1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 Motion 2002-03.07 (draft): "Accessibility of P&S Classification Information” Accessibility of P&S and Merit Classification Information Iowa State University Professional and Scientific Employee Council Respectfully submitted by the Compensation & Benefits Committee Whereas: Access to information concerning classification and job descriptions of both Merit and P&S positions are important as it allows employees and managers to: understand the functions of specific classifications evaluate an employee’s position within a classification and determine whether reclassification is warranted due to growth in innovation, knowledge and experience, complexity, internal interactions, impact on institutional missions and leadership responsibility allows managers to make well thought-out hiring decisions; and Whereas: Access to information concerning classification and job descriptions are important for the P&S Council because it allows the P&S Council to: have free and timely access to classification information necessary to study classification issues which allows the P&S Council to fulfill its role as an advisory council; and Whereas: Access to information concerning classification and job descriptions are important for the Department of Human Resources because it allows them to: efficiently gather important information for annual reports, surveys, and study and explore current and future classification and job description issues provide complete information to the Council, managers, and employees as requested; and Whereas: Access to information concerning classifications and job descriptions are not currently available electronically Human Resource Services must: manually gather the requested materials interrupt normal workflow to gather and distribute the materials Whereas: Iowa State University is the only Regent’s institution without a comprehensive web based listing of either Merit or P&S classifications. Although ISU has started this process, there are currently only 4 of 440 job descriptions available on the World Wide Web. It is moved: That the Iowa State University Professional & Scientific Employee Council urges the University to give priority to creating an electronic classification inventory for both Merit and P&S generic or generalized classification descriptions, as well as employee specific PIQ inventories, and publishing said inventory via the Department of Human Resource Services web site. The Council strongly recommends that University administration provide sufficient resources to accelerate the creation of this classification inventory. It is further recommended that a time frame of 12 to 24 months, to complete the task of generating and publishing the classification descriptions to the web be considered a reasonable timeframe for project completion. If so, what would be the University’s target date for implementation? What additional resources will be made available to the Department of Human Resource Services, and other necessary units, to accomplish successful implementation of these tasks?
