Request procedure 1. A request is dealt with by at least one employee member and at least one student. 2. The Committee might ask the applicant for further information. 3. If no (fully completed) requests have been submitted, no grants are awarded for that academic year. This also applies to non-compliance with a request as described in clause 2. On the basis of the information in the application form, a preliminary decision to award a grant is made. This preliminary assignment is an indication. No rights can be derived from a preliminary assignment. 5. Preliminary assignment of the number of grants is announced no later than 30 September of the academic year in question. Art. 6 Submitting realization 1. At the end of the academic year, applicants submit their realized goals by sending in the realization form. 2. The realization form is sent to the associations on 1 May of the academic year in question and is to be submitted no later than 31 May of that academic year. Art. 7 Content realization 1. The realization form is based on the grant request mentioned in art. 4. 2. Applicants submit a report of the activities so that the Committee can assess whether the preliminary grant assignment can become final or if the amount should be adjusted upwards or downwards. Art. 8 Procedure realization 1. The realization is assessed by both employees and by at least one of the student members. 2. The Committee may ask the applicant for further information. 3. Article 5.3 applies correspondingly. 4. After assessment of the realizations, the Committee awards the applicant the final number of grants. This concerns the maximum number of grants applied for. 5. The definite number of assigned grants, is announced no later than 15 July. Art. 9 Responsibility 1. The (preliminary) assignment of grants is announced to the academic community on the website immediately. 2. The applicant reports the final number of awarded grants and how they are divided among the board members, committee members, etc. in its yearly report. 3. Non-compliance with clause 2 entails a deduction of 25% from the total number of grants for the next academic year. Art. 10 Committee term 1. Employee members have an indefinite seat in the Committee. 2. Nomination of the employee members is connected to the functions of academic staff and Head Student Advisory Office. 3. The Committee’s student members are, in principle, appointed for one year with a possible extension of one year. 4. Candidate student members are selected by the two employee members on the basis of application letters for the vacancy for Student Member Committee Board Grants and Subsidies.
